Special Meeting of the Killeen Planning and Zoning Commission – November 18, 2024
The Planning and Zoning Commission held a special meeting on November 18, 2024, at 5:00 p.m. in the Utility Collections Large Conference Room, preceded by a workshop at 4:00 p.m. The special meeting addressed the approval of minutes and two public hearings on rezoning requests. Public Hearings
PH-1 – Rezoning at 3000 Lake Road (Case Z24-32)
- Applicant Datta Bahadur KC, on behalf of property owners Bum In and Eun Jung Lee, requested rezoning of approximately 0.459 acres from "B-3" (Local Business District) to "B-4" (Business District). The property contains a commercial structure with one vacant suite; the applicant intends to open a liquor store. Staff reported that the request is consistent with the comprehensive plan and surrounding character. One written opposition was received from a neighboring property at 3001 Lake Road. No public testimony was offered. The Commission voted unanimously to recommend approval.
PH-2 – Rezoning at 1005 North 10th Street (Case Z24-33)
- Applicant Jim Wright Company, on behalf of Codra Rentals, Ltd., requested rezoning of Lot 1, Block 1, North 10th Addition from "B-2" (Local Retail District) to "B-3" (Local Business District). The proposed use is a mortuary/funeral chapel. Staff noted the property is currently vacant and the use is allowed in B-3. One written support was received; no opposition. Commissioners asked about square footage and chapel scale. No public testimony was offered. The Commission voted unanimously to recommend approval.

Saying none. Uh next item is uh consent agenda. CA1 consider the minutes of the regular uh planning and zoning commission meeting uh for October 28th, 2024. Can I have a motion on the consent agenda? Hold a public hearing and consider a zoning request submitted by uh submitted by data bucar. Uh KC on behalf of um N and N June Lee case number Z 24 dash 32 to rezone approximately point four five nine acres out of the A Dickerson survey, abstract number two sixty-six uh seven ten dash twenty-one from B three local business district to B four business district. Uh the subject properties locally addressed as three thousand Lake Road Colleen, Texas, and I'll turn it over to staff. Good evening, commissioners. Again, this is case number Z 2432. The applicant is indeed requesting to go from B three to B4. Ultimately, again, this is uh submitted on re behalf of the property owner. There's a potential uh tenant moving into this suite. Uh if approved the applicant tends to use one of the currently vacant suites uh to um open up a liquor store to site, which is allowed um in the B4 zoning district. So the red star indicates the location of the properties you can see we're uh um in the northern area of the city of Clean. The pink border is the actual property itself. You can see we're at the corner of Lake in Bundrent, uh which is just west of thirty-eighth street. So here's a view of the subject property looking to the north. Uh across the street, we have some uh fourplexes there. So the parcel is currently neighborhood in bill in fill on the growth sector map. And these are areas of the city that are already developed or have access to city serv services and infrastructure. And they're currently under uh utilized or poorly developed properties. Growth policies in this sector should encourage development and redevelopment of these properties. So development should match the existing character of the surrounding neighborhood uh and improve accessibility walkable uh type nature and um two businesses and amenities for people living or working in the vicinity. So we are regional commercial on the future land use map of the comprehensive plan. And these are the principal focus for these type of developments, our auto-oriented traffic. So these are located near high traffic intersections, which this one typically is. So there's request further supports the following comprehensive plan recommendations. LU1, 2, 3, and NH4. So we're looking to build complete neighborhoods, encourage incremental evolution of neighborhoods, improve fiscal productive productivity of developments, and then use place types as complete neighborhoods and building blocks. We're currently in development zone number two for this project. The currently in use mix is 67 and a half percent residential uses and 32.47% commercial uses. So you can see we're rounded out as the predominance of residential at 65 and a half percent in this uh development zone, followed up by our industrial to our commercial, and we have small bits of agricultural setting out there.
