3:06I actually reviewed his file, and there was uh quite a few awards and uh recommendations and uh letters of appreciation.
3:14In addition, he has no disciplinary uh action within the recent last five years.
3:19As a result, I find no cause to prevent him from performing his duties if promoted to the rank of lieutenant.
