So we get a chance to celebrate someone who is very special, not just for Kansas City, but for Visit KC, and is one of the few people in this entire community who can say that they have generated billions of dollars of economic activity.

And that is Denise De Giulio.

She started at uh Visit KC back on November 11th, 1985.

So usually we talk about how people's careers may be older than Councilman Willett, but uh she may cover just a few.

So she began her remarkable journey way back when, and she will celebrate her 40th anniversary at Visit KC this week.

She has witnessed and contributed to the transformation of Kansas City from a dormant downtown to a vibrant, bustling urban core.

And any of us who have been in and around downtown Kansas City for the decades since you started, recognize that you were doing really great work selling some things that weren't always easy to sell back in the 80s and the 90s.

It is estimated that since November 11th of 1985, Denise has booked over 1,000 events to Kansas City, welcoming nearly 2.3 million dollars, 2.3 million attendees, which accounts for more than 2.75 million consumed room nights.

And we will note that she has been part of bringing incredibly notable groups to Kansas City.

Any long-term Kansas citizens remember the future farmers of America.

We've also been blessed by a number of VFW conventions, the American Legion, and countless others whose presence has enriched our city's culture and economy.

Denise has supported nine different chief executive officers from Jim Hutchinson to present day Kathy Nelson and countless sales leaders during her tenure, adapting with grace, professionalism, and unwavering commitment to the mission of visit Casey.

I'd also note probably since 1985, she has worked with dozens of city council members, a few mayors, including Councilman Emeritus, Jerome Riffle, Councilwoman Emeritus, Heather Hall, and so many here who are with us today.

So Denise, one of my favorite things about her is if you ever happen to be on a sales pitch with her, there is really not a stronger professional.

She knows everything you need to know about Kansas City.

She knows industry trends.

She has a dynamism that is nothing short of exceptional.

And by the way, we're celebrating her 40 years, but she is not slowing down.

We expect to have another celebration of her in 10 years.

We hope you stick around with us for a good deal longer.

So, Denise, thank you for your years of service.

Really, not just to visit KC, but really to Kansas City and this entire region.

Thank you for making sure we were on the map at times that maybe our facilities weren't all the way we needed to be.

And thank you for being central to the resurgence of Kansas City and the fact that everybody is excited about stopping through.

So I had the opportunity to serve on the visit KC board for four years.

But I mean, visit KC is such an important part.

And I don't think we give enough credit to how important this organization is as the as the marketing arm of Kansas City.

Everything we do in Kansas City starts at Visit KC.

When we invite, when you guys go out and win contracts, and we get these uh various conventions in here, and they see Kansas City through their own eyes instead of you know what you're selling them, they always want to come back.

And and I I'm just thrilled to be able to honor you for giving 40 and your husband for giving you to us for 40 years.

I'm assuming it's your husband.

Your husband and the boyfriend, whichever.

But we I really want to I want you to know how much it means us and all of the uh your family and everything, how much you've met to this city, and thank you so much.

On one point, I do want to note um the family, thank you so much.

Many of us remember going to our parents' place of work and all of that, and I hope what you see today, whoever the children are and others, but uh I hope you see today her impact on this entire city and how much your mom really matters to all of us.

And uh I never really thought I would be anywhere for 40 years.

Um, but time really has flown by, and I think it flies by when you have such a passion for what you do in a city that you love, and you're surrounded every day by really great colleagues, which many of mine are here in the audience today, uh, as well as uh a great community.

So when I first started um selling Kansas City in 1985, I like what you said.

If you think about it, um the Radison Mulebach Hotel, the original Radison Mulebach Hotel was open.

Uh it was just getting ready to shutter.

Um the convention center was about a fourth of the size it is today.

Um, and if you wanted to take a client out to dinner downtown, you went to the Italian gardens.

I mean, that was really, you know, it and when you think about what this city has done in the last 40 years, it's pretty remarkable.

And I know it's because of many meetings in this chamber that many of those things have been possible.

So I just hope that we keep up the momentum.

