Planning and Zoning Commission Regular Meeting - June 23, 2025

The Planning and Zoning Commission held a regular meeting on June 23, 2025, at 5:00 p.m. in the Utility Collections Large Conference Room, 210 W. Avenue C, Killeen, Texas. All commissioners were present. The meeting covered three public hearings, a consent agenda item, and citizen comments. Key decisions included unanimous approval of two rezoning requests and unanimous disapproval of a third rezoning request after substantial public opposition.

Consent Calendar

  • CA-1: Minutes of the June 9, 2025, Regular Planning and Zoning Commission Meeting were approved unanimously.

Public Comments & Testimony

  • Citizen Comment (pre-hearing): A member of the public (unidentified) addressed the commission regarding the meeting format. He argued that the agenda's description of citizen comment (limiting it to non-public-hearing items) conflicts with the Texas Open Meetings Act, which allows citizens to address any agenda item. • PH3 – Public Hearing Speakers (in opposition): Multiple residents spoke against the rezoning of 15.2 acres at 5011 Cunningham Road from Agricultural to R-1 Single-Family Residential. Key speakers and their positions:
    • Heather McNeely (4022 Hope Drive): Opposed, citing flooding, erosion, lack of infrastructure, and the case history (disapproved flume change in 2021 and previous P&Z disapproval). She noted that the property is in Bell County Appraisal District listed as Love Spur, not Cunningham, and that the developer's previous promises (e.g., 100-year retention pond) are being abandoned.
    • Sue Hallmark (165 Love Spur): Opposed, concerned about density, drainage, and the condition of Love Spur (a private road). She noted that the city promised sewer service after annexation but never delivered.
    • Teresa Cormier (4984 Onion Road): Opposed, describing personal drainage issues and stating that the city has not addressed drainage problems from the 2008 annexation agreement. She expressed skepticism about city promises.
    • Melissa Brown (Killeen resident): Opposed, arguing that the request is a
