So it says, whereas the Miss Honduras Honduras USA organization was founded to celebrate Honduran culture, leadership, and community among young women across the United States, providing a platform for personal growth, cultural pride, and civic engagement.

Whereas through its collaboration with the Miss Honduras Universe Organization, the title holder earns the honor of representing the Honduran Diaspora on an inner international stage, showcasing heritage, talent, and dedication.

Whereas the Miss Honduras USA organization continues to expand its impact through community events, partnerships, and initiatives that uplift and highlight the Honduran community nationwide.

Whereas the organization maintained strong ties to the City of Kenner through its events, partnerships, and ongoing engagement with local businesses, sponsors, and community leaders.

Whereas the Miss Honduras USA national pageant brings contestants, families, and visitors from across the United States to the Jefferson Parish Performing Arts Center, contributing to the cultural diversity and economic vitality of the Kenner area.

And whereas this event celebrates the vibrant Honduran and Latino community present in Kenner and fosters unity, cultural exchange, and community pride.

Now, therefore, I, Mike Glazer, mayor of the City of Kenner, along with the members of the Kenner City Council, the Chief of Police Keith Conley, do hereby recognize and honor Miss Honduras USA for the role in influencing and shaping ambassadors of culture, leadership, and community, and commend the Miss Honduras USA organization for its meaningful contributions to the City of Kenner and beyond.

We extend our best wishes for continued success success and recognize the importance of cultural celebrations that enrich our community given under my hand in seal of the city of Canada this seventh day of May 2026.

Um before we start, I know I just want to um mention I don't see any candidates in the audience, but I just want to mention that um, you know, elections are coming up, so just want to make everyone aware that no politics, no um campaigning are is allowed in the um in the council meeting.

I'm just I'll be brief.

Uh exciting news in recreation.

The skate park on Loyola.

The lights to light it up a night are in.

Just need uh a little more electrical upgrades, and then we can uh expand the use of the skate park too, like in the fall, and uh you know when the the time change when it gets dark at 6 p.m.

Uh and things like that.

So this the company donated us some lights to us.

They were shipped, they're installed.

Now hopefully they'll be up and running within the next uh couple of weeks.

Also in recreation, the splash park at AP Clay is going to open the Friday before Memorial Day.

So in a couple of weeks.

This year, because they had very low turnout last year.

It will not be open like the beginning of the week on Monday, Tuesday, just the numbers were just not too good in the middle of the week.

So we'll see if if there's a lot of need, we'll adjust it as we as we go.

Uh and right before this meeting, uh two representatives from American cruise lines were here, stopped in to meet with us, and uh they are still on on schedule to begin construction or complete construction pretty much in fall to start sailing in the first quarter of 2027.

Uh they're excited.

They said they're the demand is they're building even more boats, and they they said this will be a welcome stop.

So our oh, excuse me.

The uh veterans between Veterans Highway, between Williams Boulevard and Roosevelt will start the overlay will begin in within two weeks.

Uh the Loyola, we issued a notice to proceed yesterday, so from 31st Street to the three Loyolos, that'll probably start in within the month of an overlay.

So there'll be two new roadways.

And we're not going to have another meeting before our Memorial Day ceremony, which is Thursday, May 21st at 10 a.m.

in Veterans Park.

And I believe that's about it for me.

Um I know that I'd like to have the um Mr.

Tadero's daughter approach and talk up talk about um I mean she could talk about the she's here to talk about the resolution in favor of the resolution.

Um, but maybe she can also or she should probably mention why this is an important thing to do and not defer it.

If you could touch on that.

Yes, um, Karen Tadero, his daughter.

I have also his granddaughter here with me.

And yes, we 100% support this.

I can tell you that my dad poured his heart and soul into the equipment over there at the park.

He spent hours upon hours and filled out mountains of paperwork and uh yes, he recruited me to help him, so I can attest to how much he did.

And he spent years on that in uh didn't come easy to get all that equipment, but he persevered, and I can't really see a more fitting thing, way to honor him than to uh memorialize that that portion of the park for him.

I think he he would be really proud of that.

That's kind of his legacy to Kenner.

He loved Kenner.

Darrell, I want to tell you that I do love Mr.

Claude.

Um he was a great man, not only for the city, but also as a military, um, as being a veteran myself.

I thank him for his service.

Um I would want to do something on much grander scale than what's set before us.

