Joplin Building Board of Appeals Meeting – September 27, 2024
The Building Board of Appeals met on Friday, September 27, 2024, at 9:00 a.m. Due to several members being out of town, the board did not have a quorum and could not make decisions or take votes. However, property owners and representatives provided updates on their cases, and staff granted certain administrative extensions. The next meeting is scheduled for October 25, 2024.
Public Comments & Testimony
- 1171 S. Buyers Ave. (Permits 23-1099 & 23-1100): The owner reported that about 75% of framing corrections have been made, with completion expected by Sunday and final framing inspection Monday. Electrical gear (200 amp meter service) is delayed from December to February due to supply issues. No board action.
- 102 S. Sergeant Ave. (Paul Daniels): The owner has a verbal agreement with demo contractor Steve Nelson but no signed contract. The board requested a written contract; otherwise a demo hearing may be scheduled for the October 25 meeting.
- 301 S. Winfield Ave.: The owner stated the siding addition is nearly ready for wrap, but the inspector found missing nails. The front of the house will be finished this weekend. Electrical permit status was discussed—siding permit expires in February, and the owner asked when they can stop attending meetings. The board explained this is case-by-case and noted the permit is approaching its one-year expiration, potentially requiring an extension.
- 220 Morebath St. (Item 3072): The owner reported siding should be finished this week or Monday and is waiting on an electrical inspector. The board had granted a two-month extension that expired the day before. Staff granted a 30-day administrative extension until the next board meeting.
- 806 Jefferson Ave. (Item 3092 / Mr. Guterrez): New business. Code enforcement recommended demolition; the owner expressed interest in demolishing and was offered a consent form (city handles demo with a lien up to 5 years). The owner will consider and contact staff next week.
- 512 W. 20th St. (Justin Miller): Working on LOD revision drawings, will be submitted next week. The board noted open areas were still accessible and asked the owner to secure them. Owner agreed.
- 1828 W. 4th St. (Logan Russell): Water line inspected, floor joists approved, currently laying floor. The board noted debris in the yard and asked for cleanup. Owner will address.
- 302 S. Connor Ave. (Levi Bat / Blue Shutter Investments): Siding finished; waiting on plumber for main tap before fire suppression can proceed. Electrical rough-in will follow. The board questioned progress after a long time on the docket.
- 910 S. 8th St. (Rick Newberry): Property caught fire twice. Owner is willing to demolish but was told an asbestos inspection is needed, estimated at $60,000. New business continued to October. Staff will provide lists of inspectors and demo contractors.
- 1919 S. Byers Ave. (Rachel Williams): Did not qualify for city grant demo. Now has a contractor (Jaden Wicker) who will purchase and rehab. The board warned the property must be secured after tenant moves out and that Wicker must be licensed, bonded, and insured. Owner will provide contact info.
- 26th & Pearl St. (Dennis Farrell / J. Pearl Properties): A veterans group (Veterans United) wants to build duplexes. There is an ongoing appeal in circuit court (hearing Oct 18). The board stated the matter is out of their hands. Another board member warned that Veterans United has a poor reputation and has been denied funding for other projects.
- 1217 S. ??? (Jack Snell / Item 3097): Plans to demolish two structures (two-story and garage) but needs to relocate a tenant from a small house on the property (212 High). Board noted the property may qualify for city grant-funded demolition. Staff encouraged starting the process with Missouri American to move the water meter. Consent form offered. Next meeting Oct 25.
- 217 S. Pearl Ave. (Elizabeth, for owner): No progress reported; owner and employee are not communicating. Board noted this is the 13th appearance and warned the permit could be revoked and demolition ordered if progress does not improve. Owner should attend personally next month.

- 420 S. Main St. and 310 N. Joplin Ave.: Emails received from owners unable to attend. Property at 310 N. Joplin is under review for possible remodel or tear-down.

- 512 Cox Ave.: Ongoing issues; footprint changed again. Staff granted a 30-day extension.
- Investors group: A board member noted that a private Facebook group (Joplin Investors Network) is sharing the board’s property list, potentially driving investor activity. The city attorney commented that changes in ownership do not affect the board’s authority.

Hello, good morning. Welcome today's Building Board of Appeals meeting. Um today for the first time in about five years, we will not have a quorum as far as our board members today. We had several members that were gonna be out of town. Um so we will not be able to make any decisions on the cases today. However, we would like to hear updates or your plans for your property anyway. So that being said, we'll get started here. Uh project's 1171 21 South Buyers. I think it's like 23, 1099, and uh 23 1100 is the permit number. Um met with Brian, Ron, Joel out there a couple weeks back, um discuss all the framing and mets that were going on. We've made uh about 75% of the corrections. Uh we should be wrapping up by Sunday, hopefully turn in final framing inspection Monday morning on that one. So on both, hopefully both units. Okay, and your electoral plumbing rough ends, all that you've got. Yeah, honestly, they were just waiting. Um Joel talking to Ron and Joel, they were kind of just obviously waiting for the final framing inspection before they came back out for any more MEPs. So the HVAC was finishing up the last uh little bit of metal yesterday, so line everything up, getting them all off the joists and such. Okay. Any kind of new timeline on when you might think so we did um we did get some kind of bad news with the electrical on the gear. Um it got pushed from December to February on the 200 amp meter service, the stacks that go on the building, and that's just all uh supply issue. Um obviously, as you know that it's coming overseas from overseas, and it got pushed back 60 days so that's the only hiccup that we run into so far with any of the you know next. No change to the uh my uh demolition contractor is um Steve Nelson, Nelson Enterprises. Uh he's ready to go as soon as I'm uh got everything cleared from the building. Uh I have uh I'm about 90% on that. Uh I got a couple more weeks to probably uh a little salvage, and uh then uh he'll take her down. So I'll be to your question. Okay, I spoke with Steve. It's probably been two maybe three weeks ago. Do you actually have a signed contract now with him or is it all been verbal? It's all been verbal. Okay. I said Steve a note, but you know, Steve Steve. Yeah, so uh but we've got a handshake on it. Uh I think he's a man of honor. But uh side, I'll send Steve another note and say, Steve, I need something written from your bike. Okay, is that cool?
