Compared to February 25.

For the current fiscal year, we're up 6.73%, which is $2,101,522 and 42 cents compared to this time last year.

Last meeting I had uh announced that we're moving on re an overlay re-asphalting power boulevard from uh West Planet and to vintage.

Um we received DOTD numbers this week, so we can move on to design uh phase of that.

So you know we're gonna have uh a lot of road work coming up in the next 18 months.

So but once we get through it, we'll have our new brand new roadways on major uh thoroughfares in the city of Kenner.

The Italian Fest here in Rivertown is this weekend, Friday, Saturday, Sunday.

Uh come out and enjoy the music and food.

And we have a guest that would like to address you all about the upcoming session.

Senator Kirk Talbot.

Thank you, Mr.

Mayor.

Uh thank you, Council President, members of the council, um, Kirk Talbot, Senate District 10.

Just wanted to um touch touch on a few things.

We start session Monday.

It is a non-fiscal session, so we would not be um dealing with any kind of tax issues or anything like that.

It's an 85-day session, so this is one of the long ones as a former representative Wilmot can attest to.

Um last year was a 60-day uh session.

We do have um some constitutional amendments coming up on the ballot May 5th, May 16th, if I could touch on those.

Um of them is on a teacher pay raise, which is a very important constitutional amendment.

I I would hope that that this passes what we're doing is we're gonna take two billion dollars from an education fund, pay down some high interest education retirement debt, which is gonna free up local school boards to be able to give teachers pay raise and a permanent raise, not something that we funded outside of the of the of the normal raise where it's like a supplemental thing that's not permanent.

So it's a it's a very smart thing to do fiscally, and it also gives teachers a permanent pay raise.

So I think that's an important thing.

We also have a constitutional amendment on the city of St.

George, that's a school uh city in Baton Rouge that really doesn't no interest real to us here.

We also have one dealing with civil service.

We are the only state in the country that does not give the legislature the power to make changes in civil service reform, which is badly overdue.

So that constitutional amendment deals with that.

And we also have one dealing with the inventory tax, which is gonna save the state an enormous amount of money.

We're one of the only states, maybe the only state in the country that charges we tax inventory.

So if a plant or a business or a an automaker or somebody like that would come to Louisiana and they have inventory, we tax it, which is something that's just not a very uh a good business practice, and um other states kind of use that against us when we're fighting for uh steel plants or automaker plants or all those kind of things.

Um lastly, we have a amendment dealing with the ages of judges.

I believe it's moving it from the mandatory retirement age from 70 to 75, I think.

Um so that's that's on the on the ballot as well.

As far as big issues go in the legislature, there's really not you know, this may be the first time in recent memory, there's not three or four big issues sucking all the air out of the room.

There's I'm sure that will materialize, but there's really it's really been kind of quiet.

I mean, there have been a lot of bills filed, and um, you know, I'm sure some issues will come up.

Uh one bill that I'm that I have that I'd like to touch on is moving our statewide building code to the fortified roof level.

Right now, um that fortified roof level in the code is about 95 percent.

So we're really almost there anyway.

And just to give everybody a little back history on fortified roofs, you know, those are roofs that are are extremely strong, extremely resistant to hurricanes, only cost about 10% more than building a regular roof, so it's not like some big cost prohibitive thing, but the discounts that we're seeing on average.

I think the state auditor did an audit.

You're looking at like 20, 22 percent savings on your on your homeowner's insurance.

So it's very important, have a legislation to get us to that fortified roof level, which sends a great signal to the insurance industry.

It will make them write more policies here and hopefully offer cheaper rates here and and really put us on on sound footing.

We're probably gonna do it for new construction only and only on the 22 coastal parishes.

As far as the fortified roof grant program goes, I think they're gonna open it back up in June.

So I high highly recommend if you haven't done that to do that.

It's a ten thousand dollar grant to retrofit your home to a fortified roof.

Um, and again, people are seeing nice discounts on that.

Usually we spend about 10 to 20 million dollars a year of taxpayer dollars on that grant program.

Last year we filed a bill that passed that assesses the insurance industry for that.

We raised their fees a little bit, made sure that they weren't gonna raise our premiums to to do that, but that's gonna generate about 30 million dollars.

