Honoring Michaela Mays on her retirement after 32 years of dedication to the city of Kansas City.

Colleagues, it is my honor to recognize Michaela Mays on the retirement after 32 years of her of dedicating her life to the city of Kansas City.

She began her career with the city back in 1993 through 94 as an equipment operator in wastewater and served as labor leader pipeline from 94 to 98.

She was promoted to General Supervisor Pipeline in 1998 through 2006.

She was awarded as woman's first award winner as the first black woman general supervisor in the water service.

In years 2006 through 2014, she was engineering technician lead three in public works.

She moved to the water department to serve as the customer service supervisor and administrative officer in dispatch division for 15 years.

She returned to public works as principal engineering technician to complete her final years of service.

And we are so grateful to have the opportunity to recognize Miss Mays for 32 years.

That's a long time, a long commitment.

This is her baby sister.

So I tell you, service runs through in the family for sure.

So Miss Mays, we thank you so much.

Well first, I want to give honor to God for allowing me to be here on this day and for me to work the 32 years of service.

Because if it wasn't for him, I wouldn't be here.

Because I was at work for a lot of hours working in pipeline.

And my children are younger that age.

They're grown now.

And they they respect it and they honor it.

So I wanted to thank my father.

He's the one who encouraged me to come to the city.

He's a retired employee from the city, he's no longer here, but he worked as a mechanic in the garage at 18th Street of the Water Department.

So if it had not been for him pushing me, I wouldn't be here.

I would probably still doing retail work, driving the school bus, because that's what I was doing.

He said, What are you gonna do with your CDL?

I was like, Oh, okay.

He said, go put an application up with the city.

So I put my application with the city, and lo and behold, I got my phone call, and they was like, hey, are you still interested?

I said, sure.

Didn't know what I was getting into because I never done any labor work before.

But here I am 32 years later, with even going through all the adversities that I've been through, because as you all know, back in the 90s, women didn't really do that type of work.

So I had to deal with the adversity from people saying you wasn't gonna make it, you're not gonna amount to nothing.

And here I am 32 years later, and I pray that through all of my years of service that all that I've done helped somebody else to encourage them that they can stay and do what they want to do.

If anybody try to tell people when I went to my retirement party, I said if anyone offers you training that has nothing to do with your job, take it because it benefits you in the long run.

Because I would have never thought that I would have finished my career as a principal engineer tech, but with all the years of services I've done from water, working with general services me, working with mapping systems, replacing water mains, uh picking up bowels and throwing them on trucks, the whole nine yards.

I've learned how to run a back hole, I've learned how to do crane trucks.

All right, I've learned how to put hydrants in, and then on top of that, I've learned how to do concrete work and learned the importance of an ADA round.

So public works clinched it for me with giving me the extra knowledge that I didn't get the first time to let me know about not only think about me but think about the city as a whole when I'm actually out there looking at a street, a sidewalk that's blocked, or 88 that might be blocked.

They gave me that extra to think more about my city.

So I just want to thank you all.

I've enjoyed every day and every minute of it.

I've had my ups and downs, but through the family that I've come from.

I got a strong background in my ethic with my mom and my dad and my sisters and everybody, then I was able to withstand everything that came my way.

So I thank you all very much.

Hanukkah starts this Sunday evening, I believe, or Sunday, the first night.

Someone will correct me.

Actually ends up being Monday night, so you would light the candle on that first night.

This allows us to just have that ceremony and continue on with this tradition along with many of the other ones that we cherish in Kansas City.

Um this resolution was brought to us by our colleague uh council Councilman Willett and perhaps another one or two, but maybe it was Councilman O'Neill as well.

I can't remember.

Uh apologies for that, but basically, this is uh directing the city manager to reach out or work with the other communities in the region to make sure that our energy conservation codes are sort of in line with uh kind of the average of the of the rest of the region.

There was some discussion about 2024 IECC codes coming out uh uh or already out and in review for many cities, and so bringing in some of those as well was also discussed.

Um and the neighborhood planning development recommended uh advanced city pass.

I'm sorry, uh Councilman Bunch that I I missed that portion of the committee.

Um I know that our colleagues in Kansas over in Overland Park are looking at IECC 2024 and adopting those.

Um when we say that we're going to bring in line and review, are are we talking about um moving forward with with 2024 or is this just a holistic approach to say what is everyone doing and and how close are we to our partners?

Yeah, I don't think that this was uh in any way declaring that the 2024 codes would be the ones that we would adopt.

It was simply what what is sort of the aggregate of the other communities of versions of their energy conservation codes.

