That's more than something.

1:43

But we're just saying that we need to start wearing all the time.

3:04

All of my cards are just like that.

4:39

Um all our hands down the world.

4:43

And after you and we do it and I go on now and you have your hand of the second over us and all the police officers, firefighters are going to honor that on the day and basis and give us a connection that you all thank you for everything we do for uh also.

5:19

And we do have 10 present this evening.

5:22

So now we'll move on to item number four.

5:24

And this is special presentations.

5:26

We do have a few short ones, Council, so bear with me while I get there.

5:43

All right, the first ward counsel that I would like to present this evening.

5:47

Patrick, if you would please come forward.

5:51

Do you have anybody else as well here, Patrick?

5:55

Okay.

6:02

And Miss Miller, are you here?

6:05

There we are.

6:06

Come forward.

6:07

Good to see you.

6:08

You two.

6:09

So council, it's an honor always on behalf of this community to receive awards on the good works and service that not only the citizens provide the opportunity for us to do, but more importantly, the vision of our directors, our city employees, and volunteers from the community.

6:30

And so Patrick is here to show you this evening.

6:34

We did receive a volunteer, not a volunteer, excuse me, the 2026 government recycler of the year award, if you would hold that up, Patrick.

6:49

We didn't win this ward though because it was just not about recycling.

6:53

It's because it was the team approach that we've taken in the city.

6:57

Not only has it been efficient and effective, it's also available to everyone to participate.

7:04

So I want to say thank you to our sanitation department, our code enforcement departments, and our Keep Jonesboro Beautiful Committee for working together to earn this recognition.

7:16

Now, I will say we were the only city recognized amongst the peers of this type recycling organizations in our state.

7:29

So I want to say thank you, and this has to do to our cleanups, the recycling programs that we have taken in hand, and Patrick can speak on just a few of those that we were recognized for.

7:41

Patrick.

8:30

Also, I would like uh Miss Miller, she would like to say a few words on behalf of Jonesboro Beautiful.

8:36

On behalf of Jonesboro, keep Jonesboro Beautiful and other community members who champion green and sustainability efforts.

8:42

We're proud to celebrate the successes of Jonesboro Recycling that we've taken part in.

8:48

It's worth asking how we got here and how can we work together to replicate and even improve efforts towards a more clean, green and beautiful Jones World.

8:57

One of the actions that we did was uh the glass recycling, which started with a letter from Shelley Lamb and ended up with us starting with embassy suites recycling and partnering um partnering with them on that, and we've taken in about 13,000 pounds of glass out of the waste stream.

9:17

A few months later, um Mr.

9:20

Curtis attended a recycling summit, and he made that connection, and we've just been going strong with glass ever since.

9:27

Um that's only one business uh highlighting embassy suites.

9:31

We have several uh that participate in in the glass recycling program, and we do that as well with the monthly uh recycling.

9:39

Um so that's a lot that we're taking in and diverting from the waste stream.

9:44

There's also cardboard.

9:46

Um I serve on the Green Business Committee with the Chamber of Commerce as well as EcoWorks.

9:51

I work at Jonesboro Human Development Center, and we employ the residents of Jonesboro Human Development Center through recycling with EcoWorks.

10:00

With the city, we have diverted about 8,000 pounds just in this past month.

10:07

Um, out of the waste stream, uh, out of our landfill.

10:11

So that's another good thing.

10:12

And we and we create jobs for people with intellectual disabilities by doing that.

10:16

Um, we also want to recognize Mr.

10:18

Scott Roper for his efforts and uh Beverly Parker for her leadership.

10:24

She is great.

10:25

Um, she gets things done, and also our other volunteers who participate in some capacity with press releases or promotional flyers, who dedicate their Saturdays uh to come out and do the uh cleanup events and who work farmers markets, educate the kids, all of these things along with our wonderful sanitation department go into making Jonesboro more clean, green, and beautiful, and we look forward to doing that even more in the future.

10:54

Thank you all.

10:54

Thank you.

10:55

Thank you, Ms.

10:57

All right, let's give them a round of applause.

11:05

Yeah, you want to do a picture?

11:19

Perfect.

11:22

All right.

11:23

First of all, thank you, counsel again for allowing me this time.

11:26

Now we're going to move on to a little bit different area.

11:30

Um I wanted to um I think it's important that we always recognize volunteers in our community.

11:37

And so if these volunteers would please come forward if you're here this evening.

  • ORD-26:037: Ordinance for approval of a private club permit for 141 Prime Restaurant. Held at one reading.

Public Comments & Testimony

  • James Elwin Hines (508 Ridge Crest, Jonesboro) objected to the location of the private club permit for 141 Prime Restaurant, stating it was "way too close to an elementary school" and that parents with children at that school would object.
  • Marty Lilly (2300 Pleasant Grove Road, attorney for Key Construction and Shannon Elaine Key) stated that all necessary information had been provided in council packets and offered to answer any questions.
  • A resident (73-year-old woman) complained about a city ditch that had not been mowed, noting she cannot afford to pay $7,500 to have it mowed and expressed concerns about safety and liability. She stated the ditch is a nuisance and that the city has not addressed it since 2007.
  • Another speaker discussed concerns about the Board of Zoning Adjustments (BZA) process, questioning the need for BZA, consistency in variances (citing differences in how Southern Hills and a Caraway/Parker Road development were treated), and the appeal process for denials going directly to court versus city council for MAPC denials. They urged updating ordinances to be fairer and more transparent.

Discussion Items

  • Zoning Ordinance Change for 1411 Southern Ridge Blvd. (ORD-26:030): An ordinance to amend zoning boundaries from PD-M Multi-Family Use to PD-M Commercial Use for property at 1411 Southern Ridge Boulevard, as requested by Jeremy Bevill on behalf of Southern Hills Apartments Development, LLC. The ordinance was on third reading and passed 10-2 (Coleman and Williams nays).
  • Pedestrian Safety: Council members discussed the recent public safety committee meeting focusing on pedestrian safety, highlighting its importance for those with limited transportation options.
  • Future Update: Council member LJ Bryant requested a future update on the issue of "loadering" and the Attorney General's recent actions using officers to cite individuals, expressing interest in how that affects the city.
  • Delta Peanut Factory: Council member John Street asked for an update on the Delta Peanut Factory's ability to handle this year's crop. The Mayor indicated conversations were ongoing among the ownership, and the Chamber was working with them, noting the situation affects many farmers.
  • MPO Meeting: Council member John Street reported that the MPO meeting that day focused on pedestrian safety and ongoing construction progress.

Mayor's Reports