And I would like to talk with you, the family, on what my vision should be for that for him, okay.

Um, not to take anything away from him, but it's a veterans park for all veterans.

But trust me, when I present my thing to you, it will be grand thing.

And everybody will know who Mr.

Claude is by the end of the day.

Yeah, I understand it's a veterans park, and it will always be the veterans park.

We're only talking about the spot where the equipment is, which you would not have had he not put all that time.

Um, that position for the commission is voluntary.

He got nothing out of that, and put all of that time in.

And you know, that that equipment's on loan.

It's not, you know, it's still owned by the military, and there's certain paperwork that had to go to keep it every year.

Yes, ma'am.

So, you know, we're only talking about that portion.

The last thing he did, I can tell you, before he went in the hospital, was to be trying to uh contact Heidi Florioso to make sure Memorial Day was gonna come off that she needed anything for that, and still contacting people to try to get that helicopter.

So that was literally the last thing he's done.

It's one thing I know he really wanted, he got to tank.

That was one of the things he wanted to tank and he went the helicopter.

Well, he got to tank.

That was his last breath.

He's working on that helicopter so true.

It is so true.

Um, but uh if I get my weight, there'll be a statue.

Won't be just a plaque in honor of him as a sailor.

Yeah, well, shortly shortly after uh Mr.

Claude's passing, I was uh contacted by uh Justice of the Peace, Kevin Centenni, kind of advocating for naming the exhibit area after Mr.

Claude, then understand his replacement was already picked.

So we got an email from the commission asking for you know the this part of the park to be named after him for all the uh the time and effort that he put into it, and then rep stagney uh also reached out and asked for uh uh something like this.

Uh I'm giving him a proc reading a proclamation at the Memorial Day ceremony.

Uh it would be fitting if it would this part of the park was named after him, uh, so we can kind of memorialize it at this ceremony.

Uh but if there's a better way to do it, why don't you just amend from the floor this resolution and pass it tonight?

Oh I'm sorry, I'm sorry, the square amended.

You have a grand vision of naming just one part of a park after someone that pretty much built the park.

Correct.

So you can add in what your grand vision is to this resolution and get it passed tonight.

I'd like to talk about it in within two weeks, and then we'll do something before tomorrow weekend, and um discuss it then.

I just it it I just think it's it's it's not good to have a you know honoring veterans that have died, and you had one that just recently died, and several uh community members have reached out, the family has reached out asking for him to be memorialized in a military exhibit area that he pretty much lived and died for, and have a council member just wanting to defer it for a meeting for something else.

Yes, sir.

I as a veteran, okay.

I wanted um I think Mr.

Claw for everything he's done.

Okay, thank him for his service.

I think for everything he's done at the park, okay.

But it's still it's a veterans park.

And that it would have to be if you do it for Mr.

Claude, you'd have to do it for every military veteran out there to memorize if it was the citizens and counter for anything for their sacrifice, okay, as a veteran.

I'm asking.

Let's just two weeks, let's talk about it, and we'll come up with a grand idea that'll be make everybody proud.

So, what should we do when we the with the the Kenner natives that are already recognized there, like Henry Polito, would he have the street sign, it's the Henry Polito Way and things like that.

I mean, that it's no different than that.

That's I'm just having a hard time understanding how uh he spent most of his time living and dying with this park.

The veterans park is not changing, it's just an exhibit area.

It in the legislation that says Claude Military Exhibit Area.

That's it.

So that's my two cents, and I will uh see how it goes.

And while working into the ceremony uh on the 21st.

Um you know, I know everyone's familiar with Mr.

Claude and and whether you knew him or or on a regular basis and saw him on a regular basis.

Uh I know we did get some emails stating similar to what Councilman Schwartz is saying, and I get that.

But I also appreciate his family's comments and appreciate what he did for that specific area, which is what is being requested, and what is being pushed to do, to have that resolution, the resolution done.

I went ahead today and looked at a few things, Googled him, looked at some teleview television interviews he had done a few years ago, and just to see the pictures and to see his barbershop and everything in there.

It just speaks to his legacy.

But I hope his family's not upset by this, but I went ahead and I printed the obituary, and it just talks about everything he did.

And enlisting in the U.S.

Navy proudly served in World War II, the Korean conflict.

Just the activities he's done.