Um I would defer to the the resolution sponsor, but that's all to say that and and I'll be clear that I I've I voted no in committee on this particular one, and I um so I'm simply reporting out, but for kind of the details or the intent, I would uh I would defer to the the sponsor of the resolution.

Um but I would say that any further updates revisions to our energy codes would would be a next step.

So this that whatever the you know whatever the city manager's delegate comes back to us with would be something that we would then review.

Um I think there was also discussion around changes to the codes from 20 the 2021 to the 2024.

Um that I think there was I I don't know this for a fact, but it was discussed that some of the some of the revisions that actually have been rolled back from the previous ones into the new ones.

Um so but I can't I can't educatively comment on that.

Um I think what I would what the reason for my no vote was that we do have 2024 come out and under review by many communities in this in this region.

Um I would like a comprehensive conversation around those since there was a lot of discussion around the original uh when we adopted the 2021 code just a few years ago.

So uh but I would defer to the resolution sponsor for more detail.

And I'll add I'll I'll add just uh comment uh because I I made the recommendation to add in the 2024 IECC codes, and it was really based upon uh conversation that councilwoman French added to the discussion about the fact that there are so many other municipalities in the region that either are have already adopted them or are looking at that, and uh ultimately what I was requesting uh was that the staff provide us with that some information about that more detailed information when they make these recommendations so that we will uh just be more educated and and informed about what's happening in the region in addition to how 2021 compares to 2024 uh because we're hearing that there's some rollback in some of the 2024, and so being able to provide us with some information.

They did indicate that 45 days is not enough time to give a thorough detailed line item report, but they could at least provide us with some general information, and you know, at that time they'll they do when they're when they give the recommendation, then they'll let us know what what additional time they need as we provide additional guidance after 45 days.

I think you summed up pretty well.

I just wanted to make sure um through conversations through committee that we were really looking forward to 2024, that this wasn't a reason to look back and go backwards.

That there were a lot of um municipalities within the region and county Johnson County themselves are trying to work with Kansas City of Leeward with Overland Park, Overland Park is looking at um within quarter one looking at the 2024 codes, uh the city of Shawnee is already passed the 2024 codes, City of Independence has already passed the 2024 codes, the city of Westwood has already passed 2024 codes.

Um there are the you know neighboring cities in the Northland that also want to work with Kansas City and be in a line so they want to be part of these conversations.

So as we move forward with the city manager and having these conversations and developing all this research, um, they want to be involved in those conversations as well.

And I just think it's it's great that we move uh collectively as a region so we can all develop you know sustainably and um and not hinder any development within one city or the other, and I want Kansas City to be able to thrive and be able to develop and um do that sustainably.

So I just want to make sure that we are still looking to 2024 and the city manager knows that there is um a lot of research out there already.

I've gotten some um of those reports sent from the city of Shawnee that they just recently passed in November that it has along to you as well.

Um the um I'm trying to think of the organization um that Universal Universal Universal, but the the nonprofit organization, I can't think of it right now, but um to go and work with um our uh public schools to provide them an opportunity to um to have a venue but also to learn additional um um jobs that are associated with the music industry and the and the arts.

Um I think I already said finance publics and safety finance, governance, and public safety reviewed and recommended advanced and do pass.

Uh Madam Finance Chair, I know there was a committee substitute, and I'm looking at the clerk's website.

I know I thought it was supposed to be in section five where the developer was supposed to actually work with Yes, can see how it's I'm not seeing it in section five.

I'm I'm not reading it correctly.

Uh I have yeah, I've got a copy.

Yeah, the real question will be Marilyn, what is your section five saying in front of you there?

I don't have anything up.

No, we have regular okay, good so I think it's in section nine.

It says um, and including delivery of music education programs with any public school district operating fully within the boundaries of Kansas City.

I was in the wrong section.

Um I just want to say I did provide comment during committee, and I will I will reiterate it here.

Um I think to our to our previous conversation in in business session regarding um future economic uh development and incentive strategies and plans.

Um I think it's important that when we consider these projects that we are being vigilant and what we're giving in exchange to what we're getting.

And I think it's absolutely imperative the developers show up with a clear benefit plan that's not 30 years in advance of future potential tax revenues, um, but what is what is the what is the the benefit that our community is receiving for the tax dollars that we're getting, which is substantial.

The other thing that I think that we too often do is we we only review this TIFF plan and don't take into consideration the additional tax breaks that these projects will receive from other from other incentive agencies.

And so um I will vote yes on this today, um, because I do think it's important that that we do make grand grand.

But we really got to take a strong look at what we're doing.

You know, we have a school bond that passed overwhelmingly because people want to support our schools.

Um that school bond is only for capital improvements, it's not for operations.

