And also on this date, I mentioned that Pan Am Flight 759, the crash occurred in Kenner this date in 1982.

Yeah, so my cousin Chad Barcia passed away.

He was uh star offensive lineman at Dela Salle and um was playing in a rugby game with friends and went into sudden cardiac arrest and passed away.

Um he had actually just gotten done visiting at Auburn, so he was headed for big things as an offensive lineman at Della Salle.

And uh his parents, my aunt and uncle AJ and Nancy Barcia started a foundation in his name, the uh Chad Barcia Athlete Awareness Foundation, and they basically have spent their life since then through the foundation trying to protect other athletes and other people from uh sudden cardiac arrest.

So they donated five ADs to the City of Kenneth recreation department.

I know Charles is gonna use three at Musperolino, and the other two will be at highly utilized facilities.

So I've always been so proud of them.

Um, when something like that hits, you know, people can go one or two ways, and the way that they went to you know help other people and help families and try to protect other athletes.

I just think is so great.

So I've always been so proud of that.

So I'm glad that we could work that out so that they could help the city of Kenner, and uh I appreciate everybody that that made that happen this week.

Um I think it's a great thing to have those life-saving devices at as many places as we can.

So want to thank the uh Chad Barcia Athlete Awareness Foundation.

Over the past few years, we have had a few accidents at this particular intersection, some of which damaged some property at the northwest corner of the intersection as a result of those accidents, the city requested a traffic study, and the drive study has warranted the installation of a four-away stop sign at this intersection, along with some amount of striping as well.

Okay, I appreciate that, and I appreciate all your work on it, and and we did the traffic study and so forth, and this is a district two issue.

And if my memory served me well, you finance most of that traffic study as well.

And the reason for that because people would not realize that for years, you know that they did not stop, they just kept going.

So I I would just like to see some attention called to it once the you know, if we pass is some attention called to the stop signs being put there.

Yeah so I know uh your assistant had reached out to to get balances and we're going through the closeout process right now for the last fiscal year.

Chief, what uh so we just switched account numbers.

What what's the account number we just went into?

Yeah, we just went into our seized asset forfeiture funds.

That's money that we get through our cooperation with DEA.

Um, you know, as we as we work with them, we do get a portion of uh monies that are seized.

So I'm gonna use that instead of any other capital account.

Okay.

Uh you said for the life of the agreement.

What is the life of the agreement?

Uh till March 2027.

All right.

And what's the need right now for the number of, I guess, vehicles.

So, you know, right now we've added probably 40 or 50 police officers in the last four years, and we're gonna have another academy starting in January with hopefully 15 or more.

Um, so we're trying to replenish the fleet.

We're trying to get rid of all the vehicles that are over 100,000 miles, maybe 10 years old.

We also have a need for a new transit van for the academy to move recruits back and forth for training.

Uh the as you can see, the one parked over there now, it's probably 20 years old and it's on its last leg.

Um so it's a not to exceed a million dollars, but you know, I I don't think we'll get more.

Probably 20 cars.

Yeah, okay.

There at the cars are average between 50 to 60,000 each.

Uh transit van will probably be about 65.

Um, so you know, I know it sounds like a lot of money, but it's not a lot of vehicles day and age.

Um Chief, as far as uh I'm looking at the there's a list of the vehicles.

Um it has on there the description of the vehicle and the value.

Uh is that value the amount that it's it's believed to be worth, and it could go for auction for more or less, I presume.

It could be for more or less.

That that's a value that's set by the auction company when it comes in and evaluate your stock and they take an inventory and it's done uh virtually, it goes up on a web uh a web page.

Um uh it's probably an average because some of these vehicles are gonna be worth more than that, and some might be less.

And it doesn't have mileage on it.

No, but I guarantee you these are all over 100,000 miles or so.

Either that or they've been wrecked or totaled.

Okay, and and I don't know if you can consider in the future possibly putting the mileage and I'll talk to the uh to the auction company to do that.

Okay, and then as far as these vehicles, it looks like there's quite a few, probably like uh I'm guessing for 30 or 40.

Well, 30, close, probably closer to 30.

But they're all old.

It looks like it.

They have one one fairly uh middle-aged, and it looks like it's been wrecked pretty bad from right.

