Summary of Proceedings

Kerrville City Council Meeting - July 14, 2026

The Kerrville City Council met on July 14, 2026 at 6:00 PM at City Hall, 701 Main Street, Kerrville, Texas. Mayor Joe Herring, Jr. called the meeting to order. The meeting began with an invocation and pledge of allegiance led by Councilmember Delayne Sigerman. Mayor Herring recognized community interest announcements including upcoming park events, a proclamation for Patriot Day (25th anniversary of 9/11), and a proclamation for Parks & Recreation Professionals Day. An AACOG presentation was postponed due to weather. The public comment period and consideration of consent agenda items and a water infrastructure grant resolution followed.

Consent Calendar

  • Items 4B, 4C, and 4D (Closeout Change Order for AC Schreiner House, workshop minutes, and meeting minutes) were approved unanimously as a block.
  • Item 4A (Purchase of nine police vehicles, not to exceed $675,000) was pulled for separate discussion. Councilmember McKinney clarified that the quoted prices applied to all vehicles. The item passed unanimously.

Public Comments & Testimony

  • Corey Lewis (Kerrville resident) expressed concerns about the Town Creek development and urged Council to oversee city management, enforce ordinances consistently, and act as a bridge between citizens and staff. He asked Council to protect the Hill Country character.
  • Mr. Lambert (Town Creek resident) criticized the apparent policy of accepting fees in lieu of parkland dedication for new subdivisions, citing the lack of parks in the Lenar subdivision and the proposed 520-home Town Creek development. He requested Council investigate who set this policy.
  • Roger McCormick (Elm Creek area resident) raised health and safety concerns about open-channel water reuse in Elm Creek Park, asking that the pipeline be extended underground to Nimitz Lake to reduce mosquitoes, maintenance, and safety risks.
  • Robin Martin (Elm Creek Park neighbor) expressed concerns about above-ground reclaimed water in the park, including attraction of wildlife, mosquitoes, and risks to children who play in the drainage ditch. She requested more community input and underground pipeline.

The following spoke specifically on Resolution No. 29-2026:

  • Bill Fitch (city resident) opposed treated sewage effluent reuse for drinking water, citing persistent contaminants (pharmaceuticals, hormones), nutrient loading, disinfection byproducts, and flood risks. He opposed above-ground flow through Elm Creek.
  • Connie White (former council member) submitted written questions and requested Council amend the resolution to include (1) looping of water distribution lines to reduce water loss and TCEQ violations, (2) expansion of the NAP lift station to allow West Kerrville development, and (3) quality control equipment for monitoring effluent discharge. She noted support from Representative West for the grant application.
  • George Beruti (Glenn Road resident) recommended applying for full funding of a 2 MGD south route indirect potable reuse system (estimated $18 million) to close the 1.3 MGD deficit, rather than the smaller Elm Creek route. He argued this would solve the problem fully and avoid future taxpayer costs.

Discussion Items

  • Resolution No. 29-2026 (Item 5A): City Engineer Kenn Burow presented a resolution to support an application to the Texas Water Development Board for a 100% WSIG grant of up to $21 million for water supply projects. Projects include a new Alpine well, Elm Creek reuse line, filter gallery improvements, a new clarifier, and pre-treatment (e.g., granular activated carbon). Staff confirmed the resolution is generic and flexible; projects can be refined later. Councilmembers clarified that the grant requires no local match and that the application is due July 30, 2026. City Attorney William confirmed the board's resolution form does not conflict with city requirements. After public testimony, the Council voted to approve the resolution.

Key Outcomes

  • Approved consent agenda items 4B, 4C, and 4D unanimously.
  • Approved Item 4A (police vehicle purchase) not to exceed $675,000, unanimously.
  • Adopted Resolution No. 29-2026, authorizing the city to apply for $21 million in state grant funding for water infrastructure projects. The application must be submitted by July 30, 2026.
  • No executive session was held, and no items were scheduled for future agendas. The meeting adjourned.

Note: The AACOG/ART presentation (Item 2C) was postponed due to weather.
