Okay, y'all ready? Ready? I'll call the uh regular meeting of the Khalim Planning and Zoning Commission to order for February 24th, 2025. Uh let the record show that all commissioners are present except uh Commissioner Penea and uh Commissioner Sabrie. Uh first item on the agenda is the approval of the agenda. Can I have a motion on the approval of the agenda? And and uh just uh for clarification and and for minute keeping purposes, if uh you can wait until you're called on by the chair and then and then uh go from there. I think they had some confusion with trying to get the minutes situated. So uh I need a uh approval um uh for the agenda. Uh Commissioner Wilson, Chairman. I'll move to approve consent agenda. I have a motion to approve the consent agenda. Uh do I have a second? Uh second by Commissioner Rowe. Any discussion? All in favor? Motion passes unanimously. Next item on the agenda is citizens' comments. Did we have anyone that signed up for citizens' comments? I don't know what this way. Okay, if it uh just just so you're aware, if it's something that's uh in a public hearing, then you can only discuss at the public hearing, but if it's uh something that's not on the agenda, that that I guess that's more what the citizen comment is for. Yeah. So if if uh you want to come up and speak about whatever, uh as long as it's not a public hearing event, okay. Uh and you will have uh four minutes. Sorry about that. You just state your name and city, and you have four minutes. Um my name is James Sills. Uh I live off of uh Llewellyn Lane in Coleen, Texas. Um so I'm here to speak about um the donut hole and uh some of the surrounding areas uh in that in in the donut hole annexed properties. Uh so the donut hole, uh if you're not aware, uh was annexed in 2008. It is uh properties for Llewellyn estates estates, which stretch from turkey trout stagecoach Llewellyn Onion, love and hope. Um so part of that annexation was an agreement to approve uh improve drainage along Onion Road in three distinct areas. Um since that time it was supposed to be added into the uh CIP. Um and not all of those areas have been addressed since that time. So what we've had happen is the drainage from onion travels from west to east towards Cunningham. And the elevation that's on Cunningham will travel from east to west, which goes into Tremere Creek, right? So you have all this water that's flowing into Tremere Creek into a flood area. Um that particular area is of is is a zone A for flooding that feeds into a zone AE uh area going down towards stagecoach. The uh the accumulation point of that is near um Gilbert Estates. And so when Gilbert Estates was built, um they built drainage that is street drainage that funnels into a concrete culvert that actually drains directly back into that area. Since that time, that addition, that street drainage, instead of being normal surface or groundwater flow to be able to be absorbed into the ground and just naturally go into the flood zone, is now basically all collected into a single point and shot off the back of Gilbert Estates into this area. Behind this area are homes. There are properties. This isn't a you know set off side area for drainage. And so over time, the soil has eroded to the extent we're now where those people had built homes where they were elevated, the soil is constantly being eroded down and it is now creeping up into their actual properties where their homes are built. Hopefully, of seeing that significant flooding down hope and love drive. I know there's discussions of other drainage type of uh solutions like detention ponds, uh, but just know that those are only temporary storage areas. Um, detention ponds do have to drain out uh back into the environment. Um, it's not as uh as much flow, uh but they do have to to go out. Um part of that as well is if if a detention pond is not filtered or aerated, um, they will become uh a massive mosquito uh haven.
