It is my honor today to rise on behalf of Miss Jesse Jefferson in recognizing her for 50 years of community service.

Miss Jesse Jefferson has dedicated 50 years to serving the Kansas City community with purpose, perseverance, and pride.

Over the past five decades, she has been a trusted leader and an advocate for neighborhood progress, consistently working to uplift residents and strengthen the civic life of our city.

Her leadership in the Ivanhoe Neighborhood Association has had a lasting impact, including the creation of the block captain program, which encouraged neighbors to take an active role in building stronger, safer communities.

She played an important role in helping Kansas City launch its first residential trash cart program, which improved neighborhood cleanliness and enhance public services across the city.

Her vision commitment and commitment are an example and have inspired generations of Kansas Citians to get involved, stay connected, and invest in their neighborhoods.

And I had an opportunity this sum this past summer.

She actually was recognized by the community.

And just all of the heartwarming words from residents all across the city, neighborhood leaders across the city, and they talked about how she really guided them and helped lead them to improve their neighborhoods.

And I I told her at that time that I wanted to make sure we brought her here to City Hall so that she could be recognized here with the city council because she has really impacted our whole city.

And so I just want to recognize you and thank you for your commitment to helping our city improve across many generations.

And I just have to say, uh, because I know she's watching uh Miss Linda Brown sends her love as well.

She wasn't able to make it today, but uh want to just acknowledge her because I know she's watching now as well.

But thank you so much, Miss Jesse.

We appreciate all that you've done for Kansas City.

And I want uh to say thank you for being such a great example for us to follow as it relates to integrity and as it relates to having a moral compass.

And one of the most special things about you is we know that you work really, really hard.

You worked hard for decades, but it's the way that you present it, like the simpleness of doing the right thing is your superpower.

Thank you for being a great example, um, and thank you for making our neighborhoods what they should be in, making sure that we're all working hard to make our Kansas City great.

Uh, I'd like to think we deserve it, but thank you for what you've done because I know sometimes it's it can be a thankless job.

It was feeling like old times.

Some people get to come to City Hall, they do one project, they move on, they make money.

Y'all are committed.

You are committed each and every day, and we want to make sure that you know that we see you, we thank you, and the legacy of what you are doing isn't just an impact or a minute, but years from now, people are going to say, how did this start to change?

Only thing I want to flag about this is I'm my assumption is that this office will sit in the city manager's office.

Is that right?

This is just a study.

But the ultimate whether or not to probably be somewhere in the city manager's org chart.

Um okay.

So I want to say that my consternation about this is consolidation similar to what we had with the communications that we experienced.

That um I, for one, have gone after several grants myself.

Having not, you know, experienced proactiveness in other departments.

I definitely have taken it upon myself to go after those things for my district.

And I wouldn't want an office like this to hinder me doing the work that I think needs to be done in my district.

I think as a policymaker, we set this overarching policy.

And my two and a half years here, I hadn't seen that trickle down to certain grant actions.

And so I stepped in and have been successful with working with staff on that myself.

And I wouldn't want to see that limited in the future.

So that's my concern with consolidation.

Yeah, I I might just uh say this, heard on your concern, and that is in some ways why this turned to study rather than office creation.

The reason I'm in support of this and see the change in some ways comes from what you are discussing.

When I first became mayor, we we had just joined at sets.

We finally, and we're blessed to have the budget to just have a grants person because they asked me to sign a bunch of things, have my name on it, all of that.

Uh, but I think what we've realized is one, can we create some permanency in the support of it all?

And then two, as we've seen, I think in this last year, somebody needs to be keeping track, not just from an accounting form, but kind of in the sense that, oh, we've already applied for a thing that's like this.

How do we collaborate?

Hopefully, you'd get the benefit of expertise of somebody too who says the feds always put their grant out this time in this department or something.

So I am a hundred percent with you on nobody telling us not to do something.

I just see it more as an additive.

How do they help lift us further?

Council.

Yeah, thank you.

Um, yeah, so just just to um further kind of tease out the point, I think that the study needs to also um delineate decision making, you know, how does it roll up to a policy that we're making decisions of which grant to write and how to write it and where to focus those resources.

Um, you know, I'll give you one example.

So um I I joined some committee that um Bailey is in charge of what's it called?

Oh, yeah.

The mobility committee.

Bailey runs a mobility committee, what's it called?

Vision Zero, Bailey Waters Zero, Vision Zero.

So I joined the Vision Zero Committee as a nosy person, you know, trying to just learn it.

And um one of the things that I noticed is that we um obviously completed a planning sustainable places uh grant with Mark, but it stopped the bike infrastructure right at Trust.

And so I learned that just being in there, and and I don't think that was deliberate or anything to do that.

Uh, but that is the dividing line of the city, and so I I in my mind I would have wished we went one more block just to not stop at the Mason Dixon line.

But for whatever reason, we wrote it that way, and I wasn't there for that.

And so I actually said, well, there's another one coming up.

Uh, can you write this?

Can you write this one for me and focusing um independence plaza and forgotten homes?

And two days ago they had their open house for their neighborhood plan.

I don't think if I wouldn't have intervened, that would have happened.

And so I just don't want to miss out on my community getting things done because I can't watch everything.

So that's my that's the point I want to make.

Very much heard.

I'll make one brief legislative point because you're right.

That was subject to some debate uh last council for you, but you're right, you weren't here and and you don't need to worry about it.

Uh I will say though that yeah, I think the whole goal is how do we all stay better informed?

How can we actually get that information that helps us because what uh we shouldn't belabor it, but one point like we got a whole truce corridor, I think like public, actually another transportation grant.

Yeah, right.

Right.

But there is this question of like how's it being applied?

