1:01Now therefore be resolved by the city council for the city of Jonesville, Arkansas.
1:04That section one, city water and light is that city water and lot requested by this resolution to provide free utilities to the location listed above.
1:13Section two to permit such services to be provided without charge.

4:05Um a resolution for the city of Jones to approve the FY 2026-2027 community development block grant annual action plan that includes the FY 2026 2027 CDBG project activities and budget.
4:21Whereas the City of Jonesboro, Arkansas has held two public hearings and one public review and comment period for the CDBG annual action plan.
4:29And whereas the FY 2026-2027 CDBG annual action plan is in the fifth year of the 20 to 2022 to 2026 5-year consolidated plan designed to address goals set for the community needs.
4:44And whereas the FY 2026-2027 CDBG annual action plan contains the projects, projects, activities, and budget for the federal allocation amount of 716,683.
5:00The FY 2026-2027 annual action plan budget is listed below.
5:04The total allocation is 716-683.53660.56137.
5:37City Youth Ministries 11,12363.
5:41Sure Foundation, 11,000 70.
5:44Jonesboro Business Association 9,338 35.
5:48North Johnsboro Community Development Corp, $8,033 and 73 cents.
6:15Therefore, let it be resolved by City Council for the City of Jones for Arkansas that Section 1, the FY 2026-2027 annual action plan attached here to is hereby approved by the City Council.
6:27Section 2, the FY 2026-2027 CD BG project activities and budget are hereby approved by for the annual action plan.
6:37Section 3, the grants and community development department are hereby authorized by the city council for the city of Jones for Arkansas to suspend all necessary documents for the FY 2026-2027 CDBG program.
6:50Section 4, the City Council does hereby authorize the mayor and the mayor's designees to shoot all agreements and contracts regarding the future award of the FY 2026-2027 CDBG program funding.

7:27The 15,000 is that preparation for the piece of people trying to improve their home by that one time.
7:35The first home, first time home or first time homeowner buyers, yes.
7:40So it's uh it's five thousand dollars, so that's uh each, so it'd be for three first-time homeowner buyers over the course of that year uh to apply for that and get that five thousand dollars.
7:54I thought it was that just yes.
8:00Oh, a couple of questions.
8:01Um so uh I mean we got a couple of repeats on here.
8:05Do we do we limit how many times they can apply through this, or is this come as you get as many times you want, or we we uh did a request for applications back in March, I believe, somewhere in there.
8:21Um can't remember when uh so we just take all the applications that we receive through that, then we have the uh CDBG advisory committee gets together and they score the uh the applications and then the allocations are based on those scores.
8:38So but it doesn't we don't limit no so many times?
8:41No, there's not there's not a limit as long as they meet the qualifications of the application.
8:48Um any concern that we may or may not get this with I mean the threat of you know federal government cutting some of this money.
8:55Well, uh I I think we're good.
8:58I mean, you know, that that's a that's a concern that it wasn't um you know placed in the budget submitted uh by the president, but uh the Congress that's been that's happened in the past, and Congress has always continued to fund the CDBG program because of the impact it has on local communities where they serve.
9:20And so I I mean I don't have a strong concern that it that it won't get a passed and it won't be allocated.
9:29So I I'm confident it will be.
9:31Last thing, public infrastructure, what is that uh just it's uh it's available for a lot of different things.
9:38Um you know uh that we can use that money for.
9:41I mean, in the past it's been used for sidewalks, it's been used for uh overlays, it's been used for parks, uh you know, in low to moderate income areas.
9:50Um also uh it's been used for some different uh organizations to be able to do some capital uh projects uh with their facilities.
10:00Um you know uh that we can use that money for I mean in the past it's been used for sidewalks it's been used for uh overlays it's been used for parks uh you know in low to moderate income areas um also uh it's been used for some different uh organizations to be able to do some capital uh projects uh with their facilities so um it after after we get the uh action plan approved then we can um determine our priorities and uh what the city wants to spend that money on thank you anything else from the committee anything else from the public or staff regarding this agenda item if not um please cast your vote on whether or not to forward resolution 26064 to full council uh we'll move to um resolution 26065 we're going to do that one first then we'll come back um resolution of the city council of the city of jones arkans to amend the city salary and administration plan whereas resolution 25 197 amended the city salary and administration plan and list of approved job titles and whereas city administration continually monitors and reviews department requests in an effort to improve efficiency provide comparable compensation in respect to duties and or provide increased community benefit and whereas a mid year review of city staffing requests has determined that adjustments are necessary to address department needs and whereas resulting from either employee retirement or positions opening these changes will result in either a neutral budget impact or a favorable budget position and salary expense in the 2026 budget and whereas the attached listing of changes will not require an amendment to the 2026 budget and whereas it is recommended by the finance committee to ensure sufficient staffing to maintain facilities and service levels for the city to amend the salary administration plan therefore be it resolved by city council for the city of Jones for Arkansas the section one the attached listing of approved job titles of the salary and administration plan is hereby adopted move forward full council second motion statement forward full council any questions or comments regarding resolution 26065 real quick um chairman if I may um so looking at the re the regraded positions looks like it says already included in budget ahead count so nothing changed we just went from uh the 118 no one fifteen to one eighteen and for communications as well as the public information specialist went from 113 to 115 elimination of on the new positions uh we went eliminated finance manager assistant and created the assistant finance director eliminated the open admin assistant position in engineering and created the permit technician and existing position looks like we changed or got rid of the uh GIS coordinator and created an engineer a new engineer position okay so uh so it didn't change the head count in uh communications correct no it didn't change hatch head count and actually you know both in finance and communication we had some you know some upper level salary retirements and we kind of took it this is an opportunity to look at how we can improve some efficiency and hopefully figure out free up some money and yeah this year's budget next year's budget for some you know possibly capital improvement projects or some other personnel um elsewhere um you know since since both of those retirements we've um staff has kind of shared out some of those allocation duties allocated duties and both uh finance and in uh in communications and you know uh tony and myself have picked up a couple of those duties as well but just in a way to try to make our head count and and budget position just as efficient as possible well it's also I think one of the positions at least was just from the matrix study it was that would be the permanent technician position yes and you know also there there was there was a couple empty head count spaces that that weren't filled in in the building department believe there was an administrative assistant and um then like I said we had the GIS coordinator position that had been filled for a while and that the uh you know we're actually looking for an engineering position that can handle the GIS assistant duties as well as their typical engineering duties and I think that we've think that we've been successful in finding that candidate so again like I say it's less money and kind of value in the employees that have stepped up and done a little bit more work than then maybe what was on the original job descriptions to help make everything work.
14:31Now on the same study um if I'm not mistaken she said you could you we need to we could turn on some of the features of our technology correct and to help us um and all the reason I'm asking about that is if there's a way for us to not continue to add head count across the board I think that would be a good move.
14:52Yeah and that's always going to be the goal is to try to to be as efficient as you can and get the most out of each and every employee you know this resolution was presented in a way that it is because it's it is budget neutral and a budget amendment wasn't necessary.

