Through your purchases of fishing equipment and motorboat fuels, nearly 18 million dollars in conservation efforts are funded in Texas each year. There's some magic about flowing water. When you walk up to the river, you immediately notice that it's flowing. People go to the coast, people go to the rivers, go to lakes. They're drawn to water. And there's something a little mysterious about a river, about the life that's in it. Rivers really are part of our connection to the natural world. And if we don't protect them, we lose something that uh cannot be recreated by humankind. What makes a river a river? If you stop and look, it's pretty obvious. Flowing water. Without fresh flowing water, a river simply ceases to be. Small streams feed into creeks which join our rivers. Ultimately, they flow to the coast to rejuvenate and sustain the bays. These in stream flows form the most elemental foundation for fish and wildlife. In-stream flows are really just the volume, the timing, and the frequency of water flowing in a river or stream. A related term is freshwater inflows, which refers to fresh water flowing into a bay and estuary system. And that is another form of what we call environmental flows. Collectively, we refer to in-stream flows and freshwater inflows as environmental flows. In-stream flows, for example, basically provide the habitat for fish and wildlife, the fish that live in the stream and the wildlife that inhabits the area adjacent to the stream. It's also important to note that in stream flows are really critical to maintaining good water quality. Aquifers get recharged primarily in a couple of ways. One is by the direct infiltration of rainfall on the ground as water soaks through the soils and gets into the unsaturated zone of these aquifers. But the creek beds themselves provide the bulk of the water getting into these aquifers. Act like big bathtub drains and drain huge amounts of water out of these surface creeks and pour that water straight into the aquifer. So having base flow or in stream flows into these creeks and rivers is extremely important for some of these aquifers. Biologists keep a close eye on these caves. Tonight we've got a pretty full agenda for you. So if approved, Central Texas Land Development Services is requesting the amendment to the future land use map. The amendment seeks to change the land use designation from regional commercial to residential mix to allow for a residential development. The subject property is located within the intended growth area on the gross sector map and designated as regional commercial on the future land use map of the 2040 comprehensive plan. The star shows you the approximate location of the property. And on the left side, you can see it's currently residential regional commercial, and on the right side, we're going to residential mix. So this is a view facing the property from West Stan Schluter Loop. We're looking north. So this is a view we're facing west along West Stan Schluter Loop. This we're facing west towards Clear Creek Road here. So the property is not impacted by any wetlands or riverines, and there's no visual impediments on this property at all. Staff notified 10 surrounding property owners regarding this request. To date, staff has received zero responses. This shows you the notification area. So the subject property is zone B5 business district. While the site itself is largely undeveloped, the surrounding area does contain a mix of single family, two family commercial uses. If approved, the applicant's request would be to provide for residential development, and the next step for the applicant would be to submit a rezoning request. So staff recommends approval of the applicant's request to amend the future land use designation from regional commercial to residential mix as presented. Any questions. Seeing none, go to the next case. Case 2537. We're going from AG to R1. We're going to hold a public hearing and consider request submitted by Republic Engineering and Development Services on behalf of 5011 Cunningham Road Colleen LLC to rezone approximately 15.3 acres out of the Robinette Cunningham Survey, Abstract Number 199, being part of lots 71 and 72, and all of lots 73 and 74 out of the Louellan Estates number three, an unrecorded subdivision, from A agricultural district to R1 single family residential district.