So we'll have 30 million dollars for the grant program this year on top of whatever money that we want to kick in on the state level.

We also have a state tax credit, a bill I passed last year.

That means if you went through the grant program and didn't get it, but you have the means to put the roof on yourself, put the roof on yourself, and you can claim a ten thousand dollar tax credit on your taxes the following year.

So we're doing everything we can to incentivize, encourage people to mitigate things, uh measures for your house to be protected against storms.

We had a five thousand dollar tax deduction for anything you do to mitigate damage to your house, whether it be storm windows, storm doors, fortified roofs.

We moved that dedicated that deduction to ten thousand dollars.

So there are a lot of incentives out there, and if you have any questions about them, you can always call my office or call the department of insurance.

And with that said, I'll end it there.

And if anybody has any questions about anything, I'd be be happy to answer them.

I have to Senator the the $10,000 credit on the fortified roof you do it yourself.

Is that just one year only or is that moving forward perpetually?

So that is funded with 10 million dollars every single year.

So I'm glad you asked that question.

So I guess there's a chance that if a lot of people did that, I don't think a lot will, that you might not get, you know, you might be last in line, and maybe all the 10 million dollars is used.

But if you're in the queue and let's say you were one of the last people that didn't get it, you'll be first in the queue for the following year.

And you know, not uh most people don't have a ten thousand dollar state tax liability, especially since we lowered income taxes last year.

So you can roll that 10 million dollars that $10,000 over three years.

So if you have a three thousand dollar tax liability one year, use it then.

Maybe it's four the year after that, maybe it's two the year after that.

They give we give you three years to use that ten thousand dollars.

Oh wow, okay.

Yeah, it's been a while since I've seen each year.

Um what do we do about flood insurance?

Debt is going up, keeps going up.

And now over here in the city of Canners, especially Southside, which you normally hire side over here, we're it went up another two hundred bucks, I think, for this year.

Um flood, no problems with levies, no anything yet, it still went up.

Can you help us out on that?

So, as we all know, the NFIP program is a federal program.

Um risk point rate risk rating 2.0, which was their little revamp of the whole flood insurance program, is a disaster.

And um, Steve Scalise, our congressman and and our senators, uh Senator Cassie and Senator Kennedy have all said the same thing.

It is complete disaster.

They can't, they will not disclose how they draw these maps, how they set these rates.

So a few months ago, maybe six months ago, President Trump formed a commission to go around the country and study and talk to people in in our region and other regions around the country to try to gather some information about you know now they're they're taking areas and just throwing a blanket over it and saying you're in a flood zone, you're not in a flood zone.

You might be in a flood zone with a house that's foundations been raised and you're paying what everybody else is paying.

That study or that commission has just wrapped up.

They are in the process, it's my understanding, of releasing their findings to the president, and hopefully the president and the powers that be will fix this.

But I can assure you that our congressional delegation is is very loud and very attuned to this problem.

And I know they got an earful when they run around the country hearing from people like me and people like you know, councilmen and mayors and and all that, but but you know, the NFIP needs a major overhaul.

It just doesn't make any sense the way they do it.

So there's hope.

And hopefully, next time I come here to speak, maybe in a month or so that that we'll have some answers on on what that commission, you know, they haven't even released their report yet, but hopefully cooler heads will prevail and they'll and they'll fix this problem moving forward.

Because right now it's just unsustainable.

But the great question.

Thank you, madam chair.

Uh appreciate you coming, uh, Senator uh Kirk.

Uh as far as the fortified roof uh programs concerned, if you can't just touch on that again, that's for existing homeowners who want to improve the roof so they're trying to.

Right.

So if you have, let's say, you know, your house, you have an existing house, you have an existing roof.

If you if you get the grant, they will retrofit your roof.

So they will take off your roof, put a fortified roof on, and a fortified roof is you know, you have rings-shank nails, you have more, you have better shingles, you have a better another layer of protection from water, you have all these different things that make it that much better.

But you would apply that grant towards the cost of that roof.

Most roofs, I think for an average house, you're looking at 14 to 16, 17,000.

So you might come out of pocket six or seven grand, but when you look at the savings you're getting on your premium, most people are paying for that in the in the first two years.

