This is an exciting day.

This is the beginning of a new year.

And whenever we have the beginning of a new year, that means that we have another fresh opportunity to prioritize our lives and the direction of our city.

I give honor to all of the leaders of our community.

Your decision affects our life.

And so what a privilege it is today to pray.

And so I want to make it clear concerning the God that I summons today.

It is the God of Abraham, Isaac, and Jacob.

It is the God of this holy Bible.

It is the God who protected me when I was in Vietnam.

It was the God who protected my three sons in Iraq, and the God who protected my other son in Germany, and the God who protected my youngest son eight years in Korea.

It is the God that we serve.

It is the God that the founding fathers of this nation who called upon, who made our nation great.

And so it is that God that I summons today that he would bless our city and bless our leaders.

Gracious Heavenly Father, we come to you now at the beginning of a new year.

We thank you for these precious leaders of our city.

We pray God that you would release wisdom.

May your wisdom saturate this room.

That righteousness and justice and fairness would prevail in our city.

Bless our leaders, protect them, and protect their families, keep them safe, their sons and their daughters and their spouses.

Nick Vassos has been a defining voice of indoor soccer in Kansas City for three decades, beginning his broadcast career during the 1996-1997 season with the Kansas City Attack and continuing today as a play-by-play announcer for the Kansas City Comets who currently play at Cable Dahmer Arena.

Through his energetic and distinctive style, marked by such memorable cause as Ding Dong when a shot rings off the post.

And I think this one's my favorite.

Top shelf where grandma keeps the cookies after a thrilling goal.

I hope you will deliver both of those when you share your comments.

Nick Vassos has become a Kansas City Sports Institution, giving voice to the excitement of generations of fans.

The Kansas City Comets broadcast team led by Nick Vassos was recognized with the major arena soccer league's top broadcast award during the 2022 and 2023 season for excellence in coverage, storytelling, and fan engagement.

Outside of the arena, Nick Vassos has been a trusted voice in Kansas City Media since joining Fox 4 Kansas City in 2002.

As a general assignment and traffic reporter, continue to inform, entertain, and represent our city with professionalism and heart.

And as Kansas City prepares to take the global stage as a host city for the 2026 FIFA World Cup, the City Council recognizes that the passion and commitment of soccer broadcasts pioneers like Nick Vassos have helped lay the foundation for Kansas City's emergence as a world-class soccer destination.

And we do talk frequently with great pride about being the soccer capital of the United States.

We would never have that distinction if it weren't for folks like Nick Vassos who've dedicated their careers to not just enjoying the sport but engaging in the storytelling around the sport and promoting it so that generations will continue to play and uh partake.

So Mr.

Vassos, thank you for all your work.

Well, those who may not know, one of the biggest global questions at one point was is Nick Vassos okay.

All around the world, people were worried about the conditions of our wonderful WDAF TV morning anchor.

But frankly, I think part of that is because so many people care about him, like him, and appreciate him along the way.

We certainly have gotten to know you over the years on television.

And for those of us who've heard you commentating both with the Kansas City Attack and the Kansas City Comets, it brings us some great memories.

The other thing that Nick Vassos occasionally does is you can catch him playing soccer in a celebrity soccer match.

So I hope during the World Cup he takes over the field.

We'll see him at Arrowhead Stadium, we'll score a goal, and he'll be able to have his own great calls for his special moment.

But more than anything, Nick, thank you for being such a key part of the Kansas City community.

We are proud to recognize you today.

We thank you for coming to City Hall.

Uh and I also like when a great media person comes, and he hasn't asked us any hard questions yet or anything.

So I am deeply honored uh to receive this proclamation, and I'm aware that this recognition is not merely about me, but it's about everyone who has supported, encouraged, and nurtured my development.

Many are in this room today.

My mom Arby, my dad, Don, my wife Wendy, and my son Gus are both here.

Gus has also spread the word uh with his fellas, and he has brought his very good friends Ezra, Colin, and Fletcher.

Fletcher's dad is here also.

Uh, it just kind of goes to show you that so many people have helped me along the way, and I'm so thankful.

Wendy's dad Dennis is here.

And my other mother, Patricia is also here.

I'm expecting an oatmeal cake since I'm getting this proclamation, okay?

It's amazing.

Professionally, I'd like to thank Comets owners Jamie Paulson and Brian Budzinski for entrusting me representing the Comets.

Bud is uh here with us today, and I appreciate him so much.

Also, it goes without saying that over the last seven years, I have been delighted to work with my current broadcast partner, Eric Bergrood, whose uh context and insight is what makes our comet broadcast the very best in the league to inform and entertain.

We're also joined by our other broadcast colleague, Lux Elzinga.

She joined us two years ago and has made our broadcast even stronger.

