Joliet Arts Commission Meeting Summary - October 21, 2026

The Joliet Arts Commission met on Wednesday, October 21, 2026 at Joliet City Hall. Commissioners Brian Fruits-Esparza, Ron Romero, John Simpson Jr., and Tom Grotovsky were present; Deborah Filotto and Donna Franks-Tapley were absent. Staff included Planning Director Jane, Arts Director Ann Sylvester, and Luke. The commission approved the prior meeting minutes, adopted 2027 meeting dates, selected an artist for a downtown window art project, and received updates on the comprehensive plan, public art maintenance, policies, bylaws, and the Poet Laureate program.

Consent Calendar

  • The September 16, 2026 meeting minutes were approved as presented by a unanimous vote of the commissioners present.
  • The 2027 Joliet Arts Commission meeting dates were set for the third Wednesday of each month from January through November 2027 and approved unanimously.

Public Comments & Testimony

  • No members of the public spoke during the citizens-to-be-heard portion or during the public comment portion of the meeting.

Discussion Items

  • Draft Comprehensive Plan: Planning Director Jane presented the final phase of the Joliet Comprehensive Plan. She noted the project began in November 2024, the existing conditions report was completed in June 2025, and a community survey exceeded its target of 306 statistically significant responses with more than 2,000 responses. Seven topic-area workshops held in December 2025 and January 2026 drew more than 260 attendees. The final community workshop is scheduled for Thursday, October 29, 2026, from 5 to 7:30 p.m. at Joliet West High School, followed by a three-week online engagement period and a public comment period from October 30 to November 30, 2026. At the workshop, attendees will review character areas, the future land use map, the draft plan, and will be asked to select the top three of ten priority actions. The plan is expected to go to a public hearing on January 14, 2027, and to City Council on February 2, 2027. The arts, culture, and heritage chapter, titled People, Places, and Belonging, contains 10 strategies and more than 31 actions, including a Joliet Creative Fund, artist residencies, a creative venue network, historic building reuse, a citywide public art policy, inclusive public spaces, festival support, multilingual communication tools, cultural partnerships, tourism trails, and wayfinding. Commissioner Ron Romero asked about funding sources; Jane said the upcoming implementation plan will identify resources and priorities, while Ann Sylvester said arts and culture will be a strong part of her future planning.
  • 114 E Jefferson Street Vinyl Window Art Project: Staff reviewed the artist selection process for the temporary window artwork at 114 E Jefferson Street. The request for qualifications opened September 25, 2026, the deadline was extended from October 8 to October 16, 2026, and seven qualified submissions were received. A five-member selection committee recommended Eric Rojo Garcia and his concept Joliet is a vibe. The artist fee is $5,000, and installation is anticipated to cost no more than $20,000. Commission members discussed the vacant and deteriorated condition of the city-owned building and the need to clarify how long the temporary installation will remain. The commission unanimously approved the selection committee's recommendation.
  • 2026 Public Art Maintenance Priorities: Commissioner John Simpson reported on an October 9, 2026 subcommittee meeting with artists Dante Di Bartolo, Kathleen Scarborough, and staff. The 2026 budget includes approximately $50,000 for maintenance; Di Bartolo maintains a list of more than 150 pieces. Concerns included weather, backlog, artist availability, and carryover of funds. Ann Sylvester confirmed that unused funds can be carried into the next year. Staff also noted city bid rules: projects over $10,000 require three bids, and projects over $25,000 must go to City Council, which can be difficult for art with specialized styles.
  • Public Art Policy and Guidelines: Commissioners Ron Romero and Tom Grotovsky said a subcommittee review made progress on the draft but needs clearer definitions of permanent and temporary public art and more legal review. Staff is coordinating with the city legal team and planning department to distinguish murals from signs. The policy is expected to take several more months and would eventually need to become part of city ordinance.
  • Arts Commission Bylaws: Staff distributed the current bylaws for review and said the bylaws conflict with the city ordinance, including outdated references to a 17-member commission and quorum rules. The legal team is preparing an updated version, and the commission can later amend its own bylaws without City Council action. John Simpson and Tom Grotovsky volunteered to review the updated bylaws.
  • Poet Laureate Program: Ann Sylvester announced that Poet Laureate Uxmar Torres' contract extension was approved by City Council through December 2027. Staff will evaluate the current program, develop a formal request for proposals, and involve the commission. Ron Romero and Brian Fruits-Esparza volunteered to serve on a subcommittee to review the program and prepare the next RFP.

Staff and Member Comments

  • Staff reported two or three open commission seats and asked members to help recruit applicants.
  • Upcoming events highlighted by staff included Jingle and Mingle in City Square on December 11-12 and 18-19; The Story of Art in America on November 5 from 6 to 8 p.m. at the Joliet Area Historical Museum; school theater performances at Bicentennial Park; an Access 101 cultural accessibility presentation on November 13; and the 50th anniversary Gnome Show on December 5-6.
  • Commissioners expressed appreciation for staff progress and noted positive momentum in the city's arts programs.

Key Outcomes

  • Approved the September 16, 2026 minutes.
  • Approved 2027 meeting dates on the third Wednesday of each month.
  • Selected Eric Rojo Garcia for the 114 E Jefferson Street vinyl window art project.
  • Received the draft comprehensive plan update and encouraged public participation in the October 29, 2026 workshop and online engagement.
  • Confirmed 2026 public art maintenance funds can carry over into the next year, with another maintenance meeting scheduled for the following week.
  • Formed subcommittees: Ron Romero and Brian Fruits-Esparza for the Poet Laureate program; John Simpson and Tom Grotovsky for bylaws review.