And I know there are a lot of people that have done a lot of activities, but as his daughters have said, that portion of the park was a benefit from what Mr.

Claude did.

He's the one that put the work into that.

And again, this isn't a matter of changing the park.

It's changing that spot.

And how wonderful would that be to have it in place and to have this moved along for the Memorial Day celebration?

So I I ask my colleagues to not defer this and to move this forward so this man could be recognized for the service that he put to his country and that he has put to the city of Kenner and the legacy that we'll live on.

I also want to just point out that the memorial date, um, the memorial date ceremony is the 21st.

Our next council meeting is the 22nd.

So we if we defer this, we won't be able to honor him at that, you know.

I mean, we'll still be able to honor him, but it won't be the same if we can't point this out.

So I think it's very, you know, I think we should remain.

We can always do something else later.

I mean, it's not like if we name it now, we can't do a statue of him the next meeting.

I mean, we could do we have there's lots of opportunity to honor him.

Um, and I think that we should move forward.

I mean, his family is here.

Um, and you know, and to to honor him, uh he has he was in in you know integral in getting all of that um done, and I don't think it's in any way disrespectful to veterans to honor one of their one of their own, who the mayor glazer also pointed out that they have requested that honor.

So it's they don't have a problem with it, so I think we should not defer this.

Um does anyone else want to speak on the deferment?

First of all, do y'all understand what veterans are?

Veterans are those that served in the service to protect the land.

The veterans, veterans are actually the ones that many of them gave their lives, they fought for the country, they did they gave their all their families.

Their families had to suffer while they're deployed and raised a family without the veteran being there.

Now, I agree, the gentleman has done a tremendous amount in that park.

And I commend him for it, because that takes a lot of work.

My only concern is it's just changing the name from veterans park to his name.

It's a concern because when you're in the military, it isn't about one person.

It's a unit.

It's about coming together to defend and to fight.

Even though your family is at stateside, you're there to get a job done to protect this country.

Now, that being said, I do believe we need to pay tribute, and we do need to do something special.

But renaming the park, I don't that section of the park, I personally don't think that is the way to go.

But I understand your concerns about the deferment.

My only question is if you're that concerned about the deferment, why wasn't this brought up before?

I'm sure this just didn't just pop right up.

That is a concern.

But it's a legitimate argument.

But that's waiting to the last, I guess to me, because I don't know what what all the communications were.

For me as a veteran, being raised by a 35-year veteran.

It just doesn't really set right.

But we do need to do something.

I agree.

That's all really I have to say because what he did was great.

I'm just concerned for all the many veterans out there.

And I grew up in the military because that's where my dad was.

So that's all I've knew my whole life.

And I knew then how the military worked.

And it's not again about one person.

It is the unit and it is the commitment.

And they're willing to give their lives for that commitment.

And that's the ultimate, believe me, to give your life and have your family raised without a father.

Or a mother during the service.

That's all I have to say.

I would I will point out that it's not renaming the entire park.

It's renaming a small section of the park that he had a great effort in creating.

So it's still going to be Veterans Park.

It's not disrespecting veterans in any way.

I am a mother of someone who serves in the military now, and I'm fully in support of this legislation going forward.

I don't think it's disrespectful in any way.

We recognize that as you know, as a military family, as a you know, part being part of a military family.

Everyone, you know, works together as a unit, but this is this is just a small section of the park.

I don't understand the comment about the timing of this.

Um this family came to the administration to discuss this, and it's also trying to coincide so that this could be done for Memorial Day.

So the inference that there's something else behind that, I I think is quite questionable, and I I also think that the deferral in trying to do this is interesting in its own right.

This man deserves the recognition that he earned.

Tadero also being honored because I knew the work that he had done.

What I don't understand is that with the ordinance that we will pass or whatever, how big of an odd um big of an honor will he have because he did do a lot of great work.

I don't think anybody on this council would question that, but how much that they will honor him?

I think he does deserve a great honor.

There's no doubt in my mind about that because I knew him, I knew him personally.

Um not like many of you would know him personally, but he did do a lot, and I knew that he worked for that portion of the part that I did know where they want to honor him.

So I want to ask um Councilman Schwartz again.

I I want to know too, what what is the bigger honor that we would do for him if this is deferred to honor?

Yeah, because I think he does deserve a great honor.

There's no doubt about that.

He definitely put the work in for the honor.

