City Council Meeting Summary: March 24, 2026
The Jonesboro City Council convened a regular meeting with five members present, establishing a quorum to proceed with standard agenda items including minutes approval, preliminary subdivision approval, and a rezoning request. The council also addressed an item rescheduling for the upcoming MAPC meeting and announced an upcoming comprehensive plan design week.
Consent Calendar
- Minutes Approval: The minutes from the previous meeting were approved unanimously (5-0) upon motion by Jim Little and a second.
- Preliminary Subdivision Approval: The council approved the preliminary subdivision for Windsor Landing Phase 9 (requested by Poppy Investment LLC and Island Construction Inc.) representing the final phase of the subdivision after resolving prior platting issues. This approval was unanimous (5-0) based on a recommendation that the proposal meets all subdivision ordinance requirements. The approval is subject to file and plat preparation with the planning and engineering departments.
Public Comments & Testimony
- Resident Concerns on 6904 East Highland Drive: Residents expressed strong concern regarding the potential for a "noisy factory" to be built directly in front of their homes due to the pending rezoning from R1 to Commercial C3. They requested clarity on what specific developments are planned.
- Commission Clarification: Council members clarified that the current action is strictly a zoning change to C3, which does not permit factory construction; only small businesses and individual lots are fitting for C3 zoning. Residents noted that the remainder of the property is already zoned I2 (Industial). The applicant confirmed that the C3 areas are planned for individual lots supporting small businesses, and no factory would be built.
Discussion Items
-
Horizon Land Surveying Rezoning (5925 East Johnson Avenue): This item was discussed as part of the agenda but was rescheduled to the next MAPC (Planning Commission) meeting on April 14th.
-
Rezoning Request (6904 East Highland Drive): Applicant John Deal (representing owner John Stuckey) requested rezoning of a portion of the property from R1 to Commercial C3 (along Highway 18 and Easley Lane) and Industrial I2. The Planning Department recommended approval with specific stipulations:
- Site must satisfy city engineer requirements.
- Compliance with stormwater drainage and floodplain regulations.
- Submission of a final site plan for review and approval.
- Any future change of use requires planning department approval.
Stipulation Discussion: The council deliberated on the implications of C3 zoning, confirming with the applicant that this zoning would allow for small commercial lots but exclude heavy industrial uses like factories, addressing public concerns about noise and industrial activity.
Key Outcomes
- Rezoning Approval (5-0): The rezoning request for the property at 6904 East Highland Drive was approved unanimously, subject to the stated stipulations.
- Administrative Directive: The successful applicant for the Highland Drive rezoning must file the final approval before 10:00 AM on the Thursday following the meeting.
- Community Engagement Announcement: The council announced "Design Week" for the Comprehensive Plan, featuring an open house on Monday and Thursday from 5:00 PM to 7:30 PM at the old YMCA on Nettleton, where residents can participate in working committees and complete surveys.
