The Joplin City Council held an informal meeting on November 3, 2025, beginning at approximately 5:15 PM and transitioning to the formal council meeting at 6:05 PM. The agenda featured two major items: an update on MoDOT projects by Project Manager Craig Switzer and a presentation on dispatch staffing improvements by City Manager Mr. Edwards. Council members discussed project timelines, safety concerns, and a package of short-term and long-term measures to address a critical staffing shortage in the dispatch center.
Good evening, everyone, and welcome to the November 3rd informal meeting of the Joplin City Council. We have two items on our agenda this evening, and we will start with the MODOT project updates. Come on down. We just nibble weed on back. That's okay. I bite back if I need to. Okay. Thank you, Mr. Mayor and Council for having me here tonight. My name's Craig Switzer. I'm the project manager at Modot that covers projects in this area. I actually cover McDonald, Newton, and Jasper and some of Barton County projects. And my my responsibility with the ModOps to oversee the scope schedule and budget of all the projects under my oversight. And I am the engineer of record for the in-house design projects and I oversee the or uh administer the consultant contracts. So uh I was uh I was last year on January 16th of 2024. So again, thank you for having me here again. And first I'd like to give you an update on some projects we completed in 2024 and 2025, and these projects are for the Jatsu area as you can see on the the map up there. It's the the pink outline in the map. So not only the city of Joplin, but also Webb City and Airport Drive and Carl Junction, some of the other surrounding communities. Where do I point it? There we go. So uh starting out a project that was completed in uh in the fall 2004, or a resurfacing on Route 171, uh which is also route uh 40 or uh Route 43 for resurfacing on Route 43 from 160 in Barton County down to 171 in Jasper County just north of the roundabout there at Airport Drive. Let the project in November of 2023 completed in fall 2024, uh three and a half million dollar project. Second project was uh a small smaller project, 330,000 to replace traffic signals at the intersection of Main Street and Fountain Road, just north of the city limits of Joplin. That one let in May of 2024 completed in fall of 2024. Next project was uh a single project, the two separate intersections, rangeline and newman road. We did some intersection improvements, realigned some islands, did some signal upgrades and lighting upgrades at that location, and then the intersection at uh main street and 34th down in Newton County. We added some offset turn lanes, added a northbound right turn lane, did some lighting upgrades, did some drainage improvements at that location. That project was let in May of 2024, completed in the fall of 2024, $817,000. Next project was the intersection improvements at Rangeline and 15th Street. This was a Joplin and Modot cost share project. So let in July of 2024 just finished up here last month. Uh million and a half dollar project, uh adding turn lanes, an additional through lane westbound and the signal improvements, lighting improvements, and uh pedestrian facilities. Our next project completed in the summer of 2025 bridge rehabilitation of the westbound I-44 bridge over Main Street. Uh that one left in March 2024, completed summer 2025, a 3.1 million dollar project. And then the last project completed here recently in the summer of 2025 was an emergency bridge repair. The David Drive Bridge over I-49 at down in Newton County. It was it was hit by an individual hauling excavator. We did some serious structural damage to that bridge. So that was an emergency uh repair project 349,000. So as you as you can see, we've we've uh completed a lot of projects the last couple years. Um 9.6 million dollars of projects completed within or partially within the JATSO area, and of that 9.6 million, 8.9 million of those were uh within or adjacent to the Joplin city limits. I'll move on now to upcoming projects for the year 2006. The first one I'll highlight is relocating Davis Boulevard, and uh that that'll go from the existing Davis Boulevard over to Stevens Boulevard. The first one I'll highlight is relocating Davis Boulevard, and uh that that'll go from the existing Davis Boulevard over to Stevens Boulevard, so it'll be uh relocated about a block to the east, and then tie in there at the existing Stevens Boulevard with a signal to be constructed on 32nd Street. That project was led on May 16th, 2025. Construction start dates approximately March 15th of 2026. Uh expect to see some tree clearing over the winter months, but they won't really get started with the the serious earthwork until uh March. And the completion date on that is December 1st of 2026. That's a 2.9 million dollar project.
