Second.

3:57

Motion second forward to full council.

3:59

Any questions or comments from committee?

4:02

I'm just making sure I'm looking at the description properly in the uh bid tab.

4:07

Does this say we're going to install 45 new shelters?

4:10

Or am I missing some?

4:12

Is that correct?

4:13

Okay.

4:18

You say yes.

4:18

Yeah, I saw them say you see it.

4:20

Yeah, I saw you shake your head.

4:22

Yeah, here they come to make it official.

4:27

There will be uh new shelters installed.

4:30

Some of them will replace the old shelters.

4:34

So some of them are replacements, some of them will be new locations.

4:37

I don't know the exact breakdown off the top of my head.

4:41

But um 28, it looks like that sound that sounds right.

4:46

And then the other ones would be new.

4:49

You know, when it'll be a place when they'll finish.

4:53

Uh the I heard today that we may not receive delivery on the new shelters until December.

5:00

So there may be some delay in getting the uh getting the manufactured.

5:05

I know this is one we've been waiting on a while to get moving on.

5:08

So glad to see it on our agenda today.

5:11

Absolutely.

5:12

Anything else from committee?

5:14

Anything else from staff or the public in attendance.

5:18

Seeing none, please record your vote on whether or not to forward resolution 25102 to full council.

5:29

All right.

5:29

Resolution 25103.

5:32

A resolution by the city council of Jonesville, Arkansas to accept and adopt adopt the Title VI program for Jonesville Economical Transit System, whereas the City of Jonesville operates a public transit service known as the Jonesville Economical Transit System.

5:47

And whereas the Federal Transit Administration requires all recipients of federal funding to comply with Title VI of the Civil Rights Act of 1964, which prohibits discrimination on the basis of race color or national origin and programs and activities receiving federal financial assistance.

6:05

And whereas the City of Jonesboro and JET have developed a comprehensive Title VI program in accordance with the FDA circular 4702.1B and federal guidelines to ensure equitable access to services and protection of civil rights.

6:20

And whereas the Title VI program has been reviewed and presented to the City Council and is found to be in compliance with applicable federal requirements.

6:29

And whereas it is in the public interest of the city formally to adopt the Title VI program as a guiding document for Jets, continued operations and commitment to non-discrimination.

6:40

Now therefore, be it resolved by the City Council of the City of Jonesboro, Arkansas, that Section 1, the Title VI program as presented to the City Council on this day.

6:49

It's hereby accepted and adopted for the Jonesville Economical Transit System.

6:55

Section two, that the mayor or his design is authorized to execute all documents and certifications necessary to implement the Title VI program and ensure compliance with federal civil rights requirements.

7:06

Section three that this resolution shall be in full force and effective immediately upon its passage and approval.

7:13

Move forward to full council.

7:14

Second motion statement forward to full council.

7:18

Any questions from the committee?

7:19

Is this strictly a policy change?

7:22

It doesn't look like we're adding anything.

7:23

I think this is just an annual certification that we have.

7:26

Okay, we do it each year.

7:28

Okay.

7:29

Every three?

7:30

Okay.

7:30

Every three, okay.

7:31

Thank you.

7:32

That was 33% correct then.

7:37

Any other questions from the committee?

7:40

Anything from staff or public in attendance.

7:44

All right.

7:45

Seeing none, please record your vote on whether or not to forward resolution 25103 to full council.

7:54

All right.

7:54

The next one is resolution 25104.

7:59

Um the resolution as presented in our agenda has been changed.

8:07

April, do I need to read it as it was presented and then I don't think it would hurt to do that?

8:14

And then we can talk about the changes and entertain motions to amend.

8:18

All right.

8:19

So I will read it as it was presented in our agenda, and then we can discuss the changes.

8:27

Uh resolution 25104.

8:31

A resolution authorizing the city's grants and community development department to apply for an FY25 matching grant from the Arkansas Department of Parks, Heritage, and Tourism.

8:41

Whereas the City of Jonesville Parks and Recreation Department states that an entrance drive and parking lot are needed at Beatrice Park, and whereas the project is estimated to cost 162,000, and whereas the City of Jonesboro seeks to partially fund the project by requesting an 81,000 dollar matching grant from the Arkansas Department of Parks Heritage and Tourism.

9:01

And whereas the City of Jonesboro understands that to qualify for the grant, it must pledge to match the grant, award dollar for dollar, and invest $81,000 in the project.

