The next item is the council work session on the municipal detention and rehabilitation initiatives.

Councilman, I'm just going to start really quick while the staff comes up.

I'm pleased to be joined by my colleagues at with general services, of course, with our corrections division.

This presentation that we're going to do just will highlight the community corrections and rehabilitation center, the KCPD central booking facility, the early planning for the and the early planning for the community resource center.

These are these projects are foundational to the city's broader vision for public safety and community well-being, and they represent a collaboration of multiple departments committed to a delivering a safe, functional, and forward thinking facilities.

And we appreciate all of your leadership on this important issue.

Thank you very much.

With me is uh Roxana Reyes, City Architect, and then Megan Case with the municipal court.

We're gonna go and start with the uh community corrections and rehabilitation center.

Uh so we actually did a we're doing a design professional and the construction manager risk approach.

So we did a design professional solicitation.

The RFP is closed, and we're in final selection, which will be done of this month, May of 2025.

Uh so the next step is actually currently open.

We have a construction manager risk or CMAR, which is actually out.

The RFP opened the 29th.

We have a pre-proposal on May 20th, and that will close on June 5th.

So once that closes, we kind of go into we have a public bid opening two weeks after we do a technical proposal, and then we actually do a public bid opening with the construction prices, and then we kind of go some of it's kind of negotiable after the fact once we start doing design of the uh rehabilitation center.

So uh Roxana's gonna show a little more uh detail about what we're kind of planning to do with this solicitation.

So we've been working with um one of our on-call design professionals to put together a concept, some concept diagrams, and uh to finalize the space planning and to take that and kind of turn it into what our vision of the building is.

We've been working with Megan Cakes and her team.

Um so uh this here is a conceptual floor plan showing the different pods and kind of the flow of how um detainees would be um moved through the space.

We also had our on-call um architecture team do some renderings of how we would see the um facility looking.

So um this is a vision of how the main entrance would look.

We also have a uh like a aerial looking east from Ewing Avenue, and that that would kind of show the the the small campus, and then another view looking um looking north, uh looking from south uh from 40 highway.

Our next project in this um in this presentation is uh for the KCPD central booking.

That's the project over across the street on the eighth floor of KCPD headquarters.

We are currently working with our uh design professional and um contractor.

Uh they're both engaged.

We're doing this also as a CM at risk project, which means that the contractor is pricing it along with our design professional.

Uh construction documents are ongoing, and um, we're expecting to finalize our guarantee maximum price, the GMP in September, and get through um uh do come for an ordinance in probably October and start construction then.

We're looking at about a 12 to 16 month time frame for that one uh for construction of that.

Um the last one, uh a little less fleshed out than the other two, but uh the community resource center.

This one um we are working towards finalizing uh design professional solicitation, and um we'll be circulating that for input um from some interested parties here.

Uh so we're hoping to get that out in the next week or so and then uh make a selection on that in summer.

Uh we don't quite know what the RFP date will be for um a construction manager at risk RFP yet.

The uh community resource center, we're anticipating it to be about 65,000 to 85,000 square feet based on a 2022 study we did on this uh facility, and it'll be located in the vicinity of municipal court and that is all I got.

Right.

Um we are going to move into the work section, worse work session part of this, I guess.

And um I I guess we'll open it up to questions about either of these three um projects.

Um Madam Um member, uh I'm not sure what the title is uh right there in that chair.

Um one thing that uh I want to make sure we're keeping an eye on because we agreed to do it, was work with the county to build uh a playground area that families um with children at both facilities would have access to while they were visiting.

And so as we're doing this, can you make sure we reach out to them and figure out how and where we we build that now that we're talking design stuff and all that?

We've been including that in our planning studies.

We we left it off of the rendering just to not confuse people if this got out because a playground in front of a detention center might confuse people, but um yeah, we we're aware of that request and we have it in our in our program.