One of the very best that uh is carried nationwide.

So, Lux, thank you.

Zoran Savik, who was a member of the original comments back in the 80s, uh, and also went on to become coach and general manager, hired this young broadcaster back in 1996.

Also, would like to give a shout out to Don and Patty Kincaid, who were the owners back then.

And if I could take you back to the fall of 1996, I was in Milwaukee at the old Bradley Center, which is no longer uh standing.

It was my first broadcast, October 25th.

Nervous to say the least.

Packed house.

I learned quickly what a great game indoor soccer is.

I was hooked immediately.

In that first year, our team, the Kansas City Attack, would go on to win the championship in the 96-97 year.

That was my first year.

The franchise has won three titles overall, and the Comets once again this year are a model franchise, and they lead the league once again this year.

My first year as a broadcaster, Kansas City Comets legend Gino Giraldi was my broadcast partner.

Many of you in this room, I'm sure remember that name Gino Giraldi.

He's a legend back in the 80s.

Of course, opened up some pizza and donut shops afterwards, too.

The bull, he was amazing.

Retired comet Kevin Hanlin, uh, sporting Kansas City MLS broadcaster Nate Bucady, public address extraordinaire Nate Heron, and championship player coach Jim Schwab, Turn Broadcaster, all of them helped me along the way.

They were my partners, and I appreciate them uh giving sharing their talents with me uh and helping develop me uh to what I am today.

This morning, my Fox War colleagues had a lot of fun celebrating Nick Vasso's Day on the on the morning show, as you might imagine.

A lot of good natured ribbing, a lot of teasing, a lot of showing some old videos.

I've been around for 24 years at Fox War.

That's a long time in news, let me tell you.

And over the years, as the mayor pointed out, I have received some notoriety for you know emailing an entire corporation about my unfortunate illness, but nothing like today, nothing like today in my hometown of Kansas City, and in this soccer capital of America.

I will spend the next four months with whatever notoriety I have gained over the years showing and sharing to the world that Kansas City is a world class and will be the best World Cup City in June when we welcome nations around the world.

Alright, so Honorable Mayor, it is my honor today to congratulate Jack McGovern on winning the Class 5A Missouri State High School Athletic Association.

Cross Country Championship and recognizing his historic sophomore season.

I come at this from a couple of standpoints because Jack is my neighbor.

He lives across the street from me.

He's a 6th district resident.

And he's completely phenomenal.

In fact, this actually came as a surprise to me, but now I understand why he's been so busy and hasn't been able to watch both.

He's left that to his younger siblings.

But I'm gonna tell you a little bit about everything that Jack has accomplished in his sophomore year.

Jack won the 2025 Class 5A Missouri State High School Cross Country Championship on November 7th, 2025, with a time of 1452, following his win at the Class 5 District 2 championship on November 1st.

His talent was then showcased at the Nice Nike Cross Country, or let me back up at the Nike Cross Regionals Midwest Regional Championship, where he placed fourth out of 326, qualifying him for the Nike Cross Nationals, where he placed 10th and was the top sophomore finisher, a truly impressive feat.

Jack has been nationally recognized recognized for his cross-country performances, voted miles splits 2025 National Boys Cross-Country Performer of the Year, and ranked 10th in the nation at the end of 2025 at the 2025 season by DI Stat.

Jack's 2025 performances are making history with this personal record of 1444 being the fastest 5K ever run by a Missouri runner on the on a Missouri course.

Jack's achievements have been celebrated by the local community, earning him the title of All Metro Runner of the Year from the Greater Kansas City Cross Country Coaches Association, and he has demonstrated an exceptional ability to balance his championship athletic performance with his high academic performance and leadership roles, earning a 4.1 GPA during his historic sophomore season, while also being the sophomore class president for Rockhurst High School student government.

Jack has humbly attributed his success to the structure of the Rockhurst Cross Country Program and the team's success in previous interviews, and I'm sure by all those walks with Bo Bo.

I am honored to be representing Jack and his family on the city council and to know him.

And this is truly an accomplishment, and I cannot wait for what the next two years uh bring to him and his family.

And hopefully we will have you back each year to talk about your success and accomplishments.

Um some of you may recall we had the Rockhurst 4x8 team in uh here just a few months ago, and just to show the depth of the Rockhurst program.

Uh here we have the 10th uh top 10 runner in the country.

Uh uh, so quite an accomplishment, uh Jack.

You're an incredible inspiration.

Uh my seventh grader is running cross-country over at Lincoln Middle, and uh and you know, for a long time we've been uh we've been big fans of Henry Acorn, so now we've got you uh uh Jack to look up to thank you for continuing to be such a great inspiration for younger runners out there, but um you have a huge future in front of you, so keep up with the good work, uh get in the miles, and uh for those of us who ran cross-country in high school and some in college, uh really really impressed with uh with with your time.

