Johns Creek Public Participation Meeting - October 9, 2025
Johns Creek Public Participation Meeting - October 9, 2025
This public participation meeting was held on Thursday, October 9, 2025 at 7:00 PM in the City Hall Council Chambers (11360 Lakefield Drive, Johns Creek, Georgia). Planning and Zoning Manager Ruchi Agarval opened the meeting, explaining the format and noting that this is the first of three public opportunities for input. The sole agenda item was Land Use Petition RZ-25-0003, a rezoning request for a property at 12050 Findley Road. The site currently houses a memory care center, and the applicant seeks to change the use to a residential wellness and recovery center while keeping the existing OI (Office and Institutional) zoning. No changes to the building exterior or site plan are proposed.
Discussion Items
- Applicant Presentation: Chuck Palmer of Troutman Pepper Locke, representing Emory, presented the proposal. The property is 7.6 acres, located near Emory Johns Creek Hospital, the Standard Club golf course, and other OI-zoned parcels. The existing memory care facility building will remain unchanged; only interior modifications are anticipated.
- Facility Details: Residents are voluntarily admitted, with an average length of stay of 22–24 days. The average resident age is 35–38 years. No minors (under 18) are admitted. The center will serve both males and females. Normal business hours are 8 a.m. to 5 p.m. The operator has substantial experience with similar facilities across the South, including in Georgia.
- Traffic Impact: Traffic is projected to decrease by approximately 25% compared to the current memory care use.
- Neighborhood Compatibility: Adjacent properties are also zoned OI. The applicant stated they have spoken with neighboring property owners, who are comfortable with the proposed use.
- Q&A Period: The meeting was opened for questions, but no attendees or online viewers posed any questions during the recorded portion of the meeting.
Key Outcomes
- No formal vote was taken; this was an informational public participation meeting.
- If the case proceeds, two public hearings are scheduled: the Planning Commission meeting on December 2, 2025, and a subsequent City Council meeting (date to be confirmed in December) where a final decision will be made.
Meeting Transcript
We're right at seven. We'll go ahead and get started. All right, everyone. Good evening. My name is Ruchi Agarval, and I'm planning and zoning manager with the city of Johns Creek. And tonight is the zoning public participation meeting. We have one zoning case. And I before I get into it, introducing the case in our applicant. Let me tell you the format of the meeting. This meeting is live streamed, so we have our online viewers. Whether they're watching right now or they have a chance to watch the recorded video later on. That's why we record this meeting. And we have a few people in audience. So you all have a chance to ask questions, but after the presentation. So we record the applicant will make their presentation. This is your meeting with the applicant. City staff, myself is just here to take notes, listen, and observe. And any concerns you have, any mitigation you would like, um not liking the project, what would it make, you know, anything, any of those questions. Your applicant's team is here to answer those questions tonight. This is the first of the public meeting. This is the public participation meeting. If the case progresses further, we will have two public hearings in the month of December. First one is the Planning Commission meeting, that is on December 2nd. And I think the following week, I will confirm the date. Um December would be the city council meeting, which would be the final decision if this case moves forward. And so you have kind of three chances right now, and today is the time with the pub uh with the applicants team, and then you have public hearing where you can share your concerns formally with the planning commission and city council. With that, let me introduce our case tonight. So this is not the right case. What happened? I am so sorry. I saved it. Let me see. Okay, I'm gonna I'm gonna ignore that because I updated everything. I guess the wrong presentation got copied before it was saved. But we have a rezoning case uh for at 12050 Finley Road. It's the existing building is a memory care center, and the zoning request, it's zoned OI, office and institutional. And the request for zoning is not changing the base zoning district, which is ONI, office and institutional, but requesting the change in the use to a recovery wellness center. And um this is the property is about seven acres, and I have the applicant's team, uh, Mr. Chuck Palmer, who's gonna talk more about the case. With that, I'll have his presentation ready. Okay. Let's see. I think I have to turn the display first. Um question. So how do I change the screen? How do I just click as your mouse, or you can use this clicker? Okay. Okay. All right. Good evening, everyone.