Uh will we have enough time to at least give him a great honor, or what would they do, you know, after this has passed or whatever, not passed or whatever.

This um Veterans Park may be a large portion of the park, and you're only talking about the military equipment.

Well, that is Veterans Park, where the kids play at with the pavilions at, it may be named Veterans Park, but that is not Veterans Park.

Veterans Park is what a military equipment is.

I don't want to give away the secrets here, but this is a little something I I wrote down that I would like to see on the plaque that's there.

We the citizens of Kenner, thank you, Mr.

Claude Tadero, for the vision and dedication to the acquire and procure the military items here at Veterans Park.

Thank you, Mr.

Claude, for the preservation of military history, and to remind us that freedom isn't free.

You're a veteran.

That means a lot.

And I honor Mr.

Claude for everything that he has done.

But I also have to honor all a military veterans in this nation that's protecting us every day.

I thank Mr.

Claude for the bottom of my heart.

But I also for my veterans as well.

I want to say it was back in 2008.

Mr.

Claude contacted me regarding Veterans Park regarding equipment that he was hoping to obtain for the park.

And he had this great big map of everything that he had there and wanted to do and that type of thing.

His vision was fantastic.

One of the pieces of equipment, I was a state rep, and he wanted to get an aircraft carrier parked at the foot of Williams Boulevard.

Of course, the the money that it would take in order to do so was quite a bit.

That plan never came to fruition, unfortunately.

And I think the aircraft carrier is it went to uh San Diego, California, and it got dismantled as salvage.

Uh but nonetheless, he had the vision.

He wanted to see all these things happen.

And he did.

He carried out numerous things in that park.

It was near and dear to him, no question about it.

I think I think something definitely needs to happen for Claude on his behalf at the park.

Now, whether or not it's this particular thing or not, I can't answer that.

And I know apparently Councilman Swarth has some issues as far as understanding what needs to be done or should be done.

Now understanding that he is the District 2 councilman, it is within his district, and I I would like to know from him as well.

Um has the administration talked to you about this?

When did you first find out about this?

And was it recent or was it weeks ago?

If you will, just tell us.

They didn't find out about it until the agenda came out.

Nobody approached me before today.

No one, not from administration, not for anybody that came up to me and asked me anything about this.

Umil park is in my district, and nobody said anything to me about this.

If they would have, I would have asked them then not to put it on the agenda until we actually talked about it or came up with a game plan, a major game plan to honor Mr.

Claude, rather than a little plaque that says he got all of this equipment.

I want something much more in a grander stale for Mr.

Claude than just a little plaque.

I mean, the legislation reads that the administration is instructed to work with the Kenner Naval Museum Commission to place appropriate plaques and signs in honor of Claude Tadero.

Would you be willing to work with Councilman Swarth to write and do whatever he would like and have except input for him?

Yeah, I don't know if it's uh Miss Brolin or Miss Heron to be the best person just to give a brief summary of when we open the bids on this because we had the discussion last meeting on how the process works.

I'd like for you to explain it to the council when we opened it.

Um obviously remind people who were paying for it, which is the deal with the Pelicans.

And if one of y'all could do that, we'd be most appreciative.

The bids are opened on April 30th.

Um bids were submitted by 9 30, and we opened them at 10 o'clock.

We had seven submitters for this bid.

Um Kent is the lowest bidder.

The funding, the way it works with our agreement with um the Pelicans for the G League team is that they are going to be paying the upfront cost for this.

So they will be the city will pay, they will reimburse us, and then that offset some rent in the agreement.

So they will recover those funds over a period of time.

So Kent Design Build was the lowest responsive bidder.

Seven bidders that includes both alternates that we're gonna go and and um select.

So the first alternate was doing some painting of some railings and door frames that are throughout the building with uh halls A and B.

And then alternate two was um more of work that the city is gonna cover.

So the city is gonna pay the 350,000.

So that was work on the HVAC system and um putting in a temporary chiller, temporary generator, and some fans to help uh circulate the air.

So I think that answered.

We're looking at a completion date this fall for them to operate out of there, correct?

Correct.

So they're it's a very aggressive um schedule.

They are ready to issue the notice to proceed as soon as this is passed and the contract signed.

Um so I think it was like a hundred and sixty something days of construction.

So they are they are ready.