Is there a part of truce as compared to another?

Where would this be?

You know, just having that sort of I think more cohesion and in what we're doing, I think is some of the goal.

I I would imagine the city manager hearing our discussion won't just come back with a recommendation that excludes us in any way, but instead finds a way to support our our efforts.

I just wanted to discuss it.

I'm for it.

I missed uh councilwoman's first comments because I was in the hallway, but I but you know, I think uh for me is I just want to make sure I go on record as just stating.

I think uh I know that there have been opportunities that have been missed in establishing and looking for grants.

I used to spend a lot of time personally just trying to research them myself, and I think that's an opportunity that we have uh to be able to leverage our leverage any grant funds for uh whatever those issues are, and I think unfortunately it feels like many times you know, and in your case, as you said, it wouldn't have happened, you possibly wouldn't have happened had you not been in the in the right place, paying attention and seeing that, and I think uh the a benefit of having a an actual uh process or policy in place would be because we would have people that are that are dedicated to having to looking across every district, every opportunity that we have to identify additional funds.

So I just I hope that you know the recommendation that comes back does include a more of a comprehensive approach to ensure that we you know are taking every advantage of every funding opportunity that's out there for our city.

Um, will this uh I'm thinking specifically on federal transportation grants that are allocated, suballocated through MARC with this conceivably be the place that coordinates those with the public works and other departments to keep track.

I I would just say that we've we've kind of been caught on our heels a few times in the last couple years.

Uh I don't think it's just a capacity issue, probably um uh and and some unnecessary drama at Mark, which is not our original partners uh participated in that a bit too much, but uh I would just if just simply say I think that it would be a good idea to at least have this office um making sure those dates are on the calendar and and understand like what our priorities are for uh STP and CMAC and TAP funds, but um that's something that will obviously come later, but I just wanted to just say express a need um that I that I see in terms of the sub-allocated funds through Middlemarit Regional.

And and I believe that would be part of it too.

I'll also note one other point, and then I'm just raising it because Mayor Pro Tim and I talked about it today.

There's a philanthropic part of it all too, which speaks to the fact that often we find ourselves or maybe there's one staffer is just doing a lot of work, and if we want a 200 million dollar fund to support um on house solutions in our city, you know, we want to make sure there's true support and staff support for that too.

And so uh, you know, this allows us to think about strategies that assist all that.

Amending chapter 50, code of ordinance is an acting and acting at new FIP 206 and 207 for the purpose of prohibiting the sale of earn certain unregulated drugs and dangerous chemical inhalants within the city and providing for delayed effective date.

There are a number of vape shops, convenience stores, gas stations, and smoke shops in Kansas City that sell products such as Kratom 70H and Nitrous Oxide.

Section 50206 prohibits the retail sale and distribution of semi-synthetic and synthetic crane products.

It will also prohibit the retail, sell and display of permissible unadultered crater products to those under 21.

Uh whereas section 50-207 prohibits the retail sell of dangerous chemical inhalants, meaning substances contain vital nitrate, nitrous oxide, and amylanitrate in any form.

Both sections create tools for the city to suspend or evoke business licenses and impose criminal penalties for violations and violators as deemed a public nuisance.

There was quite a bit of testimony on this item, and uh I think staff did a very good job of presenting the science behind these substances and the impact they have on our community, and so for those reasons uh finance governance and public safety recommended advance and due pass.

I want to give a shout out to a couple of constituents up in the Northland who brought to it uh this issue of 70H to my office and we with the resolution we did back in December.

Um I want to thank Laura Bruce and the Beacon mental health team for their advocacy.

I want to thank Lace from the uh mayor's office for her work and figuring out these different amendments.

Um, I also wanted to, you know, chat with all you all and let you know there's tons of people who are looking to Kansas City.

I've had people from Riverside, I've had people from county different counties throughout Missouri looking to see what we are doing on this as they are challenged uh with some of these gas station drugs.

I do believe that these are common sense.

I do believe that this is going to be a big win um for the whole city, and uh will be preventing a lot of harm to public health getting that uh synthetic 70H off the shelves in Kansas City.

These improvements are scheduled to be completed in spring of 2026 in time for the hotel rooms to be available during the FIFA World Cup.

I will note that we have a shortage of hotel rooms on the streetcar line south of downtown, and this would go to meet that need.

This ordinance was brought to us by our colleague uh councilman O'Neill, and the applicant is requesting a rezone of the pro the subject property to R 80 to allow the site to be split into four lots for single family housing.

The minimum side minimum lot size permitted in an AGR zoning district is 40 acres.

Rezoning to R80 would allow the applicant to divide the lots by D to provide four lots of approximately 25 acres for single family housing.

The rezoning is consistent with the context of an R7 dot 7.5 zoning district, which is south of the subject site.

The neighborhood planning development committee reviewed and recommended due pass.

This is a design professional um extension or amendment uh for our contract with Burns and McDonald, who manages our EPA consent decree uh program.

As you all know, the city of Kansas City, Missouri entered into a consent decree with the United States uh environmental protection agency to reduce the volume and frequency of overflows from the city sewer system.

Uh, we continue to be excited about the green infrastructure project in the third district.

Um, this project scope um again is under design professional services with a hopeful grant a groundbreaking date for construction in October.

This sewer separation of approximately 195 acres and green infrastructure with approximately two to four million gallons of stormwater storage to provide treatment in separated stormwater.

There will be a um service trail that the community can use uh for recreation to be included in this project.

We are taking a programmatic approach and looking at other improvements in the area to maximize the funding for this project.

The goals are set for 13 percent MBE and 13 percent uh WB and the Transportation Infrastructure and Operations Committee recommended advanced and due path.
