1:01I say this each year.
1:03These are not new taxes.
1:05This is just a legislative step, administrative step that we have to go through each year.
1:11But these have already been voted on and approved by the people.
1:16Um resolution 25124, resolution by the city council of City of Jonesboro, Arkansas to levy a one mil tax on all real and personal property for the public library, whereas pursuant to the terms of amendment 30 of the Constitution of the State of Arkansas, a duly qualified election was held upon presentation of a petition by voters, whereas a majority of the electors voted in favor of the establishment of a public library and further approved an annual levy on all real and personal property within the city for the support operation and maintenance of the public library, specifying a rate of taxation of one meals on the dollar.
1:53And whereas these questions being answered by a majority of the qualified voters, the mayor proclaimed it adopted by law.
1:58Now, therefore, be it resolved by city council for the city of Jonesboro, Arkansas, that section one pursuant to the millish rollback computation, Arkansas Statute 84493.2 section three, Act 848.
2:10The tax action taxation will be as follows.
2:12On all real property, the taxes are at the rate of one mil on the dollar and on all personal property excepting household goods, the rate is one mil on the dollar.

2:51Whereas a duly qualified election was held in accordance with ACA 2411812 to provide for a tax levy not to exceed one mil on the dollar upon the excess value of the real and personal property contained in the city for the purposes of funding a local pension and relief fund for fire department personnel and their survivors.
3:10And whereas a majority of those voting approved the levy to fund the local pension fund, and whereas the above law requires an annual levy be made by the city council and certified to the county clerk.
3:20And whereas the city council finds that in order to raise said sum, it is necessary to levy a tax of one half mil on the dollar on all real property and one half mil on the dollar of all personal property excepting household goods.
3:34And whereas the city has consolidated administration of its local fire pension and relief fund with the Arkansas Local Police and Fire Retirement System.
3:42Now therefore be it resolved by City Council for the City of Jonesboro, Arkansas, that section one, the city clerk is hereby authorized and directed to extend said tax upon the tax book and that the same be collected in the same manner as other property taxes are collected.

17:30Sure we can we can request that and um of course you know we just went through what 20 something liens and I don't want to pass up on a chance to give a shout out to code enforcement and I know Eric's in the room and Scott Roper and you know for everyone that makes it here there's 10 or 15 cases that they resolve without ever having to actually go through the final lien process and you know those those guys and ladies down there did a great job and we certainly appreciate them.
17:58Yep no doubt no doubt yeah thank you very much all right the next item is not in municipal line so I'll read it in its entirety I know that makes y'all happy resolution 25159 a resolution by the city of Jones for Arkansas to enter into an agreement with bridge farmer and associates incorporated to provide professional services for Jonesboro rail crossing study whereas the City of Jonesville was awarded the FY24 railroad crossing elimination grant the amount of 1 million two hundred thousand dollars for a comprehensive citywide study of at grade rail crossings whereas the city of Jonesville B and SF have partners to provide 10% or 1500 of the local match whereas the city of Jonesville desires to enter into an agreement to provide professional services to attract alternatives and conceptual plans for the improvements to the 18 public rail crossings along the BNSF their south subdivision in the city of Jonesboro Arkansas whereas the selection committee has determined bridge farmer and associate associates incorporated it's the most qualified firm for the project whereas the firm selected for the Jonesboro rail crossing study is bridge farmer and associates incorporated whereas bridge farmer and associates incorporated have agreed to provide professional services as described in the attached agreement for the Jones Rail Rail crossing study and whereas the funding of the execution of the agreement shall come from the U.S department of transportation federal federal railroad administration and local funding match and compensation shall be paid in accordance with the agreement now therefore be resolved by the city of city council for the city of Jonesville Arkansas that section one the city of Jones Rail shall enter into an agreement with bridge farmer and associates incorporated for $1,3656 to provide professional services for the Jones Rail rail crossing study.
19:57Section two the funding for the execution of the contract shall come from the U.S.
20:00Department of Transportations, Federal Railroad Administration and Local Funding Match.