So um most of these are you know, age and mileage are caught up with them.

Uh a couple of them have been wrecked beyond repair.

Some of them I see could have been seized you know, vehicles as well.

And looks like there's some other items as well after that.

Yeah, and according to state law, we have to surplus any property we have including computers.

We have some um some various jewelries that were taken in this property or evidence that was returned to us, we can't find the owners, and in accordance with state law, we have to surplus that as well.

And is is this auction done through KPD or is it is this auction done through us or is it through Jefferson Parish?

Oh, it's through us.

No, we don't, not for not for surplus sales.

Not that I'm aware of, it just goes into the surplus sale revenue account.

That could be used for anything.

So sometimes uh on the city side, at least, if we're a surplus and for a department that doesn't have a lot of funding, we'll allow them to use that surplus to purchase what they need um for a new asset.

I would just like to say that these are needed because when Councilmember Hannon from Jefferson Parish funded the rebuild of the visitors seating at Musperolino.

We took all of the seats that were there, all the bleachers, put them in the end zones to increase the capacity of the stadium by about 400 people.

You see them in both end zones.

But these pads will make it safer for the future.

I'm a big believer in what we can do with recreation to advance the city and and give opportunities to the youth.

My hair was darker when I was in the other department too.

So yeah, so we we have used actually this company was a low bid on a previous project, and the solar lights are out at the lakefront.

You can see those at night, uh, both on the new and the older side of the lake.

Uh these would be going specifically to places like the dog park, parking lots at Susan Park Gym, parking lot at Bunts Bertolino Gym.

Um the gravel parking area along near the dog park, along Kenner City Park, uh predominantly used by the school during the day, and then also at Veterans Park, some decorative hook shaped, and these are all solar powered.

Um they will charge in and gives us nice lighting at the lake so far.

We're very pleased with it.

We put them out to bid.

Same company won this bid, so we have a number of locations we're looking to put these.

And that's what I wanted to ask you.

Is the the fact that it's solar?

Is that you have any problems with that so far?

So far, no.

No, it's been great.

Uh gives out good light, and uh they have them all on photo cells, so it's it's charging all day long, and um they've they've been great, no complaints.

You see any maintenance issues of any kind?

Not yet.

It was a little bit of a concern because the buddy laws and polls are older and they're wooden, but uh it worked out fine.

So uh our contractor William Blowcher is gonna um blow your electric to be starting that project very soon to hang everything else.

Uh and as we discussed before, you know, once they hang, if they determine there's any kind of wiring issue, they would give me a material list at that point, and I would have to buy those materials.

Item 16G is an ordinance approve in amendment number one to the agreement with EC LLC, dated January 25th, 2024 to provide laboratory analysis services, increasing the not to exceed amount by $60,000 annually for a new not to exceed amount of $160,000 annually for the Wastewater Department.

Item 16H is an ordinance ratifying the emergency repair of the hydromatic pump number one at the Punch Train Center Lift Station by Fluid Process and Pumps LLC in the amount of $8,977 for the Wastewater Department.

Item 16 I is an ordinance accepting the quote received from Fluid Process and Pumps LLC to repair the Fairbanks Morse Pump No.

3 at the Firehouse Road Lift Station in the amount of $25,559 for the Wastewater Department.

Item 16 J is an ordinance amending ordinance 11,062 adopted March 17, 2016, entitled Unified Development Code of the City of Kenneth, Louisiana.

More particularly amending Section 6.11 Industrial Districts 12.04 use regulations 12.11 Automobile Sales Establishments, new used and rental, and Section 12-15 telecommunications towers to allow metal corrugated fencing for certain screening applications.

In accordance with the City of Kenner charter, this item shall have a 28-day layover.

Um, I'll put this on my Facebook this week.

They just went effective on the 4th of July, and this is a non-political statement.

This is for kids.

So I just want to preempt everything with that.

It's the Trump accounts that just came out this year.

This is a great thing for people to do for their children.

Um I just did it for my two.

Um it's really nice for babies born between January 1st of 2025 and the end of 2028 because the government is going to put a thousand dollars in those accounts automatically.

