3:38

We'll be presenting tonight's zoning case, which is as the chair read, RZ-25-0002 with two concurrent variances.

3:48

The subject property is located at 1130 Johns Creek Parkway, and it is two two acres.

The existing zoning is M-1E, which is the industrial park zoning, which is our tech park zoning.

4:02

And the proposed zoning uh is OI, which is Office Institutional District.

4:08

The request is to allow for a private college to use existing office building with two concurrent variances.

4:14

The first variance is VC-25-0010, which is to reduce the required parking spaces from 77 to 60 spaces.

4:22

The second is VC-25-0011, which is to allow existing parking lots to encroach into the minimum front yard and site corner yard setbacks.

And we'll um talk about these variances uh further in the presentation.

It's very close to the city hall, diagonally opposite the Lifetime Fitness, is bounded by Johns Creek Parkway to the west, Lakefield Drive to the north, and an undeveloped parcel, which is zone C1, right here at the square thing, to the south, and some commercial uses, zone C2, which is six bridges property, and the Johns Creek Event Center to the east.

5:15

Sorry, yeah, to the east.

5:17

Actually, to the south here, the way it's written.

5:21

So a little background on this property.

5:23

It's currently zoned M1-A, Industrial Park District, conditional, which is pursuant to Fulton County zoning case 1983 Z-0141.

5:35

And the use condition for that zoning case is the property is currently limited to engineering, research, and product development facilities and related operations, including office light assembly and fabrication and storage and distribution as accessory uses related to the operation of such facilities.

5:54

The subject property is one story building, 17,158 square feet.

City of Johns Creek Planning Commission Meeting: November 5, 2025

The City of Johns Creek Planning Commission held its regular meeting on November 5, 2025, at 12:15 PM. The commission serves as a recommending body to the mayor and city council. The meeting included approval of previous minutes, a public hearing and decision on a rezoning and variance request, and departmental updates. The meeting adjourned after the main agenda item and brief updates.

Consent Calendar

  • Approval of Minutes (October 7, 2025): The minutes from the previous meeting were approved by a vote of 4-0, with one abstention due to absence (Commissioner Ross arrived later).

Discussion Items

  • Land Use Petition RZ-25-0002 and Concurrent Variances VC-25-0010, VC-25-0011: The applicant requested rezoning of 2.0 acres at 1130 Johns Creek Parkway from M-1E (Industrial Park) to OI (Office Institutional) to allow a private college to use the existing 17,158 sq. ft. building. The college would be operated by Virginia University of Integrative Medicine (acupuncture and East Asian medicine) and Ivy College (business, healthcare, cybersecurity). Two variances were requested: (1) to reduce required parking from 77 to 60 spaces, and (2) to allow the existing parking lot to encroach into the 40-foot front yard and side corner yard setbacks (required due to the zoning change). Staff recommended approval with conditions, including deletion of Condition 6 (right-of-way for a roundabout) because the city had already acquired the land. The applicant, represented by Alex Brock (attorney) and John Yu (CEO/COO of the colleges), supported the request, citing minimal impact on traffic (daily trips reduced from 250 to 164) and no exterior changes. The colleges expect 30–40 students and 10 faculty/staff on site at peak times. No public comments were made in favor or opposition. Commissioners asked about the roundabout, student numbers, parking adequacy, and the lease term; the existing tenant (Cornerstone Financial Partners) renewed for five years. The college currently operates in Duluth and may keep that location as a clinic.
  • Departmental Updates: Staff announced the next meeting on December 2, 2025, with one rezoning case. The city received an award from the Atlanta Regional Commission for the Town Center Plan. A workshop date was discussed; commissioners preferred to schedule it in January 2026 to ensure full attendance, pending a poll of all members.

Key Outcomes

  • Vote on RZ-25-0002, VC-25-0010, and VC-25-0011: The motion to approve the rezoning and both variances with staff conditions (minus Condition 6) passed unanimously, 5-0.
  • Workshop Scheduling: Staff will poll commissioners to select a January 2026 date for a workshop.
  • Adjournment: The meeting was adjourned after departmental updates.
