The Communication, Technology and Information Systems Committee of the City of Joliet met on August 5, 2026 at 8:30 AM in the Executive Conference Room. Chairperson Sherri Reardon presided. The committee considered several technology contracts and renewals, all of which were approved unanimously.
Consent Calendar
- Approval of Minutes: The minutes from the May 6, 2026 meeting were approved unanimously.
- Award of Contract to CDWG for Cradlepoint NetCloud Mobile Router Licensing Renewal ($49,207.09): Approved without objection. The contract renews annual licensing for mobile routers in public safety vehicles.

Discussion Items
1. Award of Contract to Sierra ITS for Professional Services Funding ($275,000)
- The contract funds temporary staff augmentation for a project manager for the upcoming enterprise permitting and licensing (EPL) project and an HRIS specialist to modernize HR processes. Staff noted the amount is a not-to-exceed cap for multiple professionals. Committee discussion clarified capacity constraints in IT. Approved unanimously.
2. Award of Contract to Lenovo for 2026 PC Lifecycle Program ($85,000)
- The contract covers replacement of aging laptops (4-year lifecycle) and desktops (5-year lifecycle). Discussion included extending the lifecycle due to increasing web-based applications (85% now cloud-based) and a suggestion to consider Apple products as an alternative. Staff noted they are exploring extended warranties. Approved unanimously.
3. Award of Contract to SHI for Three-Year Microsoft Enterprise Licensing Agreement (not to exceed $1,278,214.47)
- The agreement covers all Microsoft licensing (Office, OS, servers). Staff described a cleanup project to properly license field workers with lower-cost E3 licenses, generating savings. The three-year lock-in protects against price increases. Approved unanimously.
4. Award of Contract to VideoTec for Access Control and Surveillance at 9 Osgood (PACE Building) ($72,927)
- The contract installs door access control, badge readers, and interior/exterior cameras. Three vendors bid; VideoTec was the low-cost option. Approved unanimously.

Good morning. Welcome to the community communication technology and information systems committee for August 5th, 2026, 8 30 in the executive conference room. In attendance, please call your names out. And Councilman Sherry Rarity. Approval of the minutes. Do I have uh have you reviewed them? And can you motion to approve? Second. All in favor? We have no citizens here to be heard on agenda items, so we'll move to our first agenda item, which is 9930 warrant award of 31 award of contract to Sierra ITS for professional service funding in the amount of 275,000. Okay. Um so Sierra is a company we have done business with throughout the years. Um they provide uh contract services. They're a staff they oftentimes find a staff augmentation. Uh primary reason why we're going for this contract or this agreement this year, uh, is in preparation for the the large uh enterprise permitting and licensing project we're going to be doing over the next uh 12 to 18 months. Um we're looking to get out of this uh two positions primarily. One is a full-time uh project manager um to help us manage that whole project. As we've talked in the past, that project is going to be uh most departments in the city are gonna be impacted in some way, but heavily in the community development area, the finance area, uh, and the uh business license area are gonna be very heavily impacted. And as you guys know, coordinating that many people, that many moving parts, you really need somebody managing that. Um but on the other hand, this isn't a position we need after the project is over, so contract services just makes a lot of sense. Uh we also have a lot of initiatives going on right now in the HR area. Um we're trying to automate a huge amount of work over there. So we're looking at bringing in uh temporary HRIS person. So this would be uh a technology specialist that has done major uh HR initiatives throughout the years. And again, this is a not somebody we would need long term. This is uh short-term need while we're doing these projects. Um we're trying to get things automated, such as uh when you apply for a job online here. Right now it's uh you're going out and you're filling out PDF forms, right? And this should all be like online submittals, uh internal tracking on those submittals and all of the things you would consider normal in a you know 2026 HR group. Um we're trying to modernize all of that across the board. Uh we would like to bring a specialist in to help us through that process. Um is there any uh oh no? Is there any like so I know like I want to start like so through our website? And when you mentioned that, right? Because I do websites as well, like there's forms of stuff that you can build in throughout the website where then people could just like even if it's the basic and upload the resume and then is that something separate that is being looked for through the HR department, like through some different or or would this person hired help kind of utilize our website and build out that portion of it to be able to put this online, or is this like a whole nother no that's uh there'll be no extra cost for the software side. We actually own all that software already. That is part of our theory. That's what I think. So like this person would help you utilize our software that we currently have. Absolutely better use it to its capacity where it can be used for. Yes, yes. We we need somebody to help them get up to speed time using what we currently own. Um because that's exactly how it works. It is it'll be fully integrated within the website, and then also pass that information automatically into the ERP. So for long term, you know, whatever we need to do with there. Um the actual flows for like that in particular is really nice. If we were utilizing every component, it would you would apply for a position. That would actually follow you all the way through the cycle to you becoming an employee if you were hired, and all that information would automatically put in. There would be release our data entry work, all it would significantly help you know the whole workflow process. I don't know how much changeover we have here as far as staff goes, but then do they show like anyone in like leadership or whatnot to kind of really know how everything is used?
