0:07I'm the president of the county commissioners.
0:09We're in room 260 of the city county building.
0:13It is August 19th, 2025, approximately 2 05 p.m.
0:19And I will start off with introductions from my colleagues on my left.
0:31I serve as the Marion County Auditor and happy to serve as the secretary for the commissioners.
0:39I am Marion County Treasurer Barbara Marins, also a member of the Board of Commissioners of Marion County.
0:47The first order of those will be to approve the meeting minutes from the July 15th, 2025 meeting.

1:48Thank you all for allowing me to be here.
1:50And uh Cam DeMoreau with the Association of Indiana Counties, um, the deputy legislative director there.
1:55And this is Zach Hughes with SRI.
1:57And um, we've we have a scholarship program that we award four recipients of scholarship to high school seniors every year, and um one of those requirements is having a family member within the county, uh, employed with the county.
2:12Gibson here is a senior at Franklin High School and on her way to Indiana State, and she's been heavily involved within her community, whether it be helping with charity events and helping organize school organizations.
2:23So that's that's she's been a our winning recipient this year, and so we'd like to congratulate her with this check along with Zach Hughes and SRI.
2:42Uh maybe would be able to get up picture with some of you all and sure.
2:49Before we do that, I do have a question.
2:51Can you share with us some of the um activities or events that you have been involved and engaged in?
2:56Yeah, yes, all is a lot.
2:59We go out, we make blankets for them.
3:01We just do a lot for people that we can help.
3:04I like helping people.
3:05We volunteer at churches a lot.
3:07We sing in some choirs.
3:09We even volunteered in some of the parades.
3:12So yeah, we do a lot.
3:15Um you'll be attending.
3:20We clean beaches in Gary and Deana.
3:22We clean up, we clean parks.
3:25Yeah, I'm pretty much involved in a lot of stuff.
3:29And you'll be attending ISU in the fall or this month, probably.
3:33Yes, um, Empire Beauty School also.
3:36And you know you're gonna study at ISU.
3:41I'm gonna I don't have a two thing.
3:44What are you going to study at ISU?

5:33We have looks like a public hearing to receive comment in support of or opposition of the transfer of county owned surplus property.
5:39Ryan, do you have a something?
5:48Good afternoon, Commissioners.
5:51Today DMD is requesting the transfer of 43 properties.
6:14Yes, they are, I believe, all uh single family uh standard city lots.
6:21I think a couple are double lots, but okay.
6:25A couple double lots, but mostly single family lots.
6:29And I do want to say just how appreciative we are of the continued uh partnership between DMD and the Marion County Treasurer and County Commissioners, and uh we are I think you guys are all familiar with the renewed land bank program.
6:49You may have heard of our um vacant to vibrant program as which which is our new land bank program.
6:58Um it's fairly similar to the to the old program, but we're bringing the management of the program in-house into DMD, um, which we think is gonna improve communication and improve just the the overall process.
7:14So we're excited to continue to partner with you guys and and we would love to um you know if if it'd be something you'd want, we'd love to you know present uh and and give you guys uh an overview of the program if that's ever something you'd like to you'd like to have.
7:34We'd we'd be happy to to provide that short presentation for you.
7:40Okay, and can you tell me for what purpose the properties will be redeveloped?
7:46What sure and I do apologize.
7:50I woke up this morning uh with I think an ear infection or something, so I'm having a hard time hearing.
7:55But um I uh the properties are uh generally uh intended to be redeveloped as single family homes for the most part.
8:09We do have uh different sale programs that that will offer.
8:13Uh we have a standard application that folks can apply for the properties, which would be uh to purchase a property for sale or or rent, and that would be to redevelop the property either by rehabbing an existing house or uh new construction and either uh selling it or or leasing the property.
8:37We also have a affordable application which uh makes properties available to nonprofits focused on uh housing affordability and allows them to have a discounted rate where they would be able to uh redevelop the property and uh provide long-term affordability.
9:03We also have a side lot program and a homestead uh application.
9:11So the homestead application would be a 20% discount off the standard price, and it would it makes properties available for folks that want to put their blood, sweat, and tears into the into the house, fix it up and then and then live in it for no longer, no less than two years.
9:27Uh but the side lot program is or the side lot application is available only for adjacent property owners, and uh it would be at the discretion of the our review committee to determine if that's the highest and best use for the property.
9:43If it if it makes more sense to have that property be redeveloped as a single family house, then the review committee reserves the right to to uh deny the application for for um a side lot.
10:00So in general, what would you estimate to be determined upon time for getting somebody's properties would be about what yeah?
10:11Our our hope is for it to be, and we're still kind of uh we've just launched the program, so we're still um kind of getting up to speed, but I I think our hope is that it would be a three three to six month uh uh process from application to final disposition.
10:30Part of that as well is is going to be that it has to go before our um we we send out notifications to registered neighborhood groups in the area to uh show registered neighborhood groups the the proposed plan and we want to give them time to to get back with us or get back to us with any comments or um recommendations and then uh we also uh at once once a property gets approved by our review committee and then goes on to the Metropolitan Development Commission for a final approval, then we are taking all the applications through a uh design review where the the application for new construction will be reviewed by our city architect uh to get an approval on the design of the of the new construction.
11:28And I presume you've done to diligence you know about the condition of the properties that is a part of our process.
11:38Uh yeah, we're we're working with uh title company to do um to do a title search on all the properties.
11:47Um we're also making uh part of our process is to also look for encroachments or other issues that might be impacting the property.

12:17Is that like that's just one parcel 7046490 that would fall under or fall within the condominiums, or is that like uh more than one?

12:41I can certainly get back to you and uh I don't know if uh Ryan, if you have any information on that specific property.

12:58I don't want to make a or maybe PVD.
13:03What that looks like, with that section, I guess one block seed consists of if I can come and do the laptop I can map ED real quick outside of that uh side of number 36.
13:19All of these are single or being like single, or I think Ryan is at like double for the most part.
13:25I believe that is the case.
13:27Like Ryan said, it it's been a little while since we've gone through the list, and I do apologize for that.
13:33Um I know when we reviewed these a while back, we uh we did kind of a uh a drive-by to take a look at each of the properties and to uh kind of do some due diligence on the properties, and I believe that is the case that it they're mostly single family lots, uh maybe uh two or three uh double lots.
13:56There are a couple, yeah, there are a couple double lots.
13:59All of the ones that have improvements on them already are okay.
14:04So it is a I actually know the the parcel.
14:07Um this is a this is a parcel that does not have any condominiums built on it, as you can see it is uh this one of the cursor is on here.
14:19Um I know about it because some of these condo owners have actually inquired about it for the abutting landowner program, but because their condos don't touch it, they're not eligible.
14:34That's one more question that I have any more questions?
