This is the Marion County Commissioners meeting.

My name is Joseph O'Connor.

I'm the president of the county commissioners.

It is September 16th, 2025, approximately 2.01 p.m.

And we are in room 260 of the city county building.

The first thing we'll do is start with introductions on my right.

My name is Barbara Lawrence.

I am a Marine County Commissioner by the fact that I serve as the Marion County Treasurer.

Looks like our next order of business will be approval of the meeting minutes for the August 19th, 2025 meeting we had.

Do we have any questions, comments, or additions, corrections to those?

Hearing none, I'll entertain a motion.

Moving right along to the review of nonprofit applications for the Marion County nonprofit tax lien sale.

Good afternoon, Commissioners.

It's a pleasure to be here today.

Four nonprofits have applied to participate in the 2025 nonprofit tax sale.

These nonprofits are Martindale Brigwood CDC, Flanner House of Indianapolis, Indianapolis Neighborhood Housing Partnership, and Habitat for Humanity.

At this time, staff recommends approving the applications of the following nonprofits.

And then additionally, staff recommends conditionally approving the applications for INHP and Flanner House of Indianapolis pending payment of outstanding property taxes.

So I'm comfortable, I'm very comfortable saying that we can offer a conditional approval.

And just to be a we can remove we can remove them from the sale at any point in time if they don't agree to the conditions of the approval, correct?

Yes.

If they fail to meet the conditions of approval by the um deadline of October 1st, then we just won't approve their application to bid.

Um so it will just be uh their registration will not be approved and they will not be able to bid on guys.

Um so we originally had five that submitted, but one yes, um Westide uh CDC.

Um I spoke with Beverly Mukes Gaither at Westside, and uh she decided that because she had already spoken to other nonprofits about parcels that uh overlapped, and that pretty much covered all of their interest in this sale.

Um they uh respectfully decided not to uh complete their application for this year.

Okay.

I was just gonna say I and you may not have the answer.

Do we know what the plans are?

I mean, I know what habitat humanity does and Flanner House.

Are they all just single family residences that are gonna end up?

Basically, yes.

Um Flanner House, Flanner House has a specific uh new program in mind where they are building duplexes uh with the aim for to house two families and for one of them, one of the families to own the duplex and be able to get rental income from the other side.

Oh wow.

Um, and then we we know Habitat for Humanity works on a similar finding a home buyer and then building a house model as Flanner House.

Um Martindale Brightwood also plans to do single normal single family housing like they have done.

They've participated in I believe every single nonprofit tax sale that we've had since 2022, so we are long-standing friends with them.

Um INHP I know has participated in every single um nonprofit tax sale that we've had.

So it is new for the Flanner the Flanner House program is they haven't done one yet so this is will be the first time now.

And it's their their plan is to newly construct a double duplex or double and then from the get go have an owner with having have an owner and an have an owner who is um who will be able to from that owner that's interesting that sounds like a good idea to me so I'm I guess I'm curious to see how it will go if they it's a way for them to to house two families with one construction and I'm I'm sure that Brett would love to come in and talk more about it possibly in the October meeting if they're successful in getting some parcels at the tax sale.

Yeah I'd be interested in hearing how it's going I don't have any more questions okay I I am going to aka a two part motion uh I move that we approve the application of Martindale Brightwood CDC and Habitat for Humanity full approval and additionally I re I move that we approve conditionally the applications for INHP and the Flanner House of Indianapolis pending payment of outstanding property taxes.
