0:47A resolution by the City of Jones for Arkansas to accept the low bid and enter into a contract with Michelle's excavating incorporated for the abilities unlimited of Jonesboro alleyway improvements, whereas the City of Jonesville desires to accept the low bid and enter a con enter into a contract for the abilities unlimited of Jonesboro alleyway improvements, whereas the low bidder and the firm selected for the project is Michelle's excavating incorporated, and whereas the funding for the execution of the contract shall come from the community development block grant, FY24 public facilities and improvement program budget and compensation shall be paid in accordance with the contract documents.
1:24Now therefore be it resolved by the city council of the city of Jonesboro, Arkansas.
1:28Um that section one, the city of Jonesville shall accept the low bid and enter into a contract with Michelle's excavating incorporated for the abilities unlimited of Jonesboro alleyway improvements.
1:39Section two, funding for the execution of the contract shall come from the CDBG FY24 public facilities and improvements program budget and compensation shall be paid in accordance with the contract documents.
1:51Section three, the mayor and city clerk are hereby authorized by the city council for the city of Jonesboro to execute all documents necessary to effectuate this contract.

2:53Whereas the City of Jonesboro desires to accept the low bid and enter into I think into has been left out on some of these.
3:00Enter into a contract for the jet bus shelter upgrades.
3:04Whereas the low bidder and the firm selected for the project is Crabtree and Sun Incorporated, and whereas the funding for the execution of the contract shall come from the FY21 buses and bus facility grant through the Federal Transit Administration and compensation shall be paid in accordance with the contract documents.
3:21Now therefore be it resolved by the city council of the city of Jonesboro, Arkansas.
3:25The section one, the City of Jonesboro shall accept the low bid and enter into a contract with Craft Tree and Sun Incorporated for the Jet Bus Shelter Ugrades.
3:34Section two funding for the execution of the contract shall come from the FY21 buses and buses bus facilities grant through the federal transit administration and compensation shall be paid in accordance with the contract documents.
3:46Section three, the mayor and city clerk are hereby authorized by the city council for the city of Jonesboro to execute all documents necessary to effectuate this contract.

4:07Does this say we're going to install 45 new shelters?

4:49You know, when it'll be a place when they'll finish.
4:53Uh the I heard today that we may not receive delivery on the new shelters until December.
5:00So there may be some delay in getting the uh getting the manufactured.
5:05I know this is one we've been waiting on a while to get moving on.
5:08So glad to see it on our agenda today.

5:32A resolution by the city council of Jonesville, Arkansas to accept and adopt adopt the Title VI program for Jonesville Economical Transit System, whereas the City of Jonesville operates a public transit service known as the Jonesville Economical Transit System.
5:47And whereas the Federal Transit Administration requires all recipients of federal funding to comply with Title VI of the Civil Rights Act of 1964, which prohibits discrimination on the basis of race color or national origin and programs and activities receiving federal financial assistance.
6:05And whereas the City of Jonesboro and JET have developed a comprehensive Title VI program in accordance with the FDA circular 4702.1B and federal guidelines to ensure equitable access to services and protection of civil rights.
6:20And whereas the Title VI program has been reviewed and presented to the City Council and is found to be in compliance with applicable federal requirements.
6:29And whereas it is in the public interest of the city formally to adopt the Title VI program as a guiding document for Jets, continued operations and commitment to non-discrimination.
6:40Now therefore, be it resolved by the City Council of the City of Jonesboro, Arkansas, that Section 1, the Title VI program as presented to the City Council on this day.
6:49It's hereby accepted and adopted for the Jonesville Economical Transit System.
6:55Section two, that the mayor or his design is authorized to execute all documents and certifications necessary to implement the Title VI program and ensure compliance with federal civil rights requirements.
7:06Section three that this resolution shall be in full force and effective immediately upon its passage and approval.

