Marion County Election Board Meeting - July 27, 2026
The Marion County Election Board met on July 27, 2026, to approve public questions for multiple school corporations, address a candidate challenge for Indianapolis Public Schools (IPS) District 4, and announce a new election service center. The meeting was led by Chairman and Director Becker.

- Minutes Approval: The board unanimously approved the minutes from meetings held on April 3, April 24, May 14, and May 18, 2026.
Public Questions for School Corporations
The board considered four public questions submitted by school corporations for the November 2026 ballot. These questions had already been approved by the respective school boards and were presented for ratification of the ballot language. Representatives from Beechgrove Schools, MSD Decatur Township, MSD Washington Township, and MSD Wayne Township were present or represented by counsel. No public testimony was offered, though representatives were available for questions.
- Beechgrove Schools: Approved unanimously.
- MSD Decatur Township: Approved unanimously.
- MSD Washington Township: Approved unanimously.
- MSD Wayne Township: Approved unanimously.
A fifth public question from Indianapolis Public Schools (IPS) was received late but will appear at a future meeting. The deadline for school corporations to file public questions is August 3, 2026. The board noted that the ballot proof deadline is August 21, 2026.
Candidate Challenge for IPS District 4
The board addressed a candidate challenge regarding party affiliation for IPS District 4. Two challenges were filed: one earlier with multiple claims, and a second on Friday, July 24, 2026, from the opposing candidate with one overlapping claim concerning party affiliation. This is the first year school board candidates can declare a party affiliation under Senate Bill 287 (2025).
Counsel Boswell explained that the Indiana Election Division's guidance appears to conflict with the statutory language on two points:
- The statute requires a candidate to have voted in the two most recent primaries held by the party (2026 and 2024), but guidance requires only the two most recent primaries in which the candidate voted (which could be earlier).
- The statute suggests that a successful challenge only removes the party affiliation, leaving the candidate on the ballot, while guidance suggests the entire candidacy is voided.
Board members and counsel agreed that further clarification from the Election Division is necessary given the novel legal questions and potential judicial review. The board voted unanimously to table the challenge to a future meeting, to be scheduled within the next week, so both challenges can be adjudicated together. No public comment was taken to ensure fairness to both candidates; written submissions were welcomed.
Other Business
- New Election Service Center: The board announced a new election service center located at 51 Coeeba Lane (COWIBA), closer to downtown. The facility features a paved parking lot, additional space for training and equipment storage, and enhanced security. An open house will be scheduled at a future date.
Key Outcomes
- Minutes from four previous meetings were approved unanimously.
- Four public questions for Beechgrove, Decatur, Washington, and Wayne Township schools were approved individually by voice vote, all with no opposition.
- The candidate challenge for IPS District 4 was tabled unanimously to allow staff to seek clarification from the Indiana Election Division on conflicting statutory interpretations. A future meeting will be scheduled within the next week to hear both challenges together.
- The board adjourned following the announcement of the new election service center.

Next uh order of business are the public questions. Uh first one up is the Beechgrove Schools. Director Becker, do you want to take over? Thank you, Mr. Chairman. Um so uh we've got in total uh on this agenda for um school corporations that have submitted um public questions for approval. Um this process is outlined uh in state law and uh they follow an approval process through the department of local government and finance. Um so uh at this point what you have in front of you are uh basically the text from the language um in the order approved by uh each of the school corporations. Um what we will do, I have the um you guys have a condensed version of just the language of the question. What I have here in my uh packet is the order from each of the schools that does include um you know the page uh where the language is found where we where we pulled that out. Um so at this point I I don't believe, and I'll defer to council for for any clarification. I don't believe the board um we don't need to necessarily read these questions into the record, they will be part of the record um uh now anyway. Um and then what we're really doing is um just kind of ratifying the language as it's already been approved and what will as it will appear on the ballot in November. And again, I uh defer to council to help clarify anything I messed up there, yeah. And there it there are representatives from these uh school corporations here too, if you have questions, but uh I believe those packets really are verifying that they've done all the steps required up to this point in time, and it has um the language that they would like to have on the ballot there. Um so really what you're doing is taking a vote to sort of certify that they've done everything that they're supposed to do up until now and to accept that language for the ballot, um, and then later on the board will have to uh provide them uh a proof of the ballot uh by law to sort of show that um yep, this is this is the language. Um make sure we got it right. And what is uh the order in which we have these, is that um public question one, public question two, and for those who live in no so what is in front of the board right now is a summary of all of the public questions that we are um tracking um as an office. So there are two statewide excuse me, public questions, um, which appear in your packet um as a summary of all of the public questions. What's in front of you for um today is um and I'll just read through them, Beachgrove Schools, um the MSD of Decatur Township, MSD Washington Township, and MSD Wayne Township. There is um another public question we're anticipating. We did receive from IPS schools, uh Indianapolis Public Schools. Um we got that language uh late last week, and so um I did not have time to update the agenda. Um but we'll have that question appear uh at a future meeting uh for the board as well. So again, uh they've gone through um the order. You can see that the school corporation has has gone through the process, and this is just kind of one step along the process. Um from here we will um you know uh notify the the Department of Local Government and Finance that this is the language that's been approved, and then um we will be sure to make sure that all the school corporations are included when we have uh ballot proofs ready to send out so that they can inspect those ballots uh prior to the ratification to make sure that we've uh captured the language correctly there as well. And what's the deadline to file file these for the school corporations? Is that also August 21st? I belie yeah, I believe it's August 3rd. Um and so I don't know that we're tracking any others at this time. Uh typically the school corporations and their representatives do a good job of uh try to notify us of of things that are going to be coming to us. Uh but I I believe this is all we're we're tracking at this time. Thank you. Is there anybody from Beach Grove Schools here that wants to say anything? If I may uh I'm serving as counselor regional schools, um have them to work with version of your post. Thank you. Uh I'm serving as counselor schools that you should know uh actual representatives could make it this morning, but I'm um here on their behalf.
