Planning Commission Meeting - February 21, 2025
The Kearney Planning Commission met on February 21, 2025 at 9:00 AM in City Council Chambers. The commission considered two major development proposals: The Meadows Second Addition (items 4–11) and Spruce Hollow West Third (items 12–13). All votes were unanimous among the members present. Chairperson Stan Dart was honored with the MPZA Appointed Official Award.
Consent Calendar
- Minutes: Approved the January 17, 2025 meeting minutes as presented. (Motion carried unanimously with 5 ayes; members Scott-Pandorf, Baker, and Cochran absent.)
- Items 4, 5, 6 (Easement, Street, and Subdivision Vacations): Approved together in a single motion based on staff findings. These vacations are necessary to replat the Meadows First Addition lots and streets as part of the larger Meadows Second Addition. (Motion carried 5-0; same absentees.)

The Meadows Second Addition (Items 7–11)
- Applicant: Nate Jensen of Olsson, representing Starostka Group Unlimited. The property is located north of 41st Street, from Avenue V east to Avenue X.
- Proposal:
- Rezone AG to R-1D (single-family residential) and R-2/PD to R-3 (medium-density multi-family).
- Approve Preliminary and Final Plats for 66 lots and two outlots, with associated street and utility improvements.
- Annex the portion of the property not yet within city limits.
- Staff Report: Melissa (staff) stated the proposal is compatible with surrounding development, meets zoning purposes, and is consistent with the 2016 Comprehensive Plan. Staff recommended approval of all items as presented.
- Commission Deliberation: Commissioner Rickard asked about alignment of streets with the existing Saudi addition; confirmed that 41st and 43rd Streets will be extended east-west. No other questions.
Each of the following hearings was opened, public comment invited (none received), and the hearing closed before a motion:
- Rezoning 2025-02 (AG to R-1D): Approved (5-0).
- Rezoning 2025-03 (R-2/PD to R-3): Approved (5-0).
- Preliminary Plat 2025-02: Approved (5-0).
- Final Plat 2025-02: Approved (5-0).
- Annexation 2025-01: Approved (5-0).
Spruce Hollow West Third (Items 12–13)
- Applicant: Craig Bennett of Miller & Associates, representing DT Development. The property is approximately 300 feet east of Country Club Lane and north of 60th Street.
- Proposal:
- Rezone AG to RR-2 (Rural Residential Intermediate Standards) to create a single 3.42-acre lot.
- Approve Final Plat, including dedication of 60th Street right-of-way and extension of a temporary cul-de-sac.
- Staff Report: Melissa confirmed compatibility with existing zoning and the 2016 Comprehensive Plan. Staff recommended approval.
- Commission Deliberation: Commissioner asked about sales status of adjacent lots; Bennett noted some have been sold, others remain unplatted.
- Rezoning 2025-04: Hearing closed; motion to approve carried (5-0).
- Final Plat 2025-03: Hearing closed; motion to approve carried (5-0).
Reports & Recognition
- MPZA Conference: Registration closes February 28; commissioners interested in attending were asked to notify staff by the following Monday.
- Award Presentation: Staff announced that Chairperson Stan Dart has been awarded the MPZA Appointed Official Award for his 32 years of service on the Planning Commission (since 1992). He served as Vice-Chair in 2003 and Chair since 2017. The award banquet will be held March 7, 2025. Commissioners expressed appreciation.
- Chair Dart’s Remarks: Reflected on his tenure, including the Archway project, Walmart brick design requirement, and Applebee’s parking space standards.
Key Outcomes
- All agenda items (4–13) were approved unanimously (5-0) with no opposition. Members Scott-Pandorf, Baker, and Cochran were absent.
- The Meadows Second Addition (66 lots) will proceed with rezonings, plats, and annexation as presented.
