Good evening, Mayor and Council.

7:50

My name is David Blinkhorn, and I am a former Kennesaw City Council member and a longtime Kennesaw resident.

7:56

Tonight I ask council to listen to State

Speaker 1

7:58

your state your address.

Speaker 3

8:00

My address is twenty-six forty-one Butler Bridge Way.

8:04

Tonight I ask council to listen closely to the budget presentation for two issues I believe that have not been adequately adequately addressed.

8:13

First is the city's reserve policy.

8:16

On page six of the proposed 2027 budget, it states Kennesaw's unassigned, unassigned fund balance represents approximately 18 months of operating expenditures and describes it as a reserve for emergencies and economic downturns, but also one-time projects approved by mayor and council.

8:34

On page 10, the city goes on to state we'll maintain 18 months of operating reserves, keeping us well above stability benchmarks noted in our adopted financial policy.

9:15

What risk analysis supports those decisions?

9:19

Second is how the proposed budget reflects council's priorities for our parks.

Unassigned speaker

10:00

Finally, council is not required to accept this budget exactly as it's presented.

Speaker 3

10:05

Section 4.03 of Kennesaw Charter allows the council to adopt the budget with modifications.

10:12

It considers necessary or desirable.

10:15

There's a council work session coming up on the 14th.

10:18

Final adoption on the 21st.

10:21

So if council's not satisfied with the answers tonight, there's time to direct changes, discuss them on the 14th, and consider a modified budget before the September 21st vote.

10:33

I respectfully ask you to listen carefully.

10:36

And if the answers do not justify the budget as presented, use your authority and the time available to require changes you believe are in Kennesaw's best interest.

10:48

Thank you for your consideration and your service to the city.

Speaker 1

10:56

Anyone else for public comment?

10:59

Hearing none and seeing none, the floor for public comment is closed.

11:03

Discussion Items

  • First Public Hearing: FY27 Operating Budget – Director of Finance Jennifer Gordy presented the proposed $35 million general fund operating budget (a 2% increase over FY2026). Key details: 80% of revenue from taxes ($28.1M); 59% of expenditures for personal services ($19.9M); no new positions but seven reclassifications in IT and Police departments. A $27,500 net budget impact from reclassifications. Public comment period had no additional speakers.
  • First Public Hearing: FY27 Capital Improvement (SPLOST) Budget – Jennifer Gordy presented the project-based SPLOST fund: 2011 SPLOST has $2.2M remaining, 2016 SPLOST has $7.8M remaining, and 2022 SPLOST has $22.25M remaining to be spent. No public comments.
  • Alcohol License: Sol Azteca LLC d/b/a El Taco Azteca – Applicant Maribel Arroyo requested a retail pouring alcohol license (liquor, beer, wine, Sunday sales). A certified distance survey showed the business is within 600 feet of a school (Montessori) and previously a church (since removed). The business license office denied due to distance violation but referred to council for possible waiver. City Attorney Sam Hensley explained the waiver criteria. Ms. Arroyo testified that the school operates only mornings, her business operates evenings and weekends, and other alcohol-selling establishments are closer to the school. Four residents (David Blinkhorn, Sam Rusch, Seth Barclay, Brianna Ziesmer) spoke in support. Motion to approve passed 5-0.
  • Due Cause Hearing: Damanis Food & Fuel, Inc. d/b/a Stop 2 Go Shell – Licensee Shahid Ali faced a due cause hearing for selling alcohol to a 19-year-old underage agent on July 17, 2026. The underage agent purchased BeatBox Orange Blast and Fireball Cinnamon Whisky without being asked for identification. City Solicitor Jamie Wingler recommended a 90-day suspension plus 12-month probation, with automatic revocation for any further violation. The location had prior violations: underage sales in 2021 and 2024, permit violations. Councilmember Jonathon Bothers proposed a 60-day suspension, 12-month probation, and mandatory scanning of all IDs during alcohol sales. Motion passed 5-0.
  • Appointments to Boards and Commissions – Mayor Easterling appointed Ken Hill to the Sister Cities Commission with a term ending December 2026. Approved 5-0.
  • Executive Session – Council voted 5-0 to enter executive session at 7:54 p.m. under O.C.G.A. § 50-14-3 to discuss personnel. Reconvened to open session at 8:02 p.m., with an affidavit signed per O.C.G.A. § 50-14-4.
