Joplin Zoning and Planning Commission Meeting - November 10, 2025

The Joplin Zoning and Planning Commission met on Monday, November 10, 2025, at 10:15 a.m. to hear four cases and handle routine business. All seven commissioners were present. Cases heard during this meeting will be presented to the City Council on Monday, December 1, 2025.

Consent Calendar

  • Minutes Approval: The commission approved the previous meeting's minutes with an amendment to excuse Dr. Rosenberg from that meeting. Motion by Ms. Harrington, second by Ms. Clue Michael, carried unanimously.

Public Comments & Testimony

  • Case 034-25 (Annexation): Morris Glaze, a JIDA board member, spoke in favor, stating the property is needed for the future of Joplin's industrial park. He mentioned that Crossroads Park is nearly sold out with only one 40-acre site remaining, and that the new property would take a couple of years to develop. He also addressed EPA issues involving old mining on the property.
  • Case 037-25 (Rezoning): Reese Lancaster, an adjacent property owner, stated he was not in opposition but asked about privacy fencing. Staff clarified that C3 zoning adjacent to R1 requires a 30-foot separation with landscaping or a privacy fence.
  • No public testimony was offered for Cases 035-25, 036-25, or 038-25.

Discussion Items

  • Case 035-25 – Rezone from C1 to R1 (Northeast corner of W 20th Street and South Empire Avenue): Applicant Joel Stanford was not present. The commission voted to table the case until the next meeting. Motion by Mr. Spruce, second by Ms. Clue Michael, carried unanimously.
  • Case 034-25 – Voluntary Annexation (Southwest corner of 7th Street and Old Scotland Road): Tyler Belair, representing the Joplin Industrial Development Authority, explained the property is designated as a future industrial opportunity area. A neighboring residential property was excluded from the annexation at the owner's request. The commission approved the annexation. Motion by Dr. Rosenberg, second by Mr. Spruce, carried unanimously.
  • Case 036-25 – Drainage Easement Vacation (2139 East Nashville Street): Alex Kendall, representing Oak and Linen Investments, stated that a new drainage line was installed along the property line instead of diagonally through the property, and a house is being built. The commission approved the vacation. Motion by Mr. Spruce, second by Ms. Warren, carried unanimously.
  • Case 037-25 – Rezone from R1 to C3 (3508 North Rangeline Road): Lori Sauchau of Pro 100 Realtors represented the applicants. The commission approved the rezoning. Motion by Ms. Harrington, second by Ms. Clue Michael, carried unanimously. Staff noted that development will require a 30-foot buffer between C3 and adjacent R1 uses.
  • Case 038-25 – Special Use Permit for Daycare (230 North McKinley Avenue): Applicant Ashley Khadivi requested a permit to operate a daycare with up to 10 children. She stated she has already spoken with neighbors and has a fully fenced backyard and three parking spaces. Discussion covered licensing and safety requirements. The permit is issued for two years, renewable twice before a permanent permit may be sought. The commission approved the permit. Motion by Dr. Rosenberg, second by Mr. Spruce, carried unanimously.

Key Outcomes

  • Tabled: Case 035-25 was tabled to the next meeting because the applicant was absent.
  • Approved (unanimous): Case 034-25 (annexation), Case 036-25 (easement vacation), Case 037-25 (rezoning), and Case 038-25 (special use permit for daycare).
  • All approved cases will be forwarded to the City Council on December 1, 2025.
