The Kearney City Council met on August 25, 2026 at 5:30 p.m. in Council Chambers. The meeting included a public hearing on a new Class I liquor license for a seasonal pop-up cocktail bar, approval of the consent agenda and a consent agenda ordinance, and no public comment.

Public Hearing
- Conducted a public hearing for a new Class I (Beer, Wine, Spirits On Sale Only) liquor license and manager application submitted by K-Town Wolfpack, LLC dba Miracle on 23rd Street, located at 11 West 23rd Street. Applicant Cameron Pister described the business as a seasonal Christmas-themed pop-up cocktail bar open for approximately 60–75 days each year beginning October 15, with hours Thursday through Sunday from 4 p.m. to 11 p.m., targeting adults age 40 and older. After the holiday season, the space would be available for private rentals (birthday parties, graduations, etc.). No members of the public spoke during the hearing. The council unanimously approved Resolution No. 2026-97, which recommends the license to the Nebraska Liquor Control Commission for their consideration.
Consent Agenda Ordinance
- Ordinance No. 8761A amending the warranty deed related to the purchase and sale agreement approved at the April 28, 2026 council meeting. The amendment reflects an assignment by Shamrock Data, LLC to Sequitur America, LLC dba Sequitur Edge and a reduction in the number of lots purchased (Lot 3, Block 2, Tech One Fourth Subdivision) and an amended purchase price. The council suspended the three-reading rule and passed the ordinance on first reading, then passed it for final adoption.

Here there are no oral communications, there's no unfinished business, which takes us to public hearing one, which pertains to the new class one liquor license and manager application submitted by K-town Wolfpack LLC doing business as Miracle on 23rd Street, located at 11 West 23rd Street. And Jake, are you gonna kick us off or okay? Uh so the class I liquor license and manager application for Cameron Pister before council this evening is for a new seasonal Christmas themed pop-up cocktail bar to be located at 11 West 23rd Street. Is KPD's memo noted? The business plans to open October 15th according to their business plan, their hours of the operation will be Thursday through Sunday from 4 p.m. to 11 p.m. Also as noted on the memo included in the packet. Council has the option to approve or deny the request for a class I liquor license for the new business. The resolution pertaining to council's recommendation will be submitted to the Nebraska Liquor Control Commission for their consideration. And Cameron Pister, the uh manager for the business, is here if you guys have any questions. Cameron, you want to tell us more about what you guys are planning? Yeah, go out to the podium. Yeah. Yeah, I don't know if you guys have ever been to a holiday pop-up bar in some of the bigger cities, but what it is, it's a Christmas theme, holiday pop-up bar that we're gonna have open for approximately 60 days each year. Where we'll serve, you know, holiday drinks, you know, a small menu because we can't offer all kinds of things. Just kind of bring people to the downtown, actually. Um, we think it'll be a good venue for people who are down here shopping, you know, and on the bricks, and they'll have a place to stop in and have a drink. Um, and so that's kind of the theme. So for about 60 to 75 days will be open after that. Our plan is to just like let it be rented for birthday parties, graduations, fantasy football drafts, whatever that may be, but really we're gonna have a short window of when it's open, and and that's really the theme. Okay. Are uh you guys comfortable with the uh liquor serving laws and how many employees are you gonna get trained um to serve alcohol? Well, we don't know how many employees we're gonna need yet because we haven't quite finished the build out and we haven't gotten to that point, but um we we are compliant with all of the liquor laws. I've taken the the tests and that kind of stuff, and every employee that comes will complete those uh tests through that posse uh website. Any other questions? No, how many different ways can you serve eggnog? Exactly. By the way, I got a friend of mine, I think is putting up a Christmas tree next week. So you're behind schedule according to her. Well, there's gonna be a lot of Christmas when you walk in there, it's gonna be pretty wild as that goes. But yeah, we're really kind of focusing on that, you know, like the 40 and up range of people who want to stop by for just a cocktail or two and get on their way. We're not looking for people to set up shop for hours. You know, it's just kind of fun place to stop in. Okay, cool. We can put parking meters in front of it if that helps. Okay, all right.