And so every time that we decide that we're going to cap these taxes and redirect taxes for 30 years, that is 30 years of additional tax revenue that those that those tax jurisdictions will not receive.

That's a that's a 30-year commitment that we've made for our kids that they will not receive those funds.

And I understand the argument right now at zero.

But we really have to be vigilant about what we're giving and what we're receiving for those very valuable tax dollars.

Uh Councilman Wes Rogers, sorry.

So I would actually argue right now it's not zero but negative because everywhere we go in town, people are saying that safety is the number one issue.

These vacant buildings make our city less safe, that costs us money.

What we're gonna do, and something that I wish would have gotten discussed more when it was presented in committee.

We yeah, there's a 30-year tax incentive here we're talking about, but they're also generating hundreds of jobs.

They're also putting in housing, they're gonna activate grand, like you said.

So you just can't look at this in isolation.

You gotta look at the big picture, and we're gonna turn a negative into a tax-generating property on day one, and I'm excited to vote yes for it.

Um, I think a productive conversation around incentives begins with an accurate accounting of what the numbers are, and and for that reason in committee on Tuesday, I asked the question what benefit in revenue does say the tax and jurisdiction specifically the school district forego if this project does not move forward.

So the current property taxes based on the current assessment and the district's uh increased levy rate for this last year for this property is is uh about eight eighty-two thousand dollars is what this property is generating right now directly for the school district.

What the incentives package and schedule uh provides is that for the first 10 years, the district is essentially held harmless.

So the pilot schedule for the first 10 years is paying out every year that $82,000 figure to the school district.

So at a basic beginning threshold, the district is not losing a single cent.

In fact, I think there's probably a good argument that the district is benefiting from the property not continuing to lose value over the next 10 years as the building would fall into further disrepair.

From year 11 to 13, the pilot schedule changes.

Uh from year 11 to 13, the incentive drops to 75%.

Years 14 to 16, the incentive drops to 50 percent, year 17 and 19 drops to 25 percent.

Uh as that happens, the pilot schedule adjusts and pays out a higher amount, and by the end of year 30, uh we'll pay to the district 12.4 million in total gross revenue and 9.7 million in net present value revenue.

Uh and so to my question to staff uh Tuesday, what will the district forego if this project does not move forward?

That's the number, 12.4 million dollars.

Understood, I think that to Councilman Wes Rogers' point, we do need to look at this holistically, right?

We have a number of projects that are gonna receive substantial amount of TIFF, super TIFF, and then another additional tax increment fine, or excuse me, uh tax incentives on top of that to include the Country Cup Plaza, which I really want to see succeed.

But we need to start thinking about this to Councilman Boo's point and her inner strategy.

What are all the incentives and and tax abatements that we're giving to all of these projects?

And I know that we were doing this 20 years ago, right?

So we were doing this 20 years ago, and we still had to pass a substantial school bond in order to fund the infrastructure for for our for our school districts.

So I think that to say that you know this is this is gonna this is gonna be a boon eventually for the school district.

I I would say the evidence about the school bond would say would say would say the opposite of that.

As a prior school board member who had many conversations about the school bond, I think the reasons for needing to pass that bond go far, far beyond tax incentives and redirected revenues.

I think uh the other thing that I didn't see in this agreement is any type of um investment into the housing trust fund.

I know this is going to produce housing.

I don't think it's gonna produce any affordable housing.

I don't recall the conversation city manager is there a payment going to the housing trust fund I believe there's a payment uh going to the housing trust fund.

Um is Mr.

Stevens 1.7 million dollars.

Stevens, I don't know what the board authorities here, but I mean I think there has been the contribution for the housing trust fund has been done through um through the checker 60 and 68 uh abatement.

Um, Honorable Mayor Pro Tem, the city's current enterprise resource planning system, people soft was implemented in 2004.

And despite multiple upgrades over the last two decades, the system relies on outdated technology that is difficult and expensive to support and limits the city's ability to manage its HR and financial functions.

Uh, this expands the cure violence model, the CBI model, duplicating existing Aim for Peace efforts in addition to an additional high violence neighborhoods.

These partner organizations will receive technical assistance and oversight from the health department, ensuring fidelity to the Aim for Peace approach and consistent data reporting similar to uh the Matty Rhodes CBI partnership.

This investment strengthens neighborhood level capacity to detect and mediate conflicts, engage high-risk individuals, and advance the city health city's public health approach to violence prevention.

Can I just get further clarification on why I guess Ruskin Heights is pulled from this particular ordinance, and then there's potential ordinance to have it on its own for the same amount or so there was uh quit Councilman Curls and I had some questions from the Ruskin Heights neighborhood, and uh so we wanted to just have additional time to discuss that and discuss it in in committee.

I think it's a great program.