I also ran cross-country through high school and through college.

Uh, made it to nationals in 2006, so shows you how old I am.

Um I have a question for I hope you'll answer it when you come up.

I'd love to hear about what your next plans are, where you want to run next if you're gonna continue to run.

Um, I think you've got a very, very bright future ahead of you.

Cross country is such an incredible sport because of the discipline and the focus that it takes, but also that it continues to reinforce and instill.

And I think you will find that no matter what you do, whether you're running or not, those are skills that are going to transform to many other things and help you be successful.

So uh I would say maybe Councilman Bunch and I could go out on a run with you sometime.

Um he's probably in better shape than I am right now, but maybe if it's just a warm-up, we'll get out there and run with you.

You know, uh, there's a few times when special actions give me chills, and literally the hair still standing up on the back of my neck from when she started talking.

Um I just I know as uh parents, I know you guys are so proud of what he has done so far, and you've got two years to beat those other records, and I can't wait till we can recognize you again and hear how excellent you are doing.

So uh congratulations uh as your sixth district rep, uh, we're really proud of you.

I just want to say this, Jack.

I mean, it is very impressive, as you can tell you're in a room of exceptional athletes, lots who ran cross-country and track and field in college.

Years ago I qualified for uh state and track, and I came in very last place.

And so I'm living vicariously through your success.

Uh I also kind of want to jog with with you sometime, but I'm mad you leave us in the smoke.

I just want to say this.

Uh that 4.1 GPA showing your incredible diligence diligence, the fact that you are sophomore class president really shows a few things.

One, your commitment to your community.

It's not just about you, it's not just about records, but you give back to your peers at school.

That is exceptional.

I think that is a tribute to your parents.

And so congratulations to you all.

And we are very excited for your sporting success.

Uh a big Mizzou booster, Nathan Willard is there.

He's looking to get into the invested in the NIL business, and so he wants to just you know get you a contract now.

We had some discussion regarding contracts and close, but just for clarification for all parties involved and everyone on the floor.

The health department back in November 2020 moved to an RFQ process for how they would evaluate and distribute health levy dollars.

This is a this is an uh upending a precedent of 35 years.

Did not play a role in this process.

And what this amendment will do is it will bring the health commission back into that process.

It will rescind this RFQ for this round, it will bring the health commission back into the process to better uh provide uh work with safety net providers and develop performance measure for future health heavy contracts.

And I want to be very clear about that last phrase, future health levy contracts.

That's health levy contracts that will be that we will be voting on here in March, not way off into the future.

Um so when we think about accountability from our safety net providers, that will be happening in the immediate term, and and then as we move forward, uh the health commission committee that would be comprised of folks um who are not eligible to receive health levy dollars would work with safety net providers and and other eligible applicants to develop better performance metrics moving forward for a future RFQ.

Is there further discussion on the ordinance as amended?

Mayor, I uh am offering uh friendly amendment to also include um enforcement measures and when we say health commission and safety net providers, are we talking about the health commission and stakeholders or because of a broader term around stakeholders?

I think maybe better fitting so that people don't walk away feeling like people who are receiving funds are also um the ones who are providing input in designing what they're gonna be held accountable to.

Um, and so I just you'd like to change the safety net providers to stakeholders, the stakeholders and add enforcement performance and enforcement measures.

I just wanted to get some clarification on um when uh councilman Duncan, you say suspend this, and so um are we suspending this indefinitely?

Um I don't necessarily see it as a bad thing to have people demonstrate the work that they've done in our community, and we know the safety nets are doing great work.

Um so yeah, I I would think that a date, you know, would be better than throw it all out because as we know, many people have applied and spent that time, and so they should at least have their things renewed, but also I mean reviewed, but also give the safety nets, the legacy organizations a chance to communicate what work they've been doing too.

So councilman Duncan.

Uh while I why I agree in in the heart of that, I think um, as as I illustrated in some of these whereas I have serious concerns.

The health commission has voted unanimously about their concerns of a lack of information of what the impact is going to be.

Uh there are still lingering questions of how many folks will be awarded, how how will that impact um the monies that that legacy organizations are receiving by the time these organizations receive the amounts or are notified of the amounts that they will receive, it'll be too late to modify their budgets.

Um for those reasons, I would say we would we and this is this is came from law.

Originally I had suspended indefinitely, they stated rescind so that we can work on it on a process with the health commission to then reissue an RFQ for next fiscal.

Yeah, councilman Patterson has it.

That's that's that's I think fantastic.

I think we should just add a line that says the Met directs the manager to prepare for the release of an RFQ by such and such.

