Land Use & Zoning Committee Agenda Meeting – May 5, 2026
Land Use & Zoning Committee Agenda Meeting – May 5, 2026
The Land Use & Zoning Committee, chaired by Joe Carlucci, convened at 4:30 PM on Tuesday, May 5, 2026, in the Council Chamber at City Hall, Jacksonville, FL. The meeting consisted primarily of a rapid roll call of agenda items, with several items deferred or continued and limited discussion. No public comments were noted.
Discussion Items
- The Chair noted that items 2026-168 and 2026-169 were previously deferred at the request of Councilwoman Tarana Clock Murray, who was expected to attend; the committee planned to take those items up first.
- Item 2026-208 (ex parte open close amend and move) was discussed briefly; the Planning Department's proposed conditions had been accepted by the applicant, with no objections from General Counsel Terrence Harvey.
- Item 2026-210 (ex parte open close amended move) was moved with listed conditions.
- All other first‑reading items (2026-122, 123, 126, 127s) were listed as “open continue” without further debate.
- Several items were deferred: 2026-124 (public hearing next cycle on May 19), 2026-125, and 2026-273 through 276.
- The Chair mentioned that the next meeting (presumably the full Council meeting) would be lengthy, with many bills on second reading (items 2026-289 through 311, 345, 363, 364).
Key Outcomes
- Item 2026-168: Initially deferred; later in the meeting the Chair indicated it would be taken up first when Councilwoman Clock Murray arrived (no further action recorded before adjournment).
- Item 2026-169: Ex parte open close move (companion to 168) – treated similarly.
- Item 2026-208: Ex parte open close amend and move – moved with conditions (approved by planning commission and accepted by applicant).
- Item 2026-210: Ex parte open close amended move – moved with conditions.
- All other items listed as “open continue” or “deferred” were processed without objection.
- The meeting was adjourned shortly after the roll call, with the Chair noting the anticipated length of the next meeting.

Yeah, so if you're gonna go out of town, neck go out of town next week. This meeting's adjourned.
