The Planning and Zoning Commission of Killeen, Texas, held a regular meeting on August 11, 2025, at 5:00 p.m. in the Utility Collections Large Conference Room, 210 W. Avenue C. Commissioners present: Louie Minor (Chairman), Ricky Wilson (Vice Chairman), Andrew Giacomozzi, Sandra O'Brien, Randy Ploeckelmann, Luvina Sabree, and Patrick Purifoy. Absent: Preston Ellis, Cyndi Rowe. Staff present: Wallis Meshier, Andy Wallander, Andrew Zagars, David Koberlein, David Hermosillo, Maria Lopez, Joann Lomas. The meeting included three public hearings on rezoning and thoroughfare plan amendments.
Public Comments & Testimony
- PH-2 (Rezone to B-5): Brittany Henry, a resident living behind the subject property (3309 Old FM-440), expressed concerns about increased flooding risk and unwanted foot traffic. She noted existing flooding issues from nearby construction and asked for assurances that drainage and security would be addressed. Staff responded that any development would require a drainage study and detention facilities to prevent worsening runoff.

- PH-2 (Rezone 1.26 acres to B-5): Applicant Charles Amundson (on behalf of Terry Blake Bearden) seeks to rezone property at 3309 Old FM-440 to build an automotive repair facility. The applicant noted plans to combine this parcel with an adjacent recently-approved B-5 property. In response to environmental concerns, Amundson stated they use standard containment measures (pans, dry sweep) to prevent oil contamination. Staff confirmed the rezoning is consistent with the future land use map and the 2040 Comprehensive Plan. Staff recommended approval as presented.
- PH-3 (Amendments to Thoroughfare Plan): Staff presented amendments to update the Thoroughfare Plan, specifically the reclassification and realignment of Briar Patch Lane. The proposal changes the proposed collector to a residential collector and adjusts the alignment southward to account for topography and existing development. Staff recommended the updates as essential for orderly development.

Uh let the record show that all commissioners are present except for Commissioner Ellis and Rowe and Sabree. Uh first item on the agenda is the approval of the agenda. I get a motion on that. Commissioner move to approve the agenda. I have a motion to approve the agenda. Segan by Commissioner Giacomozi. Any discussion? All in favor. Motion passes unanimously. Next item is citizens' comments. Anyone sign up for citizens' comments? Okay, everyone's here for public hearing. All right, next item is the approval of the minutes. Consider minutes of the special planning zone and commission meeting for August 4th, 2025. Can I get a motion on that? Commissioner moved to approve the minutes as presented. All in favor? Motion passes unanimously. Uh next item is PH one hold a public hearing and consider a request submitted by Quintero Engineering LLC on behalf of Atkinson Home Inc. case number Z twenty five-25 to rezone approximately nineteen point five six acres out of the T Arnold survey, abstract number fifty-five, and J H Lewis survey, abstract number five thirty-six from A agriculture district to PUD Plan Unit Development with RT1 residential town house single family district. All units will have to have fire suppression systems. So this is our layout. So the primary modifications uh include reductions to uh the side yard setbacks, rear setbacks, and a private yard area. Uh the PUD also proposes zero lot line construction and allows for reduced separation between town home groups as well as fewer units per group. Visitor parking is reduced. Um the landscape standards are modified to permit shorter canopy trees, smaller shrubs, and a broader range of ground cover materials. So the architectural standards that are not specified in the base code. They are included. There are some included in this. They have masonry uh for a requirement, um, architectural design elements, uh, restriction on elevation repetition, um just to promote visual variety. Additionally, the timing of the common area amenity installation is adjusted to coincide with the issuance of certificate of occupancies. The property is located in the controlled growth area on the growth sector map and designated as residential mix on the future land use map of the 2040 comprehensive plan. This gives you the approximate location, it's just uh due north of the uh Killeen uh Fort Hood Regional Airport, um just east of uh Clare Creek. This is an aerial overlay uh view of the property. So a view from Pauline Drive of the subject property. This is looking towards Clear Creek from uh Pauline Drive itself, and then this is actually looking back towards Mitchell Farms, and then looking across the street to give you kind of a what's around it. So this is a notification map that steps in out this 200 and 400 foot buffer. We did notify 50 surrounding property owners. Uh we did receive one response in opposition to the request. Uh it is in there uh in your packet for you to read. So what we found when we were looking at this is that there are no parks or trails that were proposed on this property. However, the applicant is a proposing amenities, uh, two gazebos, one playscape, one dog park, uh, one half-court basketball court, two pickleball courts, four picnic tables with grills. So tonight the planning zoning commission has uh three options here. Recommend disapproval of the applicant zoning request, recommend approval of the applicant's zoning request with conditions, or recommend approval of the applicant's zoning request as presented.