So this is a situation where you can help a child start to save at an early age and be in position where they could have upwards of even if you just take the thousand dollars right now, you don't do anything else, no other contributions, which you're allowed to put up to five thousand a year in if you want to.

But if you just take the three thousand dollars that they were born between 2025 and the end of 2028, you're looking somewhere around 18,000 or so um down the road when it's time for college and things like that.

So I would um strongly suggest that people go to Trumpaccounts.gov and uh you can register for these accounts.

There's also an app that you can download in the app store on your phone, but this is a no-brainer, especially for babies being born, like I said, uh, between 2025 and the end of 2028.

And there's a lot of companies that are going to be donating stock to these accounts where they're just going to get free shares of uh, you know, if you've been paying attention to the news like SpaceX, for example, is a company that's already talking about doing things like that.

Um, so that's a great thing.

But take a look at that.

It's on my Facebook page, and it's uh Trumpaccounts.gov.

Uh, a couple other things, Council President.

One, I've been meeting with a lot of staff, and I just want to thank everybody for such a warm welcome uh to City of Kenner government, a lot of true professionals working for our city, and I'm looking forward to a great four years and getting a lot of good things done.

But it's been a pleasure to get around and meet all of you.

I haven't done done everyone yet, but it's it's coming because I want to be on a good, you know, a good basis with everyone and have a feel for what everybody does and how they contribute to making this whole team work uh here at the city of Kenner.

But it's really been a great experience thus far getting to meet everybody and starting a you know plan how we're gonna take Kenner to its best days ahead of us.

And then finally, I want to thank my wife Chrissy, my little boy Ryan, and my daughter Abby for being here for my first meeting tonight.

I have a couple concerns about what we're putting um.

Is that a public auction?

Or what type of auction were we talking about?

It's a public auction.

It's gonna be uh done virtually on the web.

You'll be able to people may be able to log on, register, get all the information, they have pictures, they've inventoried the vehicles and the different pieces of equipment.

So uh unless you're prohibited by the ethics board, if you're an employee of the city, of course, you you probably precluded from uh participating, it's open to the public.

Okay, good.

That's what I'm gonna know.

What's that of public information?

And I think it's a very good idea about uh the stop sign that's um coming up because I live right on the back side of all that, and uh that's very much true what the mayor said about the cars and uh stuff like that.

Uh first I wanted to welcome the two new council members, Danny Reim and Joe Stagney.

I've known both of y'all for years.

I've known Danny for I think at least 15 years, maybe 20.

Uh I've known Joe Stagney for over 20 years, maybe 25.

And uh I want to welcome both of them to the council.

I'm excited about it.

I'm excited and happy to have Joe Stagney back on the council.

Joe, I think you did an awesome job when you were on the council previously, and it's really good to have you back.

And for Danny, thank you for getting those automatic external defibrillators for the uh recreation department.

I worked my way through law school over 50 years ago uh as an EMT, and we did not have these back then, and boy, I wish we we had had them.

They they're wonderful devices.

So but welcome to the two council members.

Um I I want to convey also congratulations to the mayor and all the council members that won your election this year, and um, and I'm hoping for a good future coming for the next four years.

Uh one of the things I do want to say to the council, and this is really directly for the council.

Uh last year there was some things, votes made, there was some things done that to me it didn't set well because as the legislative body, I always looked at the council as setting the rules, what's going to happen.

The mayor runs the city, but the council is a legislative body.

And it's and to me, there it's not symbolic, it's very important because what you do affects the citizens directly.

Because when you vote on something, the citizens pay for it.

They have to live with it because you're representing them.

And we gave you that when we voted for you.

And I'm hoping that the next four years, the council will act as the legislative body and not necessarily be an extension of what the mayor wants or what the mayor feels that needs to be done.

The council needs to get involved and be independent up front and work with your constituents to see what is it that they feel.

Because again, there was so many votes that was done that went against the citizen or the majority of citizens, and I just feel like we were let down because the legislative body didn't take care of the citizens.

So I got great hopes that y'all will make that change.

We need to have fighters, we need to have people that get things done.

And the legislative body can be a big contributor to that.

In fact, they can be the eyes and ears for the mayor in actuality because you're directly working with the citizens.

And that's all I have to say.