9:10

Whereas this governing body understands the grantee and grantor will enter into a binding agreement which obligates both parties to policies and procedures contained within the outdoor recreation matching grant application guide, including but not limited to the following.

9:34

Regardless if the property is bought or developed with matching grant funds, and all future overhead utility lines within the project boundary must be placed underground, and the project area must remain open and available for use by the public at all reasonable times of the day and year.

9:51

Facilities can be reserved for special events, league play, etc., but cannot be reserved, lease or assigned for exclusive use, and the project area must be kept clean, maintained and operated in a safe and helpful manner.

10:07

Now therefore be resolved by the city by the Jonesville City Council that section one, the City of Jones Row City Council authorizes the grants and community development department to apply for a FY25 matching grant to partially fund the execution of an entrance drive and parking lot at Beatrice Park.

10:24

Section two, the mayor and city clerk are hereby authorized by the city council to execute all necessary documents necessary to effectuate the application.

10:32

Section three, the mayor and city clerk are hereby authorized and directed to execute all appropriate agreements and contracts necessary to expedite the construction of the above stated project.

10:43

Move forward to full council.

10:46

Second this need to be amended.

10:49

Well, we have to have it approve it to amend it, do we not?

10:54

No, we amend it before we okay.

10:57

Then I'll withdraw.

10:58

All right.

11:00

Do you want to discuss the amendments that were handed to us today?

11:05

Yes, there are a couple.

11:07

Um the first one would be, and I think April has the if she wants to pull it up, but the first thing would be instead of FY25, it needs to be FY26.

11:20

The second thing would be instead of the project that is stated in the original resolution, we're we're gonna change that project.

11:30

So the new project is for an all-inclusive playground at Craighead Forest Park.

11:37

Third change would be the project total cost instead of 162,000.

11:44

It needs to be 500,000.

11:48

And lastly, the match will change as well.

11:51

Instead of 81,000, it needs to be changed to 250,000.

11:58

And that's it.

12:03

All right, and also it looks like down in section one that the wording would need to be changed there to you know the renovation of the all-inclusive playground at Craig Head Forest Park.

12:16

Yes, and I can give you this copy that I have, it shows everything that needs to be changed and aware if you needed it.

12:22

But and I I do have those changes.

12:25

I can't access it on this computer right now.

12:31

Movement move to adopt is amended resolution 25104.

12:36

All right.

12:37

So there's been a motion to amend based upon the changes that she noted.

12:43

There's a second by Mr.

12:45

Emerson.

12:46

All those in favor of the amendment, please say aye.

12:48

Aye.

12:48

Aye.

12:49

Any opposed?

12:50

All right, so it's now been amended.

12:52

So now are there any questions about the amended resolution for the all-inclusive playground application at Craig Forest Park for 500,000?

13:03

So we just so I'm clear this is gonna be not what we just discussed.

13:08

The Biatrice Park is the one headset of Beatrice.

13:13

Where are we putting this one?

13:14

Uh Alejandra.

13:16

I'll add to Annie respond to that.

13:18

Okay.

13:24

So this is uh would be replacing rotary, which is our still our heaviest used playground.

13:30

And that that playground's been there for at this point over 20 years.

13:34

And if you go out there currently, uh the inspections I've had on it, it it's time for that playground to be replaced.

13:40

There's a lot of components in it that are I'll just say rusted and worn out, and if we wait very much longer, it's it's gonna become a hazardous playground, not just a heavily used playground.

13:53

Any other questions for Mr.

13:55

Capal as well?

13:56

He's up there.

13:57

Anything else you anything else you want to add?

14:00

Just thank you.

14:01

I appreciate it.

14:04

I I just assume there was some continued discussions between last Thursday and today about the project, and that's why it was changed since the agenda was published.

14:18

Yes, there was a part of the uh reason moving from Beatrice over to rotary.

14:22

First off, is the fact that that that is a needed project, it's a much bigger project, and this is an opportunity for us to uh to have the heritage uh our tourism heritage to help us pay for this uh as we move forward, and then when you start dealing with Beatrice, that that is a project that we were looking at this year and trying to start moving forward with within uh of the overall master park plan, and that was within that that plan of getting that into a uh a drive in in a parking lot uh as part of that original uh purchase and donation.