20:21Hey Brian, I do I just have a couple questions.
20:27But it talks about how partner where the match is 10% or 150,000, so that's 1.5 million.
20:35Are we each given 150 for a total of three?
20:39Um so there was a there was an agreement worked out with with BNSF that they would pay up to five percent of the total cost of the the grant, but not greater than 150,000.
20:56Okay, so BNSF basically said we're in for 150,000 dollars, and uh, you know, if if our match comes in on a little less than that, then I'm you know, I'm sure that we'll so is is the total of the 1,365 six eighty-three that's the total of the agreement.
21:13That's the cost of the proposal that was that was sent over.
21:16And then so that you know the grant is uh 1.2 million dollars, so then our local match, you know, for that for that system was was 10 percent.
21:25So um, you know, instead of being as if's agreeing to a percentage, they just agreed to an amount, you know, that would be roughly about that that 10%.
21:34Uh I have a question.
21:36Uh by Greg, either one can ask, are they gonna do any design work or just I'll I'll let Craig speak to the the bones of the study?
21:54They will get the projects to 30 percent plans.
21:57So they'll they'll get the projects to 30 percent plans.
22:01So they'll go through and study all the intersections, make all the recommendations, we'll approve those, and then they'll develop uh drawings up to 30 percent plans for them.
22:12So we'll have to once they do the 30 percent is that more money we're gonna be involved in.
22:18Yeah, I mean at that at that point we'll start seeking additional funding to get them to 100 percent complains and get them constructed.
22:25But yeah, they'll that'll get us a good idea of where we need to be for the construction projects that we need to get funded in the phasing of those projects.

22:37You mentioned getting them to plan.
22:40What's the what kind of construction are we starting, or will we have on the different rail crossings?
22:45Are we gonna do is this for looking at overpasses or are we looking at something else?
22:49Yeah, they they had a list in the uh grant agreement, the original grant application of different types of treatments, consolidation of crossings, um, and then possible bridges, possible rail relocation and areas.
23:05There were several different uh there's 18 crossings, so they're gonna look at all of them.
23:10Um, but then they'll design those that did that include one on day and avenue down here, yeah.
23:19Yeah, there'll be I say it's all of them on the Burlington Northern track, starting at Henson Road and going all the way to Cottage Home Road by Bay.
23:42Um just uh to add for people that that may be listening or watching from their TV sets or computers at home.
23:49You know, the the significance of the the 30% conceptual plan design for some of these are the the purpose of that is to provide you the type of uh information that you need to actually seek a capital bill type grant um for railroad overpass.
24:04A lot of times um you're better off this is a essentially a planning grant, and at the end of the day, what they're gonna do is give us a kind of a portfolio of projects that you're almost seeking a capital grant to actually construct a project instead of further um you know, further planning documents and you know, there's there's a lot of grants out there that really strive for you to to have that kind of information, a lot of your homework done before they're gonna take their time reviewing, possibly allocating 15, 20, 30 million dollars on an overpass project or what any kind of rail reduction project.
24:40Well, I I asked that uh I kind of know what what the what the answer was gonna be, but I guess my my major question was uh Gridnam being on the staff, they just need all the help they can get from if we're gonna pay out that much money, then he needs to get as much help as he can he can get.
25:02I agree, and and you know our our staff is skilled at a lot of different things, but but exactly designing out some of these these railroad crossings is it it's a it's a lot of work.
25:12I mean, you know, this isn't just a conceptual 30 percent isn't a conceptual drawing.
25:17I mean you're you're actually starting to get to some you know to some real facts and figures and and yardages and and you know earth movements and stuff like that.
25:26So you know, at the end of the day, at the end of this study, we're anticipate that we're gonna receive several um highlighted intersections or interchanges that railroad crossings that will have the information necessary to take the next step to seek either you know state or federal funding or or private entity funding if possible.
