All right.

0:39

Welcome everybody.

0:40

So the flow of the meeting today will take up public comment first.

0:44

We then have uh I don't see him here yet.

0:45

I believe Mr.

0:46

Freeman will be down here for our quarterly single source presentation.

0:50

Uh, we're then going to go through the agenda as is.

0:53

It is not a uh too long of an agenda.

0:55

I know there's some uh first responder bills on here, but we'll go to them uh pretty quick as soon as we start.

1:01

And then you may notice on page 18 there's an additional finance committee discussion item, and that's a discussion on the issuance of a subpoena for NAT Ford for testimony at a special meeting of the finance committee on October 23rd, 2026, which is this Friday.

1:15

We will take up that discussion and any action on that item at the end of this meeting.

1:21

So, with that, do we have any public comment?

Unassigned speaker

1:26

All

Speaker 1

1:26

right, we have one, Carnell Oliver.

1:28

You have two minutes once you get to the podium.

Unassigned speaker

1:32

Uh,

Speaker 9

1:32

yeah, I want to speak to the bill involving that four.

1:35

Um, the argument for me is very simple.

1:38

There are laws on the books, and there's a level of accountability that is associated with it.

1:44

Dealing with the 81 section of the Civil Rights Act of 1866 for the number of employees that were laid off.

1:51

You don't even know which one of them how are heritage black Americans.

1:56

Now I've explained that number of times.

1:58

I received a response from public records for for JTA about that, and they're going to be responding to me by their time frame.

2:08

But the thing about it is is that a lot of you white folks, you already knew what was going on at JTA.

2:14

Because I blew the whistle before many times by COVID 19 fund, even on you in y'all jurisdiction of the city council.

2:22

Many of y'all are now trying to cover your own butts for the damage that was already made.

2:28

As much as you want to get in front of this camera and you want to act like you're innocent, you're really not.

2:35

You hear everything, but the only thing that you're doing right now, you're putting on the show.

2:40

Yes, Nat Ford gonna be down here, but who who's really go who really should take responsibility?

2:46

You should be taking responsibility specifically every last one of y'all in these seats because you never really took your job seriously.

2:55

Just like I'm beating up on the mayor's administration with the things that I know, I'm doing the same thing with y'all.

3:01

Because I take what you do more seriously than you.

3:06

Y'all have failed the people.

3:08

You have failed me.

3:10

Because you're a joke.

3:12

Just ran along with administration.

3:16

And right now, they're large seat five, trying to look good for when the election time comes around.

3:22

He's all in front of the camera.

3:24

Look all wide eyed, look all good for the public.

3:27

But you'll joke.

Summary of Proceedings

Jacksonville Finance Committee Meeting – October 20, 2026

The Finance Committee convened on Tuesday, October 20, 2026, at 1:00 PM in the Council Chamber, City Hall. Chair Will Lahnen presided over a meeting that included a quarterly single source procurement report, several consent and discussion items, and a debate on issuing a subpoena to outgoing JTA CEO Nat Ford. The meeting adjourned at 2:08 PM.

Quarterly Single Source Presentation

  • Dustin Freeman, Chief of Procurement, presented the FY26 fourth quarter report. The Procurement Division processed 11 single source purchase orders totaling approximately $1.6 million and eight purchase order agreements totaling approximately $2.1 million. One notable purchase order was for JSO support services ($64,000) related to the 911 site move to the new JSO headquarters.

Public Comments & Testimony

  • Carnell Oliver addressed the committee, criticizing the council and administration for lacking accountability regarding JTA finances. He referenced his previous whistleblowing and stated that council members "failed the people."

Discussion Items

  • Item 9 (2026-0687) – Corrections Employees Defined Contribution Plan: The committee approved an amendment correcting scrivener's errors and a definition, then approved the bill 7-0. This amendment retroactively corrects the definition of earnable compensation, clarifying that City College incentive pay and shift differential were mistakenly included since October 1, 2017. The estimated cost to the City for these errors is $454,131.69 for the period ending May 8, 2026, with a projected $201,116.43 for FY 2026/27.
  • Item 10 (2026-0749) – Jacksonville Zoological Society Agreement: An NCSPHS amendment allowed the $12 million in matching funds to be satisfied by verified direct costs not previously reported. The bill passed 7-0.
  • Item 11 (2026-0751) – Emergency Medical Services Grant: Approved 7-0 to appropriate $34,496.25 for critical care equipment, with a required 25% city match of $8,624 from General Fund Reserve.
  • Item 12 (2026-0752) – Tori Meadows Affordable Housing Loan: This item generated significant debate. The Rules Committee amendment (reducing the General Partner annual distribution limit from $500,000 to $280,000 and correcting scrivener's errors) passed. Councilmember Diamond then offered a floor amendment to appropriate $2.8 million from the Affordable Housing Trust (Capital Stack: $1.4 million and utility tap fees: $1.4 million) instead of using unbudgeted funds. The amendment was offered as a substitute after OGC recommendation. The substitute passed 6-2 (Boylan and Johnson opposed), and the bill as substituted passed 7-1 (Johnson nay). Discussion centered on whether to use budgeted affordable housing funds or add to the city's unbudgeted commitments.
  • Item 13 (2026-0753) – SHIP Grant Amendment: Approved 8-0 to appropriate an additional $247,929 for administrative activity and downpayment assistance.
  • Item 14 (2026-0755) – Traffic Calming Funds for E-Bike Signs: Approved 8-0 to allow district council members to use traffic calming funds for electric bicycle speed limit signs.
  • Item 16 (2026-0765) – JHFA Mortgage Revenue Bonds: Approved 7-1 (Diamond opposed), authorizing issuance of up to $100 million in bonds for mortgage loans in Duval County.
  • Item 17 (2026-0778) – Homelessness Commission Strategic Plan Deadline: Approved 8-0 to extend the deadline from October 31, 2026 to February 1, 2027.
  • Additional Discussion – Subpoena for Nat Ford: The committee debated issuing a subpoena to outgoing JTA CEO Nat Ford for testimony at a special Finance Committee meeting on October 23, 2026. Councilmember Diamond argued urgency because Ford's last day was October 21 and he was moving to Dallas to become CEO of DART. Councilmember Salem suggested starting with former CFOs, and Councilmember Johnson advocated for more time for voluntary compliance. The motion to issue a subpoena with less than seven days' notice passed 7-1 (Johnson opposed). The subpoena will compel testimony on topics including but not limited to issues in the Council Auditor's report. The meeting time was set for 11:15 AM on Friday, October 23.

Key Outcomes

  • Approvals (with votes):
    • Item 9: 7-0 approve as amended.
    • Item 10: 7-0 approve as amended.
    • Item 11: 7-0 approve.
    • Item 12: Substitute approved 7-1 (Johnson nay).
    • Item 13: 8-0 approve as amended.
    • Item 14: 8-0 approve as amended.
    • Item 16: 7-1 approve (Diamond nay).
    • Item 17: 8-0 approve.
  • Withdrawn: Item 7 (2026-0672) withdrawn 7-0.
  • Deferred: Items 1, 2, 3, 4, 5, 6, 8, 15.
  • Second Reading Re-referrals: Items 18-28 read second and re-referred.
  • Subpoena Issued: The committee voted 7-1 to subpoena Nat Ford for testimony on October 23, 2026 at 11:15 AM, waiving the seven-day notice requirement. The subpoena will include topics from the Council Auditor's report. Councilmember Diamond will serve as point of contact for communication with Mr. Ford.
