The Joplin City Council met for its regular meeting on Monday, October 6, 2025, at 6:00 PM. All eight council members were present (Dr. Farnham absent). The meeting included a special breast cancer awareness pledge, several public hearings, and action on multiple ordinances including annexations, rezoning, code amendments, and contracts.
Good evening and welcome to the Joplin City Council regular meeting on Monday, October the 6th, 2025. Mrs. Nosh. Eternal God, as we begin another meeting of the Joplin City Council, we ask that you invest in this body your strength and wisdom to fortify us and guide us so that we may enhance the prosperity of our community and improve the quality of life for those we serve. Amen. Amen. Mrs. Carlin, I believe you might have some special guest for us this evening. I might. You might just maybe. I think pink is a theme here. Normally I would do this from the podium, but this evening, we wanted to bring to your attention that October is breast cancer awareness month. And so I've asked some of my sister breast cancer survivors to join me this evening in leading us in the Pledge of Allegiance. Now breast cancer still remains the most common cancer in women today. And according to the American Cancer Society, one in eight women will be diagnosed with breast cancer in her lifetime in the United States. In 2025, an estimated 316,950 women and 2800 men will be diagnosed with breast cancer. Now you can support worthwhile groups in our area, such as Help for You Breast Cancer Foundation, which some of their board members are with us this evening, and other organizations that do provide services for women. But you're going to see pink everywhere in the month of October. And so I just want you to, when you think pink, to remind yourself to do your breast exam, your self-exam. Get your mammogram if you haven't done that. Think about those who have gone before us and didn't make it. And think about your friends who have survived. They're here to help you navigate the way and get services for you if you need them. Happy October. Please join me in the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands. If you'd please join me in standing and applauding these brave women that have come to our chambers tonight. Yeah. And the hope for you race that's coming up, not this weekend, but next weekend, Sunday afternoon. I'll be delivering the invocation at that. So I look forward to seeing you all there then. Thank you so much for coming tonight. Roll call. Mr. Bard, present. Ms. Carlin. Present. Mr. Koppel. Present. Mr. Ditarr. Present. Dr. Farnham. Mr. Jackson. Present. Mr.