They have submitted all their documents properly, everything that's supposed to be turned in after the bid is awarded, everything came in ready to go.

So we are ready to move forward.

So the squadron's gonna fly high in the fall, so we're looking forward to it.

Item 16H is an ordinance approved in change order number one to the agreement with Grow Environmental and Construction LLC, dated August 26, 2025.

Regarding the Wood Lake Playground Concession Building Demolition for a net increase of 41,301 dollars and eighty-one cents, increasing the total not to exceed amount to 138,301 and 81 cents and adding 101 working days for the parks and recreation department.

Item 16 I is an ordinance authorizing the use of Louise Louisiana State Contract No.

C to purchase playground systems and other related items on an as needed basis not to exceed 750,000 dollars annually for the parks and recreation department.

So what is it really legal if they have no license plates?

They have nothing on those bikes to ride, you know, ride them in the streets, especially on these main streets and not the other streets.

And then the other one I'm gonna I would like that report from the fire department on where we stand with the equipment and the maintenance of that equipment.

Yeah, Mr.

Tuftus, motorized schooners and bicycles are a problem throughout the city.

We're aware of it.

Um the law varies depending on how many horsepowers it has as opposed to bicycle.

But everybody on the roadway is supposed to follow the laws of the highway.

We have been actively enforcing it.

We've been taking people to jail with juveniles, we've been counseling counseling with their parents.

Um, so you know, we're gonna devise a program to for public awareness for outreach and also for enforcement.

A lot of closed calls.

Yes, especially since we were focused on we had an incident last weekend.

Well, we had several incidents over the week.

We made several arrests that um you know uh everybody sees the problem, and we have been actively enforcing it.

Um, but we are gonna have to do some public outreach, some public awareness and education uh throughout the schools, as well as you know, maybe do some overtime on enforcement.

Right, especially before summer starts.

Yes.

We thought golf carts were gonna be a problem.

All right, as far as Mr.

Teffet asked last meeting for us to provide an update with the new maintenance contract that was issued out um last month.

Um the contract took a little time to get signed, but once it got signed, the new company came in and they started working.

Um I know a lot of the conversations about the list that was posted on social media in the last couple days.

Uh this morning I got in the office and I reviewed every single work order that we have open for the fire department.

Um we do have open work orders for trucks that need repairs.

These trucks are a lot of these repairs are not critical.

Um none of them should be taking a truck out of the service.

We had one issue today that a truck did have to be removed from service, but that truck was repaired within the hour.

Mechanic was on the uh scene was at the station actually working on our trucks already.

He stopped what he was doing, moved over to the ladder truck, made that repair.

Um, some of the items that we want it list, I'll just kind of discuss a couple of them.

Like we're saying power steering is leaking and oil leaking from the engine area.

When I open up these items to go look at the what was reported, um, this is actually the comments that were written.

A small amount of red colored fluid was noted on the apparatus floor.

The fluid is believed to be power steering fluid.

The exact source of the fluid could not be determined.

The fluid level was reading full as of that date.

Nothing was reported later saying that this was a continuous leak, nor that the fluids were remaining low or continue to leak out.

Uh about seven or eight of these items that were reported on social media, they were already repaired, just never they were failed to close out.

We have the invoices form, and the uh crews went in today and actually closed or yesterday and today and closed out those items.

Um the company is they started doing PMs, preventive maintenance and inspections yesterday.

He was already gotten through two trucks, he's gonna be working on a third, a third truck tomorrow.

That truck's gonna take a little bit longer because it is our hundred foot aerial.

Um they're working hard, they're getting all these repairs.

You know, it takes time.

Some of you know you have to order equipment.

The equipment is not readily available sometimes at Napa, heavy duty or places like that.

They have to order things from the manufacturers because all these trucks are custom built.

Um, as far as the two new trucks that we have that we receive, we're actually receiving them tomorrow morning.

All of the uh the equipment had to be mounted.

We had to have get mounts installed for our equipment because we didn't want to just place all the equipment on a truck, have it rolling around in a compartment, which was gonna damage the truck and the equipment.

So we are receiving those trucks tomorrow morning at 8 30 in the morning at station 38.

They're both gonna be delivered to that station where we have some room to park them while we're transferring all the equipment over.

So we're hopefully we're gonna have actually we're waiting on a one more document from the insurance company.

As soon as we receive that document, we'll be able to put them on the streets responding.
