  • Case 005-24 (Annexation): Applicant Katrina Smith (319 Pennsylvania Avenue) on behalf of the Ledfords requested voluntary annexation of ~9.5 acres west of Wildwood Ranch Parkway and Nellie May. Co-owner Lance Ledford (2806 Arizona Avenue, Suite C) was present to answer questions. No public opposition.
  • Case 006-24 (Street Renaming): City staff representative Tyler Bellar (602 South Main Street) presented the proposal to rename a section of South McKee Avenue to JD Loveway in honor of retired police officer J.D. Love. Vicki (1203 Broadway) clarified that the renaming is ceremonial and will not affect addresses or 911 services. She noted approval from the Boys & Girls Club. Commission members expressed strong support. No public opposition.
  • Case 002-24 (Site Plan Review): Applicant Blake Rourke (216 North Mina Avenue) presented the site plan for future development at the northwest corner of South Maiden Lane and West 22nd Street. No public testimony.

Discussion Items

  • Case 001-24: Commissioner questions addressed the proposed unit types (single-family, duplexes, or apartments) and the number of units. Staff noted that the density would be determined at the site plan stage. The applicant retained 1.2 acres for the existing FOP lodge; the remaining 3 acres would be rezoned.
  • Case 005-24: Staff clarified that street signs for Nellie May are the responsibility of the developer and are obtained through Public Works. The commission requested future maps include address labels for surrounding properties.
  • Case 006-24: Commissioners discussed the notification process for affected property owners and the need for follow-up information about address changes. Staff clarified that the renaming is ceremonial and does not require address changes. The commission expressed strong support for honoring Officer Love.
  • Case 002-24: A commissioner asked about the number of Dollar Tree stores in Joplin (estimated at three). No other substantive discussion.
  • Case 003-24 and Case 004-24: Commissioners asked about the expected start date for construction (May 1, 2024 for Phase 4). Both phases are single-family residential subdivisions.

Key Outcomes