Uh, this is a great city to live in.

It's a great destination to sell, and it's been my privilege to do it for 40 years.

It is my honor to stand here to recognize David East Ends on his retirement after 26 years of dedicated service to the city of Kansas City.

Mr.

Sims began his career with the city back in 1991 as a contract employee with Street Light Services, headed by James Lee.

Because of his exceptional work and plan review, he was hired as a city employee in 2000.

He worked over the years to upgrade uh city street lights through the streetlight project with Kent City Power and Light and custom lighting services, and more than 90,000 street lights were upgraded and newly built into the system.

After completion of the design phase, Mr.

Sims was then moved to construction to assist with inspection and installation efforts and served in this role for more than 20 years.

Mr.

Sims has has was also asked to assist with snow removal efforts, and we know uh how challenging that that has been.

Uh and he has spent several years in inspection of snow contractors.

And I just have to say, when I asked Mr.

Sims what was he planning to do after retirement, he said I want to come back and work on snow.

So he wants to, he still wants to continue to serve this city.

So hopefully we will uh be able to use your services uh in the next snowfall.

I want to thank Mr.

Sims uh for your continued service and your wife for your sacrifice uh and your commitment to the residents of Kansas City for 26 years and wish you all the best in your retirement.

It is my honor today to take a moment to acknowledge the people in our organization who make Kansas City a better place to work every single day.

When the equity office was established with the appointment of the city's first chief equity officer, Ladonna McCullough, one of its priorities was to strengthen the city support for ERGs.

While the original ERG policy was uh established under the AR or Administrative Regulation back in 2018, and it was revised in 2021.

The equity office led a comprehensive update in 2023 that expanded the regulation to include formal oversight, budget allocations, leadership certification, and professional development opportunities for ERG members, including through partnerships with organizations such as the ERG Leadership Alliance.

Under the Chief the Chief Equity Officer's Oversight and the Equity Office's oversight.

Our ERGs have grown from two to five active groups, with the sixth one now pending approval.

The Black Women's Leadership Council is pending approval.

The current ERGs include Asset, KC Proud, AGP LGBTQ, Vamos KC, the Environmental ERG or ECO, and VC, sorry, KCVC, the veterans ERG.

I want to just state specifically that you all give your time, you give your voice and your creativity to build community across departments, and you help lift the concerns that might otherwise go unheard.

You open doors for professional growth and you remind us that equity is everyone's responsibility.

So it's not just checking a box.

I got a little ahead of myself.

For those of you who don't know, the Stowers Institute is home to incredible research here in our city, doing that each and every day.

It happens to be, I feel lucky that the Stowers Institute is in the 6th district, and they are celebrating 25 years of solving, researching, cancer, and everything else under the sun.

I'm sure Alehand Alejandro can say it uh better much better than I can.

Um, but I've had an opportunity to be there, and the work that they do changes lives.

Um, it it changes the course of how we deal with with uh diseases and and the human body.

Um and I don't think that many people understand that that research is happening.

World class research is happening in our city.

Um so it gives me great privilege uh to stand and to recognize the Stowers Institute um for their extraordinary vision, um, which has allowed Kansas City to be a place for world-class research, groundbreaking scientific discoveries and biolog and biology, advancing knowledge in areas such as neuroscience, regeneration, diabetes, cancer, infertility, and so much more.

Um, and so the Sowers Institute is celebrating their 25th anniversary on November 14th tomorrow at the Stowers Institute.

And uh thank you so much, um, both of you for all for leading this incredible effort and for for making world-class research here in our city.

I want to thank you, Mayor Lucas, uh, for um this opportunity.

I want to thank the council members, particularly Jonathan Duncan and uh our fellow representative here for this recognition.

Um this is uh very unusual for a scientific institution to be able to stand in front of all of you.

But I think when Jim and Virginia Stours decided to donate their personal fortune to establish a world-class biomedical research facility, the best scientific minds in the country at the time praised their vision.

Uh but they raised one concern, a really important concern.