15:06Some of these other changes that are being you know identified by matrix are gonna they they very well could require a budget amendment, and they you know wouldn't necessarily be an an amendment to the salary administration plan.
15:17And so you know, those will come at probably a different time once some of that realignment is is completed and you know, recommendations and financing is found for that.
15:26Um you know, every every decision we have has a dollar attached to it, so we're trying to figure out the best way to to move forward with with those recommendations in a way that we can also afford.
15:38I read through that report on that uh that came.
15:43Will this include uh additional people like an engineer department and permit department or is this just a cross the board reduction?
15:55This resolution is simply about some immediate needs within the city.
16:00Um and and also some some equity needs too as well.
16:04Um that the public information specialist is really doing a job that's very similar to some other departments in the city, and and uh so you know that that was the the need to help bring that up to kind of to match the uh the demands and the needs and the responsibilities of that job.
16:20As far as for implementing the actual building department study, um I know that that Mr.
16:27Thomas and and all of our building department directors have been working pretty hard on that.
16:31I walked in on a meeting yesterday where we're talking about it, so I do expect some additional recommendations coming forward soon.
16:37And again, it's trying to identify where every dollar is gonna come from and exactly what each person is gonna be doing.
16:42So when we come and request something, we you know we we know that it's the best possible scenario and solution to the problem.

19:22Um I guess the only thing that I have a question about from the last finance meeting is the status of the swim team contracts.
19:31Is that something you think we'll see pretty soon or I know I know they reached an agreement and they they've reached a tentative agreement on on lane division.
19:43We're working through some particulars and some responsibilities.
19:46I think there's some you know, there's some discussion about um, you know, how to accurately reflect um some winter time swimming rates.
20:02But there's they're swimming right now under their own tentative agreement.
20:06Um that everything seems to be going okay, but we just some of the finer details need to be worked out.
20:10Yeah, there's some contractual details there that need to be hashed out, but like I say, they're they're they're operating in in a way that seems to be be working for them.
20:20Um was hoping to have that contract hopefully at the next finance meeting, um if not a little before, but I don't didn't see any need for you know special called finance meeting or anything.
20:33Yeah, they're they're swimming under an agreement that we're all okay with as far as the land division goes.
