As we mark the close to Hispanic Heritage Month on October 15th today, we mark uh the work and collaborative efforts of artist and designer Jose Garza, who designed the Hispanic Heritage flag, which uh Councilman Ray and myself has sponsored this action to make this flag the official flag for Hispanic Heritage Month here in the city of Kansas City and authorize the city manager to fly this flag.
