Kent County Department Heads have selected Justin Hurley from the Department of Public Works as a February 2026 employee of the month.

Justin currently serves as a maintenance worker three in the maintenance section of the wastewater treatment facility, having joined Kent County in October of 2020.

I'm sorry, of 2012.

My apologies.

His strong background in fabrication welding, mechanical maintenance and repairs led to his promotion to maintenance mechanic two in November of 2014.

More recently, Justin has demonstrated the ability to manage complex situations and provide effective oversight of maintenance staff, resulting in his promotion to maintenance worker three in October of 2025.

In his current role, Justin serves as a team lead, providing guidance and support to maintenance staff, assigning tasks, and ensuring work is completed safely and efficiently.

His responsibilities include troubleshooting mechanical issues, performing minor mechanical and electrical repairs, completing carpentry and plumbing projects, installing and maintaining equipment, and constructing maintenance components as needed.

Justin's fabrication skills are exceptional and consistently exceed expectations, whether addressing complex problems, performing precision welding, or designing and building components from the ground up, he approaches every challenge with a high level of skill, creativity, and professionalism.

Many vital systems continue to operate smoothly due to Justin's ability to quickly diagnose issues and fabricate durable, effective solutions, often under pressure and within tight timelines.

Justin's reputation extends well beyond our department.

He is frequently sought out by other county departments to assist with complex repairs and custom fabrication projects.

His craftsmanship routinely restores equipment and infrastructure to light new condition, saving significant time and resources.

According to the assistant director of public works, wastewater facilities, Colby Harrington, Justin's dedication, technical expertise, quality workmanship, and reliability allow us to call upon him whenever complex or time-sensitive issues arise.

At this point in time, we're going to start our public hearings.

First is a petition to amend a comprehensive plan map and zoning map.

Good evening, Commissioners.

If we could start first with just a word about how the public hearings tonight will be conducted.

This public hearing is being conducted for the purpose of giving the citizens of the county the opportunity to present testimony on the applications before the levy court.

Everyone will have a chance to speak.

All statements are to be are to be made from the podium at the front of the room.

For the record, please give your name and address.

Copies of any written statements or exhibits used during the hearing should be presented for identification and inclusion on the record.

For each application, the president of Levy Court will introduce the application.

Then the levy court will receive testimony from all of those in favor.

Testimony will then be received from those who may be opposed.

After everyone has had an opportunity to speak, the hearing on the application will be closed, and the levy court will then take what action it deems appropriate.

Levy Court's decision will be based upon public hearing testimony given at this meeting, and a recommendation submitted to the levy court by the Regional Planning Commission.

I would ask that that recommendation be included by reference in the permanent record of this meeting established by the clerk of the peace.

The public notice of this hearing was published in the December 31st, 2025 edition of the Delaware State News.

The first item before you tonight, ordinance LC2529 is an application to for rezoning and a comprehensive plan map amendment.

The site itself is split-zoned, AR, agricultural residential, and IG, General Industrial.

And the proposal is to replace the IG with a portion of BG, General Business.

Currently, the site includes seven-tenths of an acre that is zoned industrial.

The petition is to rezone 1.3 acres of that larger parcel to general business.

So staff and the property owner spoke between the hearing and the business meeting and came up with the recommendation that's in front of you from the planning commission of 1.1 acre to be rezoned to general business.

And the planning commission voted on that compromise and voted unanimously to recommend that modified approval.

In accordance with exhibit E that's in your packet, showing 1.1 acres to BG, general business.

And the reasons given by the Planning Commission were in general the industrial zoning, replacing the industrial zoning with general business will actually permit less intensive uses.

And still the s the relatively small size of 1.1 acre wouldn't allow for future intense development.

So again, this comes with a recommendation for a modified approval.

And when I stepped in and bought the business back in 2021, I had to do it for a full-time job, and I had to make a living out of it.

And it grew quite a bit, you know, since then.

And we're one of the reasons we're coming in and asking, we had to wanted to put an additional onto the building.

And uh to do that, we need it to re get a rezoning done.

So you just need to clean the whole process up so you can move on and that's right.

What many people uh don't know is that that site actually uh contains three different entities of the state, the fire school itself, fire commission and the fire marshal's office.

Uh because it has three different entities, um, and the fire commission is the one putting the addition on the one building, uh there is no one sign for the property.

So what you have in front of you, the application is really a continuation of the signage that was out there.

I think with a few um with a few additions.

Uh there is a seal going on on the front of the building itself.

Uh there's an LED sign board that'll be on the right side of the building.

Um, and then the other uh the two other signs are really uh a refresher of the wayfinding signage that was on there.

Um, and then I think we list uh some of the existing signuses that that's on the building.

As you know in the past, well, some of you may not remember because I I'm the longest serving.

But I've always tried to say when we start working here, there's times where we leave, but we come back.

That time doesn't count.

I think that's an injustice for the people that work here.

Like I said, when I work for the federal government, my time may have stopped when I left, but when I came back, I picked up right where I left off.

I think the same thing would be beneficial and it would be a good way to keep our employees if they want to return to come back.

Just want to have a healthy discussion on that on a workshop.
