The Killeen City Council held a special workshop at 3:00 PM on August 18, 2026, to discuss the city's legislative priorities for the 2027-2028 state legislative session with representatives from the Schlueter Group, the city's legislative consulting firm. The session included citizen comments questioning the firm's performance and contract, a presentation by John Cagle of the Schlueter Group, and extended council deliberation on key issues like the disabled veterans property tax exemption, data centers, and legislative strategy.
I'll call the special meeting. Therefore, council members. Okay, the invitation will be given by Mayor Call Kim. And those are usually number we're so standing. As you are still led. We stand before you today and just sincerely say thanks as we move forward with our business for the city. I pray that we continue to move forward in the spirit of unity, harmony, and progress for our overall growth and development. We thank you for every opportunity for every person here who cares about the people and this town and the city and the job that we have to do today. Let us work peacefully, peaceably, and then pure progress. Thank you. Thank you. Council member issues. Okay, uh Council, I need a motion to approve the agenda. Council member of final. Yes. Thank you. Okay. Uh it is time for citizens. Citizens will have two minutes to speak. With one minute of time about it for city council to respond with statements for explanations. Without engaging in the dialogue. I don't see a clock. We would on the wall. Okay. Good evening, Mayor and Council and uh honored guests. I'm here regarding your legislative priorities and upcoming review of the standard contract. We are facing massive budget strains and our number one priority, veterans exemption reimbursement remains completely stalled. We have been told this firm's battery is expensive and happens behind closed doors. But as taxpayers, we deserve a paper through not passive rhetoric. If this firm wants to earn our trust, even at a one-dollar rate, they must provide concrete documentation of their labor. Moving forward, the city of Klein must demand standard government relations proof of work. I asked the council require the firm to document their process using these five industrial standard metrics. Show us official bill authorship for our military impact and municipality priority or field commit file committee amendment providing they successfully altered a pre-exemption bill. Provide the council the copies of their official Texas ethics commission and Texas legislation. Provided they formally testified or registered for or against bills affecting clean's revenue. Mandate a professional meeting law showing exactly which state representative senators or committee uh directors they met with on what date and for how long. Show this council the copies of the date heavy white papers and physical impact reports they created and physically handed out to state law makers to pitch clean's need. Require monthly or weekly written milestone matrices detailing bill movement rather than waiting for an annual presentation. Tracking 2,000 bills on a computer screen is a passive administrative test. It is not active at the C. A professional firm tracking our tax dollars should have zero issues provided as paperwork. If the Schuler group cannot produce these five items, they are not providing their service. They are providing excuse. I urge the council to tie any future contact renewals or preparatory approvals strictly to these transparent deliverables. I thank you for your time in the three nine 494. Thank you. Thank you, ma'am. Madam Secretary. Yes, our second speaker is Dr. Cameron Cochran.
