Jonesboro City Council Rules and Nominating Committee Meeting – May 12, 2026
The Rules and Nominating Committee of the Jonesboro City Council met on May 12, 2026, at 11:15 AM. The committee considered approval of minutes and a resolution for appointments to boards and commissions, including an amendment to remove a section that conflicted with state law.
Consent Calendar
- Minutes 26026: Approved as read, with a motion and second. All members voted in favor; no opposition.
Discussion Items
- Resolution 2605-5 – Appointments and Reappointments to Boards and Commissions: The resolution, as recommended by Mayor Hill Copenhager, included appointments to the CDBG Citizens Advisory Committee, Advertising and Promotion Commission, Land Bay Commission, Civil Services Commission, and Municipal Airport Commission.
- A committee member moved to amend the resolution by removing the section related to the Advertising and Promotion Commission. The member explained that under state law and the AMP bylaws, at-large nominations to the AMP Commission must be made by the AMP commissioners themselves, not by the mayor’s office, and then approved by the city council. The member noted that the mayor’s office had included the nominations as part of a broader list of expiring appointments, but it was an oversight.
- Another committee member asked for clarification on the distinction and confirmed that the rule applies only to the AMP Commission, not other commissions. The committee also discussed the Civil Service Commission, which was described as an appellate board for disciplinary actions involving the fire department.
- The committee member indicated that the AMP Commission would meet on Monday, May 18, 2026, to nominate their candidate, and the nomination could be brought to the Rules and Nominating Committee for approval before going to the full City Council. The committee clarified that under council rules, all appointments go through the Rules and Nominating Committee first. The meeting could be called for Tuesday, May 19, 2026, if needed, with proper notice.
- No public comments were made on the resolution.
Key Outcomes
- Motion to amend Resolution 2605-5: Passed unanimously (all ayes, no opposition). The Advertising and Promotion Commission section was removed from the resolution.
- Amended Resolution 2605-5: Approved by the committee. The resolution will be forwarded to the full City Council with the remaining appointments, pending the AMP Commission’s nomination process.
- The committee adjourned after no further business.

We we actually Mr. Chairman, I would like to make a amendment to resolution 26055. Okay. Specifically section that's regarding the advertising and promotions commission. I would like to remove that section of the resolution, please. And I'll I'll explain briefly and Carol can interject if I make a mistake, but that goes against state law and our uh AMP bylaws. Those have to be made by the committee, so we need to pull those off and let the committee meet first before we move forward. Make a motion to amend that. Yes, sir. Yes, okay. Have motion second. All in favor signify by saying aye. Aye. Any opposed like sign? Any other discussion by the committee on this resolution? I do have a question about that. Um so the reason we're pulling it is because of what exactly? Under state law, the at-large position is nominated by the AMP commissioners themselves and then approved by city council. It's just different. And it got it. My understanding is it was an oversight that it was put on here, but it is put on by who then. Well, the mayor's office sent out all the whole laundry list. They were looking at appointments that were expiring and just you know, nominating people with those appointments, and and this got put on there, but it is correct that that nomination has to be made by the AMP commission and then approved by city council. So I've my understanding is they're gonna have a meeting Monday that's great in order to vote on who their nominee is, and then it'll be presented possibly Tuesday if we call another meeting or whenever rules and nominating meets again. Okay, follow up two things. One um is that the same with all of the other commissions and committees? That particular one, just that one. Second question. What is civil service commission? Anybody had I had the same question that has to do with the fire department?
