Kansas City Council Meeting - May 15, 2025

The Kansas City Council met on Thursday, May 15, 2025, at 2:00 PM in Council Chambers. The meeting included special actions recognizing public works, ALS awareness, Literacy KC, SEIU janitors, National Police Week, and the 100th birthday of Malcolm X. Councilmember Curls provided statistics: ALS is 100% fatal with life expectancy of 2–4 years; incidence expected to increase 70% worldwide by 2040; veterans twice as likely to develop ALS. Jennifer Robb, representing 300 ALS patients in the metro, spoke. Adopted unanimously.
• 250410 - Literacy KC 40th Anniversary: Congratulated Literacy KC on 40 years of service. Councilmember Robinson highlighted the impact on adult literacy. Yolanda Walden accepted. Adopted.
• 250412 - SEIU Support: Supported SEIU Local 1’s appeal for living wages and benefits for janitors. Councilmember O'Neill noted poverty rate of 15% (above national 11%) and housing costs 38% higher since 2020. Chris Rack, SEIU Vice President, thanked the Council. Adopted (10 ayes, 1 excused, 1 out).
• 250413 - National Police Week: Recognized May 12–16, 2025, as National Police Week. Councilmember Willett noted that over 150 law enforcement officers die in the line of duty each year. A KCPD representative accepted. Adopted.
• 250414 - Malcolm X 100th Birthday: Commemorated Malcolm X’s 100th birthday and honored three community organizations. Councilmember Duncan spoke. Melissa Seville, Poet Laureate, spoke on behalf of the organizations. Adopted.

Public Comments & Testimony

• Jennifer Robb (ALS patient) thanked the Council for declaring ALS Awareness Month, noting ALS was first diagnosed in 1869 and remains underfunded.
• Yolanda Walden (Literacy KC) thanked the Council for recognizing adult education.
• Chris Rack (SEIU Local 1) thanked the Council for the resolution, noting SEIU represents 800 janitors in 150+ buildings in downtown Kansas City and begins contract negotiations on May 28, 2025.
• KCPD representative (two generations of KCPD) thanked the Council for honoring law enforcement.
• Melissa Seville (Director, Real Academy/Kansas City Defender) spoke on behalf of the three organizations honoring Malcolm X, urging the Council to use their voices for truth and justice.

• 250393 - Modular Jail Feasibility Study: Resolution directing the City Manager to research and evaluate a temporary modular jail facility with central booking. Councilmember Rea (for Councilmember Bough) noted the study would address costs, location, and size. Adopted (8 ayes, 3 excused/out).
• 250396 - Vacant Land Activation Initiative: Resolution establishing a coordinated strategy for transforming vacant land. Councilmember Patterson Hazley highlighted the comprehensive approach. Adopted unanimously (11 ayes).