And you save that every year, and it's a transferable certificate.

So if you sell your home, you know, you sell it as a as a fortified roof, yeah, you know, home with that roof, and that is showing that is an in increasing home values a hundred percent.

So it'll in some cases, if it's a smaller home, it might be less than ten thousand.

So you get up to ten thousand.

But most times homeowners are coming out of pocket several thousand.

But the best way to to figure out if it's worth it, go to your agent and say, quote me, as if I have a fortified roof and see how much lower your rate is.

And not every house is the same, but on average we're seeing 22 percent reduction.

It's working well and we're we're doing everything we can to put as much money in as as possible.

And how much money do we have in it now?

Right now when the new grant program opens, I think it'll be 30 million for this year for 2026.

It may not be 30 million in June, but between the June lottery and the fall we'll end up spending at least 30, but maybe more if we appropriate money from the you know from the budget this session, you know, we could have hopefully 40 or 50.

So it is it's a long game councilman.

It is it is a marathon and it is you know something that is going to take time to get everybody up to this to this level but it is the solution to our problem living living down here.

I appreciate all the knowledge and information you have obtained and you're sharing with us and thank you.

It means so much to us all appreciate that yeah thank you thank you Senator Talbert thank you.

This was planning case Z226.

This is to meant to amend the unified development code to permit basic driver education schools within the C1 neighborhood commercial zoning district.

And when we define the way we define a basic driver's education school is for a school to teach individuals who are trying to get their class E license, which is what the common driver has to drive their vehicle.

Previously, well, currently, uh driving schools are lumped in with vocational schools, and that is only allowed in the C2 zoning district and in the special industrial zoning district.

So this change is going to make three specific changes to the UDC.

It adds a new definition for educational facility driving school.

It modifies the definition of education facility vocational school to eliminate driving schools for class E licenses.

It does leave driving schools for say 18-wheelers or heavy equipment in the vocational school category, however.

And it adds driving school as a permitted use under the C1 zoning district.

In trying to find a location, she identified a perfect location.

It was zone C1, and she was not going to be allowed to open her business there.

After many meetings, we determined that it would be best to just amend the UDC to allow it rather than attempting to rezone that particular property as it would have been a spot zone.

The planning and zoning commission heard this case at their January 28th, 2026 meeting, and they recommended approval.

And yes, Councilman Wilmont.

I just wanted you to, if you will go over that again one more time as far as the 18-wheeler issue.

This does not allow 18-wheelers, but it allows for basic common uh driving for class E, correct?

Yeah, if we can't just give an explanation as the additional 50,000 increase.

This is our contract uh with GCT that does our parcel and placement.

So any time we have municipal addresses or when we're changing sewer lines, we're trying to update there's been a there was a lag in doing that, so that's why this is an increase.

It doesn't typically it never exceeds 50,000 per year.

But it's just done out of ones of caution to have the the 50.

Item 16B is an ordinance authorizing an agreement with Sears Environmental Services Incorporated to provide post-disaster debris collection, processing, and disposal services in accordance with RFP 25 6928.

No, we just signed, we just had the uh council reading for the cancer screening uh last meeting.

So, but we are working with auction to set up the scheduling for that.

Uh we're reaching out to all of the firefighters, the on duty, the active and the retired firefighters.

So once we get the schedule, because we had auction the scheduling uh mercy, so to speak, that uh we'll schedule those guys that's off duty first to go get the screening done.

So that's starting in the next couple of weeks or so.

And as far as any vehicles out of service, none of the front line apparatus outs are out of service, and none of the uh backup apparatus are currently out of service.

Uh the chief just over the only one that's showing out of service right now is the high water vehicle that we have, but that's not a fire truck, so to speak.

Yes, uh, thank you, Council Chair Woman and uh just want to give everybody a quick update on Roosevelt.

We have started breaking up the southbound lanes, uh parking lane, and um the work is proceeding.

Northbound has been poured.

We're working on driveways, uh driveway aprons and sidewalks at this time.

Hopefully we'll have the 2000 2200, 2100, and a 1900 block is already finished.

So pretty soon all our my constituents on Roosevelt, who has been so patient.

Um hopefully by Friday next week, they'll be able to pull in their driveways.
