The Joplin City Council held an informal meeting on March 17, 2025, to receive two informational updates: a financial report from Assistant Director of Finance AJ and a presentation from CVB Director Patrick Tuttle. No votes or formal actions were taken; the meeting concluded with the council moving to a regular session.
Good evening, everyone, and welcome to the informal meeting of the Joplin City Council. We're going to crank off this meeting and take care of the two items that we have on the agenda with the first item, the financial information update. Good evening, AJ. Good evening, Mayor and City Council. So I have some good news to report. I'm going to provide the sales tax and financial update. Sales tax that we received in March was up approximately $12.6% for this month, which is great news. Year over year sales tax is up approximately 2.3%. So holding course with with in comparison to last year. Taking a look at use tax for this this month, we received $692,462. Year over year, that was a in comparison to the year ago, that was up $31.5%. Year over year change is 7.7%. So a good good trend there. Taking a look at the marijuana tax, marijuana tax continues to come in. We received $49,319.17 cents this month. It does reflect a decrease of $45.67% compared to the same month last year. However, year over year compared to this time in fiscal year 24, we are up 34 and a half percent. Any questions regarding sales? Council, any questions for our assistant director of finance. AJ, the um when it comes to collecting the marijuana tax, our our vendors here in town are pretty good about submitting their receipts to us in a timely manner. We're not having any trouble there, are we? Uh no. So those vendors are responsible for submitting that that tax to the state of Missouri. As far as we know, uh then they're all following the rules. Uh we don't we are not made, we haven't been made aware of anything or any vendors that are uh behind. Only reason I ask is I just see great fluctuation, especially in fiscal year 2025. I mean, we're at 24 grand, then we go to 107 grand, then we're back down to 70 grand, and now here we are at 49 grand. It just it's it's going up and down and bobbing and weaving and uh I was just wondering if there was any reporting issues, but they report to the state of Missouri and the state of Missouri gives us our receipts, correct? That is correct. Okay. Very good. Thank you. Mr. Bard. Do you have any idea why if it's so erratic? Have we kind of have we figured that out yet as far as one month we it may be extremely high the next month? It comes down considerably. Um so I know uh that there are this still is a fairly new tax. Uh it started just last year. I believe we we believe the reason why it was such a decrease, uh, this 45.6 percent was it was so new uh whenever we started the tax in 2024. There was some of the vendors that were still trying to catch up. That's why we believe that big $90,000 came in in March of last year. Um, in terms of how it fluctuates, uh, that's all based on of course the sales uh that are coming in and when it's being reported to the state. Um I I don't really have an answer why it fluctuating so much other than what is being sold at the different stores and then what what's being reported to the state. Perfect, thank you. Thank you, Mayor. Anyone else? Mr. Ditarr. Sorry, Mayor.
