Uh Bach and Co.

2:14

So this is in the DAC zoning, and I've got printouts if needed of everything that is DAC only.

4:00

So if you have a wish list, it has to be, of course, in the DAC, either permitted or conditional.

4:06

So we'll have that information uploaded and available for showings.

Summary of Proceedings

Kerrville City Council Workshop on Former Police Station Disposition: February 24, 2026

The Kerrville City Council held a workshop on February 24, 2026, at 5:00 PM to discuss the next steps for the city-owned property at 429 Sidney Baker Street, the former Kerrville Police Department building. Assistant City Manager M. Hornes announced the council had selected Pablo Brinkman of Brinkman Preferred Properties as the broker to manage the sale. The workshop consisted of a presentation and discussion on marketing strategy, property conditions, and zoning constraints. No members of the public were signed up to speak, and no formal action was taken.

Discussion Items

  • Broker Selection and Strategy: Assistant City Manager M. Hornes announced the selection of Pablo Brinkman and his firm, Brinkman Preferred Properties, following a Request for Qualifications (RFQ) process that yielded two submissions (Brinkman Preferred Properties and Bach and Co.). Hornes noted the firm's successful prior work with the city on the Center Point property. Brinkman outlined his plan to preemptively obtain demolition and asbestos abatement quotes to prevent buyers from using these issues to negotiate a lower price.
  • Zoning and Deed Restrictions: Brinkman confirmed the property is zoned DAC (Downtown Arts and Culture) and outlined the implications of this zoning. He reiterated the council's decision not to impose deed restrictions on the sale, a strategy he personally supported, arguing that restrictions would narrow the buyer pool and weaken the city's negotiating leverage. Hornes added that while staff had heard market interest from institutions like banks, actively encouraging a specific type of buyer is distinct from imposing a deed restriction.
  • Property Condition and Age: The building, constructed in the 1970s (1973), is expected to contain asbestos in materials like mastic, tile, and insulation. Brinkman stated his firm is experienced in handling such issues and will conduct a point count (sampling) to determine the scope of abatement. He emphasized that in Texas, a lower point count allows for simpler abatement procedures.
  • Pricing and Market Interest: When asked directly, Brinkman stated no list price has been set yet. He will compile and present a comparative market analysis to staff for review. A council member noted that members of the public are already inquiring about the price. Hornes reported that discussions at a recent retail conference in San Antonio indicated potential interest from banking institutions for the site. Brinkman noted that the 0.99-acre lot is a prime corner location but the building's poor public perception presents a marketing challenge comparable to a prior project (Kercat).
  • Lot Expansion Potential: A council member asked about expanding the footprint beyond the current 0.99 acres. Brinkman disclosed he is in active negotiations to acquire a neighboring property but declined to provide specifics during the open session. He highlighted that DAC zoning allows for reduced setbacks, which is a significant advantage for developing the site regardless of lot constraints.

Key Outcomes

  • Broker Confirmed: The Council formally acknowledged the selection of Pablo Brinkman / Brinkman Preferred Properties as the listing broker for the former KPD property.
  • No Deed Restrictions: The council affirmed its strategy to sell the property without deed restrictions to maximize market interest.
  • Next Steps: Brinkman will obtain an asbestos abatement bid and prepare a full offering memorandum. He will present pricing recommendations to staff based on comparable market data.
  • Workshop Adjourned: The meeting adjourned at 5:15 PM. No executive session or action items were required.