No one believed that this endeavor should be built here in Kansas City.

Um instead, uh what they wanted was to establish this institution in one of their institutions somewhere on the coast, East Coast or West Coast.

Um but um Jim and Virginia knew something those minds uh really did not know.

And that something is something I suspect most people in this room know very, very well.

Uh, when you live in Kansas City, which I've done now for almost 15 years, and when you are from Kansas City, you want the best in the world to be right here in Kansas City.

Uh, we know the best is possible right here in the heart of the country.

It can happen here.

You've been seeing it, and it's happening and will continue to happen for decades ahead.

But for the past 25 years, our institute has proven our founders right, and today we celebrate a quarter century of discoveries.

At the Stowers Institute, as um Representative Duncan mentioned, we do a studies on a wide range of research areas that we hope will benefit uh humankind in the years ahead.

We work on areas of regeneration, molecular and cell biology, neurosciences, and more.

Right here in our city, we have explored chromosomal biology that have helped us identify causes of congenital diseases.

We have identified local environments in our body, the stem cell niche, that we know is being hijacked by leukemia and other diseases and provides an opportunity for us to invent new therapeutic interventions against these disorders.

We establish a number of organisms that uh do remarkable things that we hope to emulate.

Animals that actually lose their eyes and then they grow them again from scratch.

Wouldn't it be great if we could do that here?

Um and we also study remarkable genetic capacities of other systems that we hope will help repair uh hearing loss that happens as we age.

And those are just but a few examples of the many other discoveries that have taken place in our city for the past 25 years.

Now, these discoveries um propels us into the future, asking the same question that motivated both Jim and Virginia.

And these questions of what if?

What if the solutions to life's greatest um problems are right in front of us?

If only we take the time to look closely, deepen our understanding and contribute our knowledge to the common good.

At a time when scientific community is facing many unknowns, the Stowers Institute is uniquely positioned to continue our research thanks to Jim and Virginia's Nobel Funding model, which really distinguishes from other research institutions in the world, which is in partnership with American Century Investments.

Forty percent of their dividends each year come to the institute to support our science.

This is unprecedented and a unique model that only exists here in Kansas City.

So the Star Wars really is living proof that generosity and not greed is a creative force for growth.

More than 500 people in daily pursuit of solving life's biggest mysteries, motivated by our founder's sense of discovery, innovation, and hope for the future, are here working day in and day out.

Something science has always offered to an ever changing world.

Hope.

So it is my honor uh to join you today in celebration of our community, not just our institute, but our common work.

And in great gratitude that uh we get to carry out Jim and Virginia's vision right here in their hometown of Kansas City.

Mayor, it is uh my great pleasure to introduce this uh special action for Big Sonya.

Um I uh the last uh six years I've been on the council.

Uh the first four of those years, I had the opportunity to sit next to my colleague Heather Hall, who's in the audience, and she introduced me to Big Sonia.

She said, take this video and go watch it.

And I did, and I realized wow, this woman lives in our city, and she comes uh experienced everything that we've read about in books for the last 50 years, and she was a part of that and made it out, and now a hundred years later, or 80 years later, um 90 years later, she is out still fighting that battle, still trying to keep people in the loop, understanding what happened back in 1945.

Um I do have some things I'd like to say about Sonia Ortowski.

Did I say that right?

She turned 100 years old on November 10th, 2025.

She is a famous, she has a famous award-winning documentary film that centers around her, and it takes place in Kansas City and highlights her efforts to educate the public about the Holocaust and help heal communities through her message of tolerance and love over hate.

The film has received 29 distinguished awards for best documentary film.

Sonia presented her documentary to the U.S.

Congress and was recognized for her inspiring journey and endless efforts to the community.

On Thursday, September 4th, the Museum of Kansas City opened a new exhibit that features a conversational interactive experience with Big Sonia.

And Sonya has demonstrated this unique ability to deeply affect everyone that she crosses pathways, and including myself.

I know that several times she came in our first term, and she was just amazing.

I mean, you guys just gotta be so proud to have a uh niece or grandmother like that.

