The Kearney Planning Commission met on January 17, 2025, at 9:00 a.m. in City Council Chambers. The commission considered two major agenda items: a rezoning and conditional use permit for a historic property at 320 East 31st Street, and a subdivision vacation and plat for properties at 405 & 407 2nd Avenue East. - Rezoning 2025-01 and Conditional Use Permit 2025-01 (320 East 31st Street): Craig Bennett (Miller & Associates) presented the application to rezone from R-1 (low-density residential) to R-1D (residential district) and obtain a conditional use permit for a general office. The property is a historic home (on the National Register since 1983) owned by the Hilliard family. The family wishes to keep the building within the family by converting it to office space for their advertising business. Key points:

- Subdivision Vacation, Preliminary Plat, Final Plat (405 & 407 2nd Avenue East): Trenton Snow (applicant) presented a request to vacate a portion of Lot 1 of Fast Phil Second Addition and replat as Gardner Schroer Addition. This will allow the owner of Whiskey Creek Restaurant to purchase the parking area he has been leasing from the adjacent gas station. No changes to buildings, utilities, or zoning (C-2). Staff recommended approval.
- Votes on vacation, preliminary plat, final plat: All unanimous (9-0).
