Next item, new business resolutions to be introduced.

Resolution 25130, a resolution to the city of Jonesboro, Arkansas to authorize the mayor and city clerk to accept a permanent drainage easement from Gerald Sharp for the purpose of constructing and maintaining drainage improvements.

Whereas the City of Jonesburg, Arkansas desires to accept the following described easement for the purpose of constructing and maintaining drainage improvements.

A 15-foot drainage easement being along the north 50 feet of the east 15 feet of lot 22 of Wheeler Heights subdivision, Craig Ed County, Arkansas.

Now therefore be it resolved by the City Council for the City of Jonesboro of Arkansas.

That section one, the mayor and city clerk are hereby authorized by the city council for the city of Jonesboro, Arkansas to accept the easement described above.

Second and motion second forward full council.

Next item is resolution 25135.

A resolution by the City of Jonesboro, Arkansas to approve the attached fee proposal for additional services for the South Caraway Road Widening Project.

Whereas Fisher and Arnold was selected for the University Heights Link Trail Project, whereas the City of Jonesboro desires to increase the project with the attached supplemental agreement in the amount of $25,870 for additional services for the University Heights linked trail project.

And whereas that funding for the execution of the fee proposal shall come from the capital improvement budget and compensation shall be paid in accordance with the supplemental agreement.

Now therefore be it resolved by the city council for the city of Jonesboro, Arkansas.

Section one that the City of Jonesboro hereby accepts the attached supplemental agreement in the amount of $25,870 for additional services from Fisher Ernold.

Section two, that funding for the execution of the fee proposal shall come from the capital improvements budget and compensation shall be paid in accordance with the supplemental agreement.

Section three, the mayor and city clerk are hereby authorized by city council for the city of Jonesboro, Arkansas to execute all documents necessary to effectuate the agreement.

And before we go any further, that was the uh following resolution, so I need to go back and correct that.

Resolution 25135 states uh for the for the Caraway Road widening project, whereas Pickering firm was selected for the South Caraway Road Widening Parker Road to Fox Meadow Lane Project, whereas the City of Jonesburg desires to increase the project with the attached fee proposal and the amount of ninety-nine thousand eight hundred and sixty dollars for plan revisions, and whereas funding for the execution of the fee proposal shall come from the capital improvement revenue bond account and compensation shall be paid in accordance with the fee proposal.

Now, therefore be it resolved by the city council of the city of Jonesborough, Arkansas Section 1 that the City of Jonesboro hereby accepts the attached fee proposal and the amount of 99,860 for plan revision for the South Caraway Road Widening, Parker Road to Fox Meadow Lane Project.

Section two that funding for the execution of the fee proposal shall come from the Capital Improvement Revenue Bond Account and compensation shall be paid in accordance with fee proposal.

Section three, the mayor and city clerk are hereby authorized by the city council for the city of Jonesboro, Arkansas to accept the fee proposal and direct the purchase agreement to increase the purchase order amount.

Motion that this be approved and forwarded the city council.

I think um Craig, would you come to the podium, please?

So the only thing I'm just and I read the proposal.

I just want to make certain that I understand the original five lane was supposed to be a so many links, but you're shortening it.

Is that right?

Yeah, the funding through the bond is not enough to build a complete five-lane section that was originally planned to the links.

The original project was a five-lane section from Parker Road to the links, then a three-lane section from there to Fox Meadow.

Uh the funding that we got through the bond issuance will not cover that construction.

So, what this would do would revise the construction plans to be a five-lane to Laterette, a three-lane to Glenn's place, and then we would transition back down to the existing two-lane road from uh Glenn's place to Fox Meadow.

So then in a couple hundred feet, it would transition back down to the existing roadway, and there'd be no improvements other than the ten foot side path on the west side of the road, south of Glenn's place.

How far would the 10 foot side path go?

It will go from Parker Road to Fox Meadows.

On the west side, yeah.

And then one last question.

So the when you get from Laterette on the Fox Meadow, when you say three lanes, and this is for me my understanding.

The turning lane, that's considered a lane, right?

So the turning lane and then the two.

So that's three.

Then five would mean two.

Greg, how much short were we on money to be able to complete that project?

About four million.

No, what is I just follow up as I thought about this.

Did we um what about our dot?

Um with the shortening of that, would it affect the traffic much or or or what?

Uh I mean, South Caraway or is a city street, so there's no uh highway department money involved in the project at all.

I understand that, but when we do a like a road study or something, yeah, we fold we did a traffic study back when the project first kicked off, and the recommendation was a five-lane road to Glen's Place, and then a three-lane to Fox Meadow.

That was what was recommended in the traffic study.

Um but again, that's not the funding that we have available for the project.

And uh, I know that the council's aware of this since it was discussed during the the bonding process, but just to make sure for the the public that may be listening, yeah.

That the cross section as Craig talked about from to Laudereth and scaled down to Glenn's place, that was actually discussed as the cross-section during the bond process.

So the project hasn't changed since the bond was approved.

Um that was in the in the bond initiative, but again, I know that each of y'all know that, but just in case somebody from the public um was following and did was not aware of that.

I just wanted to point that out.

I'm sorry, I know it's a lot of not a lot of money, but Craig again.

I'm sorry, but uh I just want to make sure I understand why I'm reading the proposal.

Um of the words and uh it uses the terms minimum minimize negative impacts to field or an Aggie Road intersection.

What does that mean?

Fielder road is a road that intersects with Aggie, and the existing grade on the road is about 18 percent, which is very steep.

It's actually steeper than what our city code um allows for roadways to be on new construction.

So what this proposal would do is is look at um doing some improvements on fielder to lessen the slope on that roadway uh to bring it closer into compliance with city code to make it so it's not so steep.

Um, right now, the way it's built, and then if we build the trail as planned, the cars sitting there would be at a very uh poor angle, and when they would try to approach the roadway, there's a good chance that they would you know uh squeal their tires, you know, because it's the angle that they're sitting at.

So what this would do is would lessen that slope so they're sitting flatter with Aggie Road when they get to the top of Fielder Drive.

Does that yeah?

Yeah, I just didn't know what it meant.