So I just wanted to bring up for a celebration of this crazily how much impact she had on this city, and thank you so much for keeping her here in Kansas City and uh what she's uh what she's done for this council and thank Heather for everything she introduced me to this.

So thank you.

I'm the director and producer of the film Big Sonia, along with my husband Todd, who is here as well in the leopard print hat.

And we just wanted to s extend our gratitude to everybody here, especially to Heather Hall, who's been with us since the very very beginning, day one, and also to the Museum of Kansas City, who has this amazing installation right now.

It's AI, it's new technology, and I hope that everybody can go and visit Sonia yourself at the Museum of Kansas City.

at the Glenwood Arts Theater in Overlin Park, Sonia's hometown movie theater.

Um the World World Day of Remembrance for Road Traffic uh victims uh is a sort of a somber and uh sobering reminder of the of the toll that uh traffic violence takes on uh Americans every year.

Uh about 40,000 people every year die from traffic crashes.

And uh here in Kansas City last year, 94 people lost their lives to traffic violence.

Uh we as a city and as a body have committed and recommitted ourselves to Vision Zero, which it really aims at eliminating serious injuries and fatalities on our city streets.

Uh we we are fortunately better off this year than we were last year, but yet last year being one of the all-time highs is a really not a great benchmark.

Um, but we continue to work hard in order to change street design and uh and and launch enforcement and and education and other things to ensure that we continue to work towards the goal of of zero fatalities.

Uh the World Day of Remembrance serves as this crucial opportunity for governments and those working in road safety to demonstrate the scale and impact of road-related deaths and injuries uh and advocate for immediate and concerted action to end this public health crisis.

So we're thankful that November 16th, which just happens to be my birthday, uh, this year as World Day of Remembrance for road traffic victims, and uh we'll be declaring that uh here locally in Kansas City and uh thank for thankfully by Walt Casey is here to receive this and uh continue to work amazing work that they do in order to uh move us in the right direction and help move the needle on on traffic safety.

David joined us two years ago when we honored the Northland Community Cleanup Group, so he was in this very chamber, and now we're joined by some loved ones, including his parents, um uh Joe and Pam.

Uh David has generously devoted time, talent, and heart and service to his neighbors, to those who are less fortunate and to the glory of God.

His volunteer service includes more than five years with harvesters.

He volunteer his volunteer commitment included three years supporting the Platt County meals on wheels by preparing meals and serving up as a backup driver.

He helped for five years one Sunday monthly at St.

Mary's Soup Kitchen.

David assisted four years at the St.

Vincent de Paul Food Pantry and has initiated in his initiate uh includes Times as a coordinator of the St.

Teresa Chapel.

David participated in the Northland Community Cleanup, whereas where I got to meet David and do a couple of cleanup um sessions with him as he would go out and find uh the most interesting objects, we'll say to do the least.

We we had a competition at the end of a cleanup, and whoever got the most interesting item, and let's just say there's some things I can't say on uh channel two.

Um he led the chapter of uh the local chapter of Catholics in recovery at St.

Teresa Parish.

David's consistent and humble service, uh exemplified the highest ideals of compassion, stewardship, and served as an inspiration to others.

And I want you to know that we uh have profound gratitude for his service, his spirit lives on, and we admired David's years on this earth as a dedicated volunteer service, and he is a uh fulfilled his commitment um to others.

Today we declare next Tuesday, November the 18th is National Injury Prevention Day in the city of Kansas City, Missouri.

The city is committed to creating safe environments that contribute to our children's safety and well-being.

The success of this mission is due in part to committed individuals and organizations working to empower diverse communities, regardless of cultures, beliefs, and lifestyle, to make their community safer.

Injuries are the leading cause of death and disability to U.S.

children ages one through eighteen.

Hospitals, city agencies, community organizations, and other partners are crucial in promoting safe practices to reduce those numbers.

Many childhood injuries, such as injuries from scalds and burns around the house from cooking in the kitchen, baths.