14:53

And uh I believe we already have contractors in place ready to move forward with it if we can get uh approval throughout uh our not say our budget process but approval moving forward with the money that we have already in the budget.

15:06

Uh so it made sense moving this one forward to next year uh if the grant goes or if the grant goes through and getting started on the Beatrice Park this year, and we could not start Beatrice Park until minimum of April if we do get this grant of next year.

15:22

Thank you.

15:26

Is the app is there gonna be an apple theater out there any time soon?

15:31

Out I'm sorry, out where at the park at the forest park at Craig Force, yeah.

15:35

There currently is a band shill that has been remodeled and it's being used currently uh it's kind of old, isn't it?

15:42

Well, uh if you haven't seen it while we actually did a full remodel of it, uh new uh uh rock work across the bottom, a siding up the top, and uh it looks much nicer.

15:52

The guys have added seating out in the front, and uh we're having a lot of music out there every Saturday night right now.

15:59

So thank you.

16:01

Anything else from staff or the public in attendance all right seeing none, please recast your vote on whether or not to forward the amended resolution 25104 to full council.

16:14

I know that John had said amend before, but you did a vote on it.

16:20

Do we need a second one to pass?

16:25

It was kind of muddy.

16:27

He said amend to pass or recommend to council.

16:32

So we kind of already did.

16:35

Yes, I would suggest making a second motion to recommend to council.

16:40

Move we recommend the amended resolution um 25104 full council.

16:47

Second.

16:47

Motion second, and we already had discussion.

16:50

So if there's none that someone thought of in the last few seconds, please record your vote on whether or not to admit to forward the amended resolution 25104 to full council.

17:02

Thank you for your help.

17:05

All right, that was the last item under new business.

17:12

I'm not aware of any pending items.

17:15

Does anybody on the committee have any other business for us today?

17:20

All right, we'll move into public comments.

17:23

Is it public a chance to comment on something we haven't already discussed on today's agenda?

17:28

Seeing none, next items adjournment.

17:30

So move second.

17:31

All in favor, say aye.

17:32

All right.

17:33

Any opposed.

17:34

All right, thanks everybody.

Members present: Joe Hafner, Charles Coleman, John Street, David McClain, Brian Emison. Absent: Ann Williams, Anthony Coleman. The committee reviewed four resolutions, approving minutes and forwarding all items to the full City Council.

Consent Calendar

  • Approval of Minutes: The minutes from the July 29, 2025 Finance Committee meeting were approved unanimously (4-0, two absent) on a motion by John Street, seconded by Brian Emison.

Discussion Items

  • RES-25:101 – Abilities Unlimited Alleyway Improvements: Resolution to accept the low bid from Michelle’s Excavating, Inc. for alleyway improvements. Councilmember John Street noted only one bid was received. City Engineer confirmed it was the only qualifying bid. The committee voted 4-0 to recommend to full council.
  • RES-25:102 – JET Bus Shelter Upgrades: Resolution to accept the low bid from Crabtree & Son, Inc. for bus shelter upgrades. Engineering Director Craig Light explained that 45 shelters will be installed: 28 replacements and 17 new locations. Delivery of new shelters may be delayed until December. The committee voted 4-0 to recommend to full council.
  • RES-25:103 – Title VI Program for JET: Resolution to adopt the Title VI program for Jonesboro Economical Transit System. Councilmember David McClain asked if it was a policy change; Chair Hafner and Grants Interim Director Alejandra Morales clarified it is a triennial certification. The committee voted 4-0 to recommend to full council.
  • RES-25:104 – Matching Grant for All-Inclusive Playground (Amended): Originally proposed as a FY25 matching grant for an entrance drive and parking lot at Beatrice Park ($162,000 total, $81,000 match). The resolution was amended to apply for a FY26 matching grant (instead of FY25) for an all-inclusive playground at Craighead Forest Park, with total cost of $500,000 and a city match of $250,000. Parks Director Danny Kapales explained that the playground at Rotary (the heaviest used, over 20 years old) is rusted and becoming hazardous. The change allows the city to use the grant for a larger project while moving forward with Beatrice Park using existing budget. The committee voted to amend the resolution (motion by John Street, seconded by Brian Emison, all ayes) and then voted 4-0 to recommend the amended resolution to full council.

Key Outcomes

  • No public comments were made, and no other business was discussed. The meeting adjourned at approximately 4:45 PM.
