Public Works Council Committee Meeting

The Public Works Council Committee met on Tuesday, December 2, 2025, at 5:00 PM. The committee voted to approve previous meeting minutes and forwarded an ordinance to the full council amending the Stormwater Management Board membership. Committee members also clarified which departments fall under the Public Works Committee and requested a departmental breakdown via email.

- Approval of Minutes (MIN-25:096): Minutes from the November 4, 2025 Public Works Committee meeting were approved. The motion, made by Charles Coleman and seconded by Ann Williams, passed 6–0 (with Chris Moore absent).
New Business
- ORD-25:041 – Ordinance Amending the Membership of the Stormwater Management Board: The ordinance was introduced by Engineering. It removes the president of the Northeast Arkansas Home Builders Association as a permanent technical member following the dissolution of that chapter effective December 31, 2025. The vacated position will be filled in the same manner as other technical members. A motion by Charles Coleman, seconded by Ann Williams, to recommend the ordinance to the full council passed 6–0.
Other Business / Discussion
- Departmental Clarification: Councilmember Dr. Anthony Coleman asked about the JETS program and which committee it belongs to. Chairman John Street clarified that Public Works covers Engineering, Sanitation, and the Street Department. The committee discussed the dissolution of the Public Services committee, whose actions were split between Public Safety and Finance. Chairman Street noted that JETS usually goes to Finance. Councilmember LJ Bryant requested a written breakdown of departments under each committee. City Clerk April Leggett agreed to send an email detailing the assignments.

It's five o'clock. Go ahead and call the public works council meeting. Meeting to order. First item uh roll call, please mark your attendance. Next item is approval of minutes. Minutes 25096 from the November 4th, 2025 public works meeting. Make a motion to approve unless there's any corrections. Second. Motion second to approve any comments or questions concerning the minutes. If not, please mark your ballot. Minutes will stand approved. Um business uh ordinances to be introduced, ordinance 25041. An ordinance amending the membership of the stormwater management board body. Whereas ordinance 0750 establish the stormwater management board and set the membership to include a specific number of technical and lay members, whereas ordinance 1902 permanently filled one of the technical positions of the stormwater management board with the president of Northeast Arkansas Home Builders Association, whereas effective December 31st, 2025, the Northeast Arkansas Home Builders Association chapter will dissolve. Now therefore be it ordained by the City Council of the City of Jonesboro, Arkansas that section one, the membership of the stormwater management board be amended to remove the president of the Northeast Arkansas Home Builders Association as a permanent technical member of the board. Section two, the vacated position previously held by the president of the Northeast Arkansas Home Builders Association, be filled in the same manner as other technical members on the board. Motion before full council. Second motion second forward to full council. Any comments or questions by anyone on the committee? Anyone in attendance in public or staff? If not, we have motion second, please mark your vote. And that passes will be forwarded to full council. Next item pending items. I know of none. Other business uh no of none. Anyone on the council have any other business before the committee? I have a question. Sir Chairman, so the public, so I can get this right. This is the one with um like jets, because I think last time they were at finance. Are they supposed to be at this meeting? It's finance. Okay. I just want to make sure. Okay. Are there any other departments that's supposed to be in this one? Just the any other departments that usually come show this one because I'm kind of confused. It was like it was like on which one on this committee. Um addressing the engineering and sanitation and um street departments. Yeah, that's what I thought. Okay. All right. Chairman comes together. Wouldn't we dissolve public services? What was the thought process? I can't remember what the thought process was because you're not going to be able to do they would split that between public uh safety and finance. The two actions of those committees would be split between those two since they didn't meet that often, but that's all I know. That's really kind of in reference to what I was asking, so but thank you. That's got nothing extra came to public works. I thought it was between public works. Um, let's see.