Most of these can be prevented.

And thanks to folks at Children's Mercy, Charlie's House, the Health Department, the Fire Department, Police Department, the injury free coalition for kids, we keep these kids safe.

But I I think a lot of people here know that my wife works at Children's Mercy, and you know, we I can make a joke about how many times we've been there for our kids when they've been hurt.

Uh but is it but it's really not a joke.

The reason, and I don't think people realize that you know the city of Kansas City for being a mid-sized city.

We have one of the best children's hospitals on the planet right here in Kansas City, and we're also most people in this room are parents.

We're also lucky for that.

But it's not just children's, it's all of the other organizations in the city that work together to keep our kids safe.

So if um for example, you wanted to rent out space in your home, you would be able to do that and uh have a $50 fee for that 90-day time frame.

Uh in terms of um the um non-owner occupied.

No, in terms of the accountability enforcement enforcement question.

Uh so when staff was developing this, they worked um collaboratively with the Airbnb, uh, work with uh neighborhoods, uh the neighborhoods department did uh aggressive public engagement and ultimately their process will be that um they will monitor through Airbnb the reports that they get through Airbnb because one of the questions we had a committee was how will we ensure that they stop after 90 days?

And so that is one of the things that they will do because they'll have a uh their license will be for shortened time frame.

Staff did not indicate that they need additional staff uh during this time frame, um, and so we didn't address if they need that because they didn't request it.

Um I felt there's a I felt like I was not uh I did not have the information to do a to still understand where we are with building a permanent jail.

So I'm asking the city manager to come back to us, and I would add that I would like to add 60 days to this so that the city manager will be back to us in 60 days to tell us, give us all the cost and estimates for both locations that we've all talked about, whether it's 40 highway or the tow lot.

Um to me, I feel like we've all talked about 75 million to 250 million dollars, and I don't feel like I'm comfortable enough with the numbers to really make a decision on this.

So I think having the city manager come back with a complete and accurate description of what we're going to be getting regardless of each location, but what we're going to be getting, and that's important, I think, to all of us.

And I think based on our conversation in close session, this is something that I think most of us agree with.

So that's why I'm bringing this to the floor.

I just I still object to it and and let's not treat this like we're moving forward.

I don't know what the actual jail looks like.

I don't have any idea whether we're building a 220 million dollar jail or a 75 million dollar jail.

And I think it's it's criminal if we do something without looking at both options.

And I I am very I've been doing this for seven years.

We've been trying to get this done.

So asking for 60 days, I don't feel is going backwards.

I feel like it's we're gonna get this done, and we're gonna have that temporary that modular facility, uh, detention facility done before we'll cup, and in 60 days, I think we'll have uh an opportunity to finally say, okay, we're putting together a jail.

And I I would be this is something I've been dealing with for six years, and and I get it.

It's it's nobody wants to defer this, but I want to do it right.

And look, if we can have if we can get this at 75 million or 100 million dollars, and we can save 100 million dollars, that goes a long way to putting a new fleet on the floor on the on the on the streets with the police.

It goes into putting a new central patrol, it goes into that public safety sales tax can be used for the CRC and all the other things that we really need.

So 100 million dollars is worth 60 days to me.

If I councilwoman, we'll go councilwoman French real quick, but remember the okay.

Um we went through an RFP process to award a design contract that selected trainer back in May, end of May, uh for the permanent facility.

Uh the proposed timeline and schedule on that had us selecting, getting an ordinance contract, having that all negotiated and presented to the council by August.

Um, and that would have given us the design contract, and then we started looking uh shortly after that at the construction side.

Um those interviews have been completed and deliberations have not occurred.

That meeting has been delayed twice, and so I get what you're asking for, but there's no one in this room that can argue that we're not delaying this process.

We were supposed to approve this RP back in back in May, and it has not happened.

Um so I hear you, we all want to get it right, but there's no getting around that this thing is being slow walked and we're not making progress.

And I'm I'm gonna continue to point that out until we stop spinning our wheels and make some decisions on this thing.
