The Planning and Zoning Commission met on February 10, 2025, at 5:00 p.m. in the Utility Collections Large Conference Room. All commissioners were present except Commissioner Sabree. The workshop preceding the regular meeting discussed agenda items and staff updates on City Council actions. The regular meeting addressed two public hearings: a proposed amendment to the Preserve at Thousand Oaks PUD to allow a foster-care facility (tabled due to notification error), and a rezoning request for duplex development (approved 4-2).
I will call to order the uh regular planning and zoning commission meeting for February tenth, two thousand twenty-five. Let the record show that all commissioners are present except uh Commissioner Sabree. First item on the agenda is the approval of the agenda. Chairman will move to approve the agenda. I have a motion to approve the agenda, have a second by Commissioner Rowe. Any discussion? All in favor. Motion passes unanimously. Uh next item is citizens' comments. Did anyone sign up for citizens' comments? Seeing none, now move to the next item, CA one consider the minutes of the regular planning zoning commission meeting of January twenty-seventh, two thousand and twenty-five. I have a motion on that. I have a motion by uh Commissioner uh Wilson to approve CA one. Second by Commissioner Giacomozy. Any discussion? All in favor. Motion passes unanimously. Next item on the agenda is PH one. Hold a public hearing and consider a request submitted by Republican Engineering and Development Services on behalf of DSY land company LP case number Z twenty-five-zero one to amend the preserve at a thousand oaks Plan Unit development being approximately three hundred and ninety point seven two acres out of the MJ Pleasant survey abstract number six twenty-five and s d Caruther survey abstract number one seven seven by amending the underlying zoning of approximately ten point six acres from B five business district to R three A multifamily apartment residential district. So case twenty-five oh one amendment to the PUD from B five with a PUD to R3A with a PUD. So the subject property is generally located southwest of the intersection of Stagecoach Road and East Tremere Road in Clean, Texas. If approved, the applicant intends to develop the property into a residential group home for children in foster care known as Garden of Hope. The proposed use is permitted by right in R3A multifamily apartment apartment residential district. The proposed group home facility will provide 24 hour care for children in foster care. In addition, the residential group home aspect, the facility will also include a donation drop-off location, commercial kitchen facilities, nursing facilities, and office and administrative facilities. So here's the location map giving you approximate location on the intersection of East Tremere and Stagecoach Road. This is an aerial view showing the approximate boundary of the rezone with the Mickeys across the street, Mobile Home Park to the north of that, and Spanish Oaks to the south. So this is a view facing west from the intersection of East Tremere and Stagecoach Road looking towards the property. View facing east from the intersection of East Tremere and Stagecoach Road. And a view facing south down East Tremere towards Chaparrell. And a view facing to the north from the intersection of East Tremere and Stagecoach. So the subject property is located in the intended growth sector on the growth sector map and residential mix on the future land use map. So residential mix encourages 25% non-residential, 95% residential use mix. So the property is located in development zone number eight. It consists of approximately 60% residential and 39% commercial uses. And staff finds that the applicant's request to amend the underlying zoning from B5 to R3A multifamily apartment residential district is not consistent with the recommendations in the Kaleen 2040 comprehensive plan. So when the PUD was approved in August of 2022, the preserve at 1,000 Oaks was envisioned as a mixed use development, which included residential and commercial uses. The subject property is the only area in the preserve at 1,000 oaks designated for commercial use. If approved, the proposed amendment would eliminate the opportunity for neighborhood commercial uses within the development, and approval of this request would also severely limit the opportunity to provide neighborhood scale commercial uses within walking distance for the residences in the general area. So water services are available to the property through a 16-inch water line, a water main located on the south side of Stagecoach Road. Wastewater services are available with a 15-inch wastewater interceptor located in an existing easement on the west side of the property. So access to the property is via Stagecoach to the north and East Tremere to the east. Both streets border the eastern edge of the property. Stagecoach is a 100-foot wide minor arterial and East Tremere is a 90-foot wide minor arterial. A traffic impact analysis is not required for the proposed development, but it is advisable to recheck the results of this analysis if any assumptions change. So the property is within Stillhouse Lake and Lampassus River watershed. The property is inundated in zone AE, area of the special flood hazard, and portions of the property contain a freshwater pond and freshwater emergent wetland and a river reen area, Embers Creek, as identified on the National Wetlands Inventory maps. So approximately approximately 90 acres of park open space is proposed with the plan unit development, and the proposed PUD amendment does not contemplate any changes to the open space that was stipulated with the approval of the original PUD. So staff notified 27 surrounding property owners regarding this request. Of those property owners notified, 14 reside outside the 200-foot notification boundary required by state, but within the 400-foot notification boundary required by city council, and eight people reside outside the city of Killeen.