7:59Um the resolution as presented in our agenda has been changed.
8:07April, do I need to read it as it was presented and then I don't think it would hurt to do that?
8:14And then we can talk about the changes and entertain motions to amend.
8:19So I will read it as it was presented in our agenda, and then we can discuss the changes.
8:31A resolution authorizing the city's grants and community development department to apply for an FY25 matching grant from the Arkansas Department of Parks, Heritage, and Tourism.
8:41Whereas the City of Jonesville Parks and Recreation Department states that an entrance drive and parking lot are needed at Beatrice Park, and whereas the project is estimated to cost 162,000, and whereas the City of Jonesboro seeks to partially fund the project by requesting an 81,000 dollar matching grant from the Arkansas Department of Parks Heritage and Tourism.
9:01And whereas the City of Jonesboro understands that to qualify for the grant, it must pledge to match the grant, award dollar for dollar, and invest $81,000 in the project.
9:10Whereas this governing body understands the grantee and grantor will enter into a binding agreement which obligates both parties to policies and procedures contained within the outdoor recreation matching grant application guide, including but not limited to the following.
9:34Regardless if the property is bought or developed with matching grant funds, and all future overhead utility lines within the project boundary must be placed underground, and the project area must remain open and available for use by the public at all reasonable times of the day and year.
9:51Facilities can be reserved for special events, league play, etc., but cannot be reserved, lease or assigned for exclusive use, and the project area must be kept clean, maintained and operated in a safe and helpful manner.
10:07Now therefore be resolved by the city by the Jonesville City Council that section one, the City of Jones Row City Council authorizes the grants and community development department to apply for a FY25 matching grant to partially fund the execution of an entrance drive and parking lot at Beatrice Park.
10:24Section two, the mayor and city clerk are hereby authorized by the city council to execute all necessary documents necessary to effectuate the application.
10:32Section three, the mayor and city clerk are hereby authorized and directed to execute all appropriate agreements and contracts necessary to expedite the construction of the above stated project.
10:43Move forward to full council.
10:46Second this need to be amended.
10:49Well, we have to have it approve it to amend it, do we not?
10:54No, we amend it before we okay.
11:00Do you want to discuss the amendments that were handed to us today?
11:05Yes, there are a couple.
11:07Um the first one would be, and I think April has the if she wants to pull it up, but the first thing would be instead of FY25, it needs to be FY26.
11:20The second thing would be instead of the project that is stated in the original resolution, we're we're gonna change that project.
11:30So the new project is for an all-inclusive playground at Craighead Forest Park.
11:37Third change would be the project total cost instead of 162,000.
11:44It needs to be 500,000.
11:48And lastly, the match will change as well.
11:51Instead of 81,000, it needs to be changed to 250,000.
12:03All right, and also it looks like down in section one that the wording would need to be changed there to you know the renovation of the all-inclusive playground at Craig Head Forest Park.
12:16Yes, and I can give you this copy that I have, it shows everything that needs to be changed and aware if you needed it.
12:22But and I I do have those changes.
12:25I can't access it on this computer right now.
12:31Movement move to adopt is amended resolution 25104.
12:37So there's been a motion to amend based upon the changes that she noted.

13:03So we just so I'm clear this is gonna be not what we just discussed.
13:08The Biatrice Park is the one headset of Beatrice.
13:13Where are we putting this one?
13:16I'll add to Annie respond to that.
13:24So this is uh would be replacing rotary, which is our still our heaviest used playground.
13:30And that that playground's been there for at this point over 20 years.
13:34And if you go out there currently, uh the inspections I've had on it, it it's time for that playground to be replaced.
13:40There's a lot of components in it that are I'll just say rusted and worn out, and if we wait very much longer, it's it's gonna become a hazardous playground, not just a heavily used playground.

14:04I I just assume there was some continued discussions between last Thursday and today about the project, and that's why it was changed since the agenda was published.
14:18Yes, there was a part of the uh reason moving from Beatrice over to rotary.
14:22First off, is the fact that that that is a needed project, it's a much bigger project, and this is an opportunity for us to uh to have the heritage uh our tourism heritage to help us pay for this uh as we move forward, and then when you start dealing with Beatrice, that that is a project that we were looking at this year and trying to start moving forward with within uh of the overall master park plan, and that was within that that plan of getting that into a uh a drive in in a parking lot uh as part of that original uh purchase and donation.
14:53And uh I believe we already have contractors in place ready to move forward with it if we can get uh approval throughout uh our not say our budget process but approval moving forward with the money that we have already in the budget.
15:06Uh so it made sense moving this one forward to next year uh if the grant goes or if the grant goes through and getting started on the Beatrice Park this year, and we could not start Beatrice Park until minimum of April if we do get this grant of next year.
15:26Is the app is there gonna be an apple theater out there any time soon?
15:31Out I'm sorry, out where at the park at the forest park at Craig Force, yeah.
15:35There currently is a band shill that has been remodeled and it's being used currently uh it's kind of old, isn't it?
15:42Well, uh if you haven't seen it while we actually did a full remodel of it, uh new uh uh rock work across the bottom, a siding up the top, and uh it looks much nicer.
15:52The guys have added seating out in the front, and uh we're having a lot of music out there every Saturday night right now.