I mean, you know, the next this this coming.

I mean, if you're if you're articulating that we're not suspending indefinitely, we just want to make some fixes, then I think we can communicate that an RFQ will be released at some point, a better one.

I don't know.

I mean, I think we need to communicate what one of the criticisms is that people didn't know that the RFQ was coming.

And so if our intention is to release an eventual RFQ at some point, which we just which Councilman Duncan had just articulated, then I think we should be transparent and put that in writing so that everybody's clear at some point an RFQ will happen.

Would an amendment that would reflect a council update on that process, say later this summer work?

What do you think, Matt?

Sorry.

I I think to the question of can you're asking a policy question, not quite yet a MAT legal question.

And so you would like some direction to the city manager to promulgate or at least consider promulgation of a process for an RFQ or a future round, right?

I think so.

I mean, if that's what we because you're not saying necessarily that we shouldn't have an RFQ, you feel like the process should be better and the process should be more clear.

Correct.

And we should have the information and the analysis of what the impact of the RFQ is going to be before we move forward with one.

I think it's so I just think freely some articulation that an RFQ will happen.

Yep.

I mean, so there are two ways to do it, I would think on the writing, and it I would argue it really needs a new section in and of itself.

If section one is about rescind, kind of clear.

Section two is about performance metrics.

An RFQ is a distinctly enough different one, so this probably would take an amendment to add a section three that directs the city manager to evaluate promulgation of uh a health levy uh procurement process.

For just for I think that's what I would suggest.

I'd also suggest that makes it clear that the work that's done in two is separate distinct from the work that's done in three.

That way some of those same stakeholders that Councilman Robinson mentioned who might be current providers or future proposers wouldn't have a hand in developing the RFQP because that would be a problem.

But if we're keeping that distinct and separate, then it would be fine.

And so I don't I I feel like the uh there still would be confusion on behalf of potential applicants in terms of what are we gonna going to do in this next budget year, it doesn't necessarily direct other than to say we're gonna rescind this current process.

So I I would think that we would also need to add in there that we want to, you know, whatever the direction is, whether it's to uh proceed with you know existing uh processes as in the past, otherwise it almost leaves it stuck in my view.

You understand what I'm saying, in that we we say rescind this one, but we don't necessarily give them direction other than evaluate and come back and tell us at a later date, but then what what is going to be recommended on our next budget that's normally would come to us.

I feel like we're leaving something undone.

Uh this is done through regular home visits, the nurse practic nurse family practitioners provide individual individualized health education, support healthy prenatal behaviors, promote secure parent-child detachment, and connect families to medical care and community resources.

This is essential because Kansas City uh continues to have issues with our uh infant and maternal mortality rates.

Councilman Patterson has the my only questions and I've lived next door to this church for about 12 years, so know the problems with the building.

Um do we know if the plan is demolition or does it have it has historic and has anyone worked up kind of what it cost might go ahead is now the time to discuss that?

I I didn't know I mean yes, I'll answer.

Um so um, yes, so the church is at um 1815 per sale.

So if any of you have gone to the vine district, you you know this little church that I'm talking about.

It's had the roof open for probably three or four years, it's been on the dangerous buildings list for approximately a decade.

Um what what hasn't occurred is that the pastor has passed away um about seven or eight months ago, and the congregation basically has um not been in existence for several years now.

And so um, you know, they really just can't afford to keep the building up and it and it is quite dangerous.

But the reason that we don't want to demolish it is because it is one of the few remaining properties in the Vine District that has the historic designation.

And so if you take the building down, the entire district is at risk of losing its historic designation, which has financial implications like um historic tax credits are no longer available and things of that nature.

So we want to preserve the building.

Um we um have worked out an agreement with uh uh descendants of the pastor to purchase the building uh from them, and then also we know the costs of the phase two environmental study that we need to do, which is approximately 40,000, and then also the money that we would have used to take down the building, so not really new money, but the money that we would have used to take it down, we're gonna use to close the roof and get it so it doesn't fall on anybody.

Gotcha.

Um if you were to peek in the window, like everything's on the floor, like piled up pretty high on the floor.

So we're gonna stabilize it and then uh put it back on the market to be purchased privately because we don't want to keep it in our inventory.

And efforts in collaboration with Jackson County at the Truman Sports Complex from funds appropriated herein.

Waiving the solicitation and contracting program requirements in chapter three, code of ordinances for set agreements, appropriating 450,000 from the unappropriated fund balance of the commission, the sports complex fund for the purpose of allowing the city manager to execute the agreements and recognizing this ordinance as having an accelerated effective date.

I move that charter requirement for the reading of ordinances on three seventh days to be waived and this ordinance be advanced for final consideration today.
