(Note: The agenda lists the total area as 0.81 acres + 0.30 acres, while the staff later stated “approximately 1.06 acres,” reflecting a discrepancy in the total.)
- During the workshop, staff presented the item, noting that the property is within the intended growth area and designated “Neighborhood Commercial” on the Future Land Use Map. The National Wetlands Inventory Map showed no wetlands impacts, and no other environmental impediments were observed. Thirty‑four property owners were notified; no written responses were received.
- At the regular meeting, with no further staff presentation requested, the Commission opened the public hearing. Michelle Lee spoke in support of the request. After the hearing was closed, Commissioner Purifoy made a motion to approve “as modified.” Staff clarified that the applicant had revised the request to rezone only the portion at 4203 Onion Road (part of the original parcels). Staff Update on City Council Actions: Staff reported that at the City Council meeting on September 2, 2025, the Council approved a Planned Unit Development (PUD) request (Case 2525) from AG (Agricultural) to PD (Planned Development) with RT‑1 use, located off Clear Creek. No discussion followed.

I'll call the uh workshop to order for the Killane Planning and Zoning Commission meeting for September 8, 2025. And I will turn it over to staff. Good evening, Commissioners. Um, this case is to hold a public hearing and consider a request submitted by Central Texas Land Development Services on behalf of Linda L. Cosper, Braden Lee Avant, and Shelby Yvonne Avant to rezone approximately 1.06 acres, being law one block one Braden Creek addition, second extension, and being out of the e Liserie survey abstract number 528, also known as lots six through eight, and part of five from Llewellyn Estates number three unrecorded subdivision from B5 business district to R1 single family residential district. This property is located within the intended growth area on the growth sector map and designated as neighborhood commercial on the future land use map of the 2022 comprehensive plan. This is the map with the location of the property. And this is the um proposed request. This is view of the subject property located at 4205 Onion Road. And this is the other property um 4203 Onion Road. Um with an effective date of September 26, 2008. The property is not impacted but by wetlands areas according to the National Wetlands Inventory Map. No visual evidence of other environmental impediments as a parent on the property at this time. Staff notified 34 property owners or surrounding properties regarding this request as of the date of this staff report. Staff has received no written responses regarding this request. And the applicant is requesting a modification to the original rezoning request, um, citing a misunderstanding regarding the area to be rezoned. Um the revised request seeks to rezone only the portion of the property located around 4203 Onion Road. And the applicant res respectfully requests that the planning and zoning commission approve the revised request as depicted in the attached um exhibits. Staff recommends approval of the applicant's request to rezone the subject property from B5 to R1 single family residential district. And do you have any questions? Any questions for staff? At their last meeting on September 2nd, the city council voted to approve the PUD and uh there's a PUD off of Clear Creek. It was case 2525 from AG to PD with RT1 use. Council approved that item.
