Jonesboro Public Safety Council Committee Meeting - January 20, 2026
The Public Safety Council Committee met on Tuesday, January 20, 2026, at 5:00 PM at the Municipal Center, 300 S. Church Street, Jonesboro, AR. The committee elected a chair, approved prior minutes, recommended condemnation of a property at 120 W. Woodrow Street, and discussed the upcoming vector control contract. All votes were unanimous with five members present (Brian Emison, Janice Porter, David McClain, LJ Bryant, Kevin Miller); Chris Moore was absent. Note: The chair initially stated six members present, but roll call confirmed five.
Chair Election
- Brian Emison was nominated by Chris Gibson, seconded by LJ Bryant, and unanimously re-elected as Chair of the Public Safety Committee for 2026.
Approval of Minutes (MIN-25:112)
- Minutes from the December 16, 2025, meeting were approved unanimously (motion by Chris Gibson, second by David McClain).
New Business – Condemnation Resolution (RES-25:216)
- The committee considered a resolution to condemn property at 120 W. Woodrow Street, sponsored by Code Enforcement. Code Enforcement Director Scott Roper reported no change at the property, no permits pulled, and that the owner had ceased contact with the city’s representative, David Cooley. The committee voted unanimously (5-0) to recommend the resolution to the full City Council.
Other Business
- Councilmember David McClain asked about the status of the vector control contract. Chair Emison responded that the contract is up this year and that the city is preparing a request for proposals (RFP).

All right, good afternoon, everybody. We're gonna go ahead and we're going to call to order the City of Jonesboro Public Safety Council Committee. If you are on this committee, if you'll go ahead and you'll denote your attendance by marking the button in front of you. Okay, thank you, everybody. I show six members present, so we do have a quorum. First coming up on our agenda for this evening is the election of a chair for the public safety commission for 2026. Nominate Brian Emerson. Second. Okay, I have a nomination and a second. Are there any other nominations for um for the role of committee chair? Okay, seeing none, we'll go ahead and cease. Okay, nomination cease, and uh we'll move on to a vote. All in favor? Aye. Aye. Any opposed? Great. And thank you for um thank you for thank you for that appointment. And also thank you for uh agreeing to serve on the public safety commission for another year to all the returning members. Appreciate you all and the time and the effort that you put into the public safety for the citizens of the city of Jonesboro. We'll go ahead and we'll move on to the next item on the agenda being the approval of minutes from our previous meeting on Tuesday, December 16th. Move to adopt unless any changes are noted. Do I have a second? Okay, I have a motion and a second to approve the minutes as presented. If you will denote your vote on the um device in front of you. Okay, and that motion does carry. Thank you, everybody. Okay, next item on the agenda is new business, and we'll begin with resolutions to be introduced today. And today we have resolution 25216. A resolution by the City Council of the City of Jonesboro, Arkansas, to get to condemn property located at 120 West Woodrow Street, Jonesboro, Arkansas, 72401. Scott, is there anything out of the ordinary on this one? There's been no change at the property. Uh no permits have been pulled at this time. Um the owner is stopped having any contact with uh David Cooley, who handles these. So that's where we're at. Okay. Move to forward full council. Second. Okay. I have a motion to forward the full council. Do I have any other questions from anybody on the committee regarding this item? Okay. Anything from the administration or from the public in attendance. Okay. Seeing none, we'll go ahead and we'll take a vote on this item. Okay. And that motion does carry. That will be forwarded on to full council. Next item on our agenda is pending items.
